CITY OF ENGLEWOOD PLANNING AND ZONI NG COMMISSION
OCTOB ER 6, 1981
I. CALL TO ORDER
The regular meeting of the City Planning and Zoning Commission was
called to order at 7 :00 p .m . by Chairman Judith B . Pierson .

II. APPROVAL OF MINUTES
Chairman Pierson stated that the minutes of September 15 , 1981 , were
to be considered for approval.

III . SIGN CODE REVISION
Chairman Pierson noted the City has been operatin g under the 1973
Sign Code and the Public Hearing tonight was to ge t further input
into the various revisions that are proposed by the City.
Ed McBrayer , Planning Commission Member , outlined the various
changes to the existing sign code . Mr . McBrayer showed a film,
depicting · various types · of signs and their impact on the community.
In addition, a slide presentation was given showing sign usage
through the Denver Metro area. He then outlined the types of
signs that require permits and those that do not.
Mr. McBraycr indicated the revisions to the sign code would be in
line with the proposed redevelopment of downtown Engle wood. He noted
the proposed sign code would e~courage businesses to maintain existing
signs and erect new ones that would be pleasing to the area.
Ms. Susan Powers , Director of Community Development, reviewed the
types of si~ns allowed in both residential and commcrtcnl ~ones.
She noted the maximum sign area allowed , in a cominerclal ~one , would
be reduced from 600 square feet to 300 square feet, additionally ,
the commercial properties would be allowed a maximum of five (5)
signs. She stated the new sign code would only allow ground signs
to a maximum height of 20 feet, furthermore , the code addresses some
areas that have been left out of the existin~ 8l~n code , uuch aG
alley signs.
Mr. McBrayer also indicated the code would have provisions for
removal of hazardous and abandoned signs within a thirty (30) day
time period. Non ~Conformi ng use signs would be allowed three (3)
years from adoption of the code to ~emove the sign or bring it into
conformance. The time period m~y v ary dependinB on the condition or
the sign or if ownership of the building would change .
Mrs. Pierson declared a recess at 8 :20 p .m. The Commission re -
convenced at 8:45 p .m.

Ms . Becker stated her concern with oversized state flags being used
for commercial advertising . She questioned whether this should be
counted as sign area or not .
Tom Holland , Assistant City Attorn ey , noted the Lakewood si~n code
did not address these as signs .
Phil Grimm , Freeman Signs , noted with an extremely large commercial
property, the maximum sign area allowecl, may be too small for proper
use of signs . He questioned whether additional sign area should be
allowed for additional square footage on the property .
Fred Kaufman expressed his concern with advertising benches and wh at
type of control the City has over the advertisements on the benche s .
Additionally , he questioned whether temporary sale signs would be
considered part of the sign area and could they cover move than
25 percent of the window area .
Barry Coleman suggested that temporary sale signs be allowed for a
period of 20 days . He noted the code should also have a provision
for maintenance of existing signs .
Discussion ensued regarding what segment of the sign should be
counted in the sign area when the sign is of an angular shape . Ms .
Powers noted she would look into the possibility of squaring off
the letters and counting this portion as the si gn area .

V. DIRECTOR 'S CHOICE
Ms. Powers indicated the Staff would be in contact with the members
of the audience before the next meeting on the sign code revisions.
She also noted that the Public Hearing is tentatively scheduled on
November 4th .
VI . COMMISSIONS 'S CHOICE
Mrs. Pierson expressed her thanks to the audience for parllclpallr1~
in the sign code discussions and noted the staff would be considering
the input and put together a reasonable sign code that would be
workable .
