C ALL TO ORDER [i] The regular meeting of the Eng lewood Urban Renewal Authority was ca ll ed to order at 6:30 p .m. in the Community Development Conference Room of th e Englewood Civic Center, Chair Weeks presiding. A PPROVAL OF MINUTES • Telep hon e poll to approve Minutes of March 11 , 2009 Chair Weeks stated that the telephone poll to approve the Minutes of March 11 , 2009 was to be considered. Weddle moved: Weeks seconded: THE POLL TO APPROVE THE MINUTES OF MARCH 11, 2009 BE APPROVED. I V . 2 00 8 FINANCIAL REPORT ~ Dir ec tor White said th e EURA financial repo rt is prepared as part of th e overall City's fin an c ial statement, but the EURA pays for their repo rt. It was receiv ed a few months ago , but after discussion with Chair Weeks it was decided to discuss it at the next scheduled m ee ting . Th e report list s assets and activity that occurred in 2007 and 2008. The repo rt shows there is $32,786 in th e bank and assets of $476,000. 1 • • • Chair Weeks asked if there are any projected changes for 2009. Director White said none except the cost of the annual audit. The EURA does not incur any expenses on an annual basis other th an the audit. Chair Weeks asked what will happen when the EURA cannot afford the audit. Director White said Staff will go to City Council and ask for funds. Mayor Woodward noted that is what has happened in the past. Hopefully, the economy will improve and the Acoma property will once again become of interest to developers. Director White said the General Iron Works site is in an urban renewal area and if anything happens there a tax increment would be collected. At this time though, there is no interest in the property. Proposed plans were discussed for the expansion of the RTD maintenance facility. The Authority felt $7,000 was a lot of money for just a few pages in the audit report. They wou ld like to know how that figure was arrived at. The Mayor suggested Director White ask for a separate bid from the current company. The assessed value of the Acoma property was discussed. Director White said about a year ago Staff came to the EURA and asked for several pieces of property in the right-of-way and drainage way be given to the City. That has not been finalized yet as Public Works is writing lega l descriptions for all the parcels. It will need to go to Council for formal action. Director White will follow-up and report back at the November meeting. Ms. Rogers sa id for $7,000 the audit report should at least itemize the various properties. Ms. Jiron felt it should accurately reflect the va lu e of the property that's owned as we ll . Director White said Staff had no input into the report. It was comp leted and delivered to the Community Development Department. V. DIRECTOR'S CHOICE Intern ationa l Council of Shopping Centers Convention -Acoma Property [llJ Director White noted the Acoma property is list ed on the City's real estate website, Englewoodsites.com. He said the International Council of Shopping Centers (ICSC) holds an annua l convention in May of each year in Las Vegas. It is a convention of retailers, developers and cities. Approximately 30,000 people attended this year. The Englewood Mclellan Reservoir Foundation rented booth space this year. Staff also promoted available properties in the City, includin g the Acoma property. Inform ation was lo aded onto thumb drives to be given out at the convention. Chair Weeks asked if the Authority members could have a thumb dr ive to view. Director White stated he would provide one for each member at the close of tonight's meeting . 2 • • • Director White said Staff spent some money putting the promotional material together, but it is an investment and one-time expense. The material can be used for several years before it will require updating. Mayor Woodward stated the PBS channel had contacted City Staff to let them know they planned to do a special on the City's Transit Oriented Development to air in spring 2010. PBS will let the Mayor know the date and time it will air and he will pass the information along. The Urban Land Institute (ULI) place-making tour was discussed. Ms . Jiron asked if the Authority could view the Urban Land Institute video. Director White said it will be added to the November agenda. He noted Staff plans to hire a consultant to help explore and institute some of the recommendations made by the ULI panel. Discussion ensued regarding the Englewood Parkway area . VI. COMMISSIONER'S CHOICE l?ll Chair Weeks said at the November meeting he would like to discuss a project he is doing in Laramie, Wyoming. It is a prime example of what happens when you don 't have an Urban Renewal Authority . He said he was sorry to see Mr. Gallardo and Mr. Bertoluzzi leave the Authority and welcomed Ms. Jiron as a voting member. Mayor Woodward discussed pending legislation regarding eminent domain. There was no further business to come before the Authority; the meeting was declared adjourned at 8:00 p.m . 3
