The regular meeting of the City Planning and Zoning Commission was called to order at 7:00 P.M. by Chairman Pierson. Members present: Becker, Barbre, Carson, Draper, McBrayer, Pierson, Senti Wanush, Ex-officio Members absent: Williams, Tanguma Also present: D. A. Romans, Assistant Director II. APPROVAL OF MINUTES. Mrs. Pierson stated that the Minutes of April 22, 1980, were to be considered for approval. Carson moved: McBrayer seconded: The Minutes of April 22, 1980, be approved as written. AYES: Becker, Barbre, Carson, Draper, McBrayer, Pierson, Senti NAYS: None ABSENT: Tanguma, Williams The motion carried. III. PUBLIC FORUM. There was no one present to address the Commission under Public Forum. IV. DIRECTOR'S CHOICE. Mr.Wanush reported on progress on the Public Housing project. The Englewood Housing Authority has an option on vacant land between South Lincoln Street and South Sherman Street just south of East Girard Avenue. Bids were advertised and two proposals from developers were submitted, one of which was determined to be ineligible. The Housing Authority has accepted the proposal of Nelson/Roth from Kansas to construct the 100 units for the elderly, and ten family units. The fact that the proposal has been accepted does not mean that it is "firm" --they are now to the point of negotiating on the matters of cost, etc. Mr. Tanguma entered the meeting and took his place with the Commission. -2- Mr. McBrayer asked about the configuration of the building. Mr. Wanush stated that the proposal is very similar to the Simon Center; it will front on South Sherman Street, and the parking area will be off South Lincoln Street. The proposal is for a seven-story structure. Mr. Wanush stated that the five sites for the ten family units are scattered throughout the City, and that Nelson/Roth does have options on this land. Mr. Draper asked if the developer had figured in an inflation factor in the estimate? Mr. Wanush stated that it was figured in. This project will be constructed under the "turn-key" pro- cess; once the contract for construction is signed, all risks of inflation, etc. are the problems of the developero The Housing Authority would buy the building from the developer for the amount stated in the signed contract. Mr. Wanush stated that if this process should fall through --the negotia- tions not be successful with Nelson/Roth for some reason -- the Housing Authority has the choice of readvertising for bids, or going conventional, wherein the Housing Authority would be the contractor. Mr. Wanush stated that Nelson/Roth has an agreement with Brady Corporation of Englewood to serve as the general contractor on this project. Brady Corporation was the general contractor on the Simon Center project. Mr. McBrayer stated that his company has gotten bids for public • housing construction in several small cities, especially in ~ Nebraskao He stated that he would be glad to help in any way ~ that he could as far as plans, etc. V. COMMISSION'S CHOICE . Mr. Carson asked if the Planning Commission would get involved in the discussion of the water tower? Mr. Wanush discussed the temporary injunction placed on the City's construction of the towero The Court has stated that the City must comply with the Comprehensive Zoning Ordinance as far as lot area and height exceptions are concerned. Height limitations may be exceeded if additional setbacks are provided: one additional foot of setback for each additional foot of height. A second way that the height limitation may be exceeded is to obtain approval of the City Council, which must act on a recommendation of the Planning Commission. Mr. Wanush stated that the date for hearing on the permanent injunction is May 8th. Mr. Carson referred to a notification of a meeting on May 29th regarding analysis and alternative sites for a new metro air- port. This meeting is sponsored by the Denver Regional Council of Governments. Mr. Carson stated he was interested in attending, and asked if any other members or staff were going? _ ... t -3- Mr. Wanush asked that any members of the Commission who wanted to attend this conference contact the secretary, and reservations would be made. Mr. Carson reiterated his interest in attending. The formal meeting was adjourned at 7:15 P.M. An informal study session with representatives of Prows-Wood of Salt Lake City, Utah followed. Mrs. Marjorie Becker showed some slides of her trip to San Francisco, California, as representative of the Planning Com- mission to the APA Conference. These slides shown by Mrs. Becker depicted the housing styles in San Francisco, and some of the parks in the various ethnic neighborhoods of that city. Commission Members commended Mrs. Becker on her presentation, and asked that she show additional slides at the next meeting, at which time there are some requests for parking lot approval on the agenda. Mrs. Becker stated that she did have some slides of several "interesting" parking lots that she would be happy to show. The meeting disbanded at 8:45 P. M. G trude G. Welty ecording Secretary
