CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
October 24 , 1978
I. CALL TO ORDER.
The Special Meeting of the City Planning and Zoning Commission
was called to order by Chairman Draper at 7:00 P.M.
Members present: Lathrop, Draper, Williams, Pierson, Smith,
Parker, Tanguma
Members absent: Mcclintock
Wanush, Ex-officio
Also present: Assistant Director D. A. Romans
II. ZONING DESIGNATION
R-1-C, Single-family
Residence.
CASE #17-78
Mr. Draper stated that the zoning designation of a property
on South Mariposa Drive is before the Commission.
Tanguma moved:
Smith seconded: The Public Hearing on Case #17-78 be opened.
AYES: Draper, Lathrop, Parker, Pierson, Smith, Tanguma,

NAYS: None
ABSENT: Mcclintock
The motion carried.
Mrs. Romans was sworn in, and testified that she is the
Assistant Director of Community Development in the Planning
Division. Mrs. Romans stated that a petition requesting the
annexation of the subject property in the 4600 block of South
Mariposa Drive has been submitted to City Council, and the
Planning Commission must recommend a zoning designation for
this property to City Council for their consideration at such
time as the property is annexed. Mrs. Romans designated the
subject property on the west side of South Mariposa Drive,
and noted that this is a triangular shaped piece of property,
bordered on the west by the City Reservoir. The east side of
South Mariposa Drive is developed with single-family structures,
and is zoned R-1-A, Single-family Residence.
Mrs. Romans submitted a copy of the certification of posting
for the record, and asked that a copy of the staff report be
made part of the permanent record of this Hearing.

Mrso Romans stated that the property is owned by Mr. and Mrso
Wayne Oakley, and is presently zoned R-3, Single-family Resi-
dence by Arapahoe Countyo This classification requires a
minimum of 12,500 square feet of lot area for construction of
a single-family house. Mrso Romans questioned that the re-
quired minimum lot area is complied with by several of the
single-family residential developments within this particular
area in Arapahoe County, and noted that at least two of the
properties have two detached single-family units on the in-
dividual ownership.
Mrs. Romans stated that the staff recommends the R-1-C, Single-
family Zone District, designation for Mr. Oakley's property upon
annexation to the City of Englewoodo The R-1-C Zone District
requires a minimum lot area of 6,000 square feet for a single-
family residence, and the minimum floor area of any residence
constructed is 850 square feet. It is felt that the R-1-C
would be compatible with the development of the area.
Mrs. Romans stated that there is another property on the west
side of South Mariposa Drive, which property owner has petitioned
for annexation to the City of Englewood; the staff will also
propose the R-1-C, Single-family Residence, zone classification
for that propertyo
Mrs. Romans stated that the proposed zone classification of
R-1-C has been discussed with Mr. Oakley, and that Mro Oakley
has indicated that he intends to construct their home on the
property and that the R-1-C designation will permit him to do
so. Mrs. Romans stated that the staff feels the R-1-C Zone
District designation will be compatible with the Comprehensive
Plano No comments have been received from other City Depart-
ments wh ich would be adverse to this proposalo
Mrso Romans stated that the staff does recommend that this
property be zoned R-1-C upon annexationo She noted that Mro
Oakley was present if the Commission had any questionso
Mro Draper asked if the Commission had any questions of Mrs.
Romans. No questions were asked by the Commissiono
Mr . Draper then asked if Mr. Oakley wished to add anything to
the presentation? Mro Oakley stated that he felt the staff
report had adequately presented the caseo
There were no other persons present who wished to address the
Commission concerning this mattero

Parker moved:
Smith seconded: The Planning Commission recommend to City Council
that the following described property be zoned
R-1-C, Single-family residence, upon annexation to the City of
Englewood:
"Beginning at the Northwest corner of Plot 13, Bell Isle
Gardens, Arapahoe County, Colorado. Thence South 12 °55' East
a distance of 579.14 feet to the true point of beginning, said
true point of beginning also being a point on the City Limits
line of Englewood, Colorado; thence continuing South 12 °55'
East along said City Limits of Englewood, Colorado, a distance
of 275 feet to the southernmost corner of Plot 13, Bell Isle
Gardens; thence North 08 °05' East along the City Limits of
Englewood a distance of 271 feet more or less; thence South
89 °47' West and parallel with the northern line of Plot 13,
a distance of 99.6 feet more or less to the true point of be-
ginning ; said tract of land containing .307 acres more or
less."

Lathrop
NAYS: None
ABSENT: Mcclintock
The motion carried.
Mrs. Romans explained to Mr. Oakley that the recommendation
will be submitted to City Council at their meeting on November
6, 1978, and that the Council will then hold a Public Hearing
on the zoning also.
III . PUBLIC FORUM.
There was no one present to address the Commission.
IV. DIRECTOR'S CHOICE.
Mrs. Romans noted that the Englewood Housing Authority was
also meeting this evening, and that Mr. Wanush is attending
that meeting.
Mrs. Romans stated that the Leota Club of Englewood wanted to
do something for the Diamond Jubilee, and will hold a Quilting
Bee at the Malley Recreation Center the afternoon of November
4th following the annual Holiday Parade.
Mrs. Romans reminded Planning Commission members that the next
meeting will be on November 14th, at which meeting there will
be two public hearings on zoning designation: the Anderson
property on South Mariposa Drive, proposed to be designated
as R-1-C, Single-family; and the Ragsdale property on South
Santa Fe Drive, proposed for I-1 Zoning.

Vo COMMISSION'S CHOICE.
Mro Lathrop stated that he was asked to bring to the attention
of the Commission the problem of unsightly storage in the 3900
block of South Broadway on the east side of the streeto He
stated that this property is owned by Jerry Lay, and is most
unsightly o He pointed out that Mr. Lay is a former City
Councilman who is aware of what the codes and ordinances al-
low, and should not be allowed to continue this violation of
the ordinance. Mr. Lathrop stated that he felt there should
be some recommendation to City Council, a recommendation that
is very clearly understood, regarding this matter . Mr. Lathrop
questioned whether or not Mr. Lay was ''taking advantage of the
situation", and setting a bad example for other property
owners. Mr. Lathrop stated that the property should either
be fenced or the junk and trash should be removed.
Mrs. Romans pointed out that Mro Parker initially brought up
this matter approximately two months ago. She stated that
she did not know what the exact situation on this matter is
at this point, but that she is aware that the Code Enforcement
Division is building a record on this property, and that Mr.
Lay has been given a notice to clean the premises.
Discussion ensued. Mr. Lathrop stated that this situation is
getting worse every day, and that it is an eyesore for those
persons driving on South Broadwayo Further discussion ensued.
The meeting adjourned at 7:35 P. M.

OR RECOMMENDATION OF THE CITY PLANNING AND ZONING COMMISSION.

RECOMMENDATION:

Council that the following described property
