CALL TO ORDER The regu lar meeting of the Englewood Urban Renewal A u thority was ca lled to order at 6:32 p.m. in the Commun ity Development Conferenc e Room of the Englewood Civic Center, Cha ir Bertoluzzi presiding. PUBLIC FORUM There was no one p resent to address the Authority . Ill. APPROVAL OF MINUTES • November 14, 2007 Chair Bertoluzz i stated that the Minutes of November 14, 2007 were to be considered for approva l. Chair Bertoluzzi noted a cmrection on page 2, Section IV. In the m iddle of the par agra ph the word City needs to be changed to Eng l ewood Urban Re newal Authority . Chair Bertoluzz i asked Mr. Gr·a ham if Mr. Benedetti has b ee n contacted to answer the questions posed at the November meet i ng . Mr. Graham stated he had not. V. 2008 BUDGET APPROVAL The Authority d iscussed several line items of the proposed budget. Roth moved: Weeks seconded: T O APPROVE THE BUDGET FOR THE YEAR ENDED DECEMBER 31 , 2008 AYES: NAYS: ABSTAIN: ABSENT: Bertoluzzi, Roth, Weeks, Gallardo, Roger·s one None Burns, Weddle The motion carr i ed. VI. DIRECTOR'S CHOICE Mr. White referenced a memo from Frank Gryglewicz, Director of Finance and Adm ini strative Services, regarding the EURA Tax Increment debt that Mr. Graham had distributed to the Authority members. The memo provided background in formation on the Englewood Urban Renewal Authority issuance of bonds back in the early l 980 's. The Tax In crement Fin a n cing fo r the urb an r enewal area has expired and the bonds have been pa id off at a much reduced rate. The EURA is not col lecting the property and sales tax increment in the urban renewal area any more. Mr. Graham stated everything in the downtown development area has expired. There is a tax in crement arra n gement set u p at Genera l Iron Works alth ough ther·e has never been an in cre m ent. Th e C o unty Assessor rev iews it each year, but there has been no increase in val u e of the properties due to development not occurring. Th ere has been no indebtedness that the in crement was pledged to so it's a wash. Mayor Woodward said in regards to the General Iron site, right now Robinson Brick appears to be storing bricks o n the property. He said he assumes Barton Brothers have been collecting rent and once you have vacant land and then turn in into something that i s 2 • • • generating revenue, doesn 't that typically w i th the County increase the tax . Mr. Graham said that is a possib ility in theory, but probably not in fact. It takes a valuation of the property th at is the base year plus the increments th at the County automat ica ll y adds to it each year. The chance of the valuation going up enough to be above the increment that the County adds is fairly slight. It takes development to get to th at po int. Mayor Woodward asked if the Sports Author ity area was part of the debt that expired in August. Mr. Graham said that was correct. Chair Ber·to/uzzi asked for an explanation of Tax Increment Fin ancing. The Tax payers do not pay any more taxes , but taxes above the base and annua l adjustment are allocated to service debt. Th e City Council has to approve it by statute. Mr. Graham provided a br ief review of the process. VII. COMMISSIONER'S CHOICE Mr. Roth stated there are a few ne w businesses show in g up on th e north end of Broadway. Smart Car wi ll be opening soon . Mayor Woodward sa id they w ill also be providing service for the cars and marketing merchandise associated with the company. At this past Monday n ight Study Session Mayor Woodward sa id the Council held the first of two Goal Setting sessions. The session was not to d iscuss C ity goals, but more on the level of short term and immed i ate needs and issues. He sa id it was a very good discussion and a li st w ill be developed hopefully by April 1st . Mr. Weeks congratulated Mayor Woodwar·d on his appo intm ent. He also said the art icle in the Englewood H era ld regarding the proposed cu lt ura l ar·ts center was ver·y good . Chair Bertoluzzi congratulated Mr. Weeks on his e lection to the Ch air and Ms. Rogers to her election to V i ce Chair. H e said he has enjoyed ha v ing the responsibi lity of the Chair position and feels it has been a great honor and learning experience for him. He said he has appreciated all of the intelligence and effort t hat has gone i nto every issue that has been brought to the Board. The members th anked Chair Bertoluzzi for hi s service. There was no further business to come before the Authority; t he meeting was declared adjo u rned at 7:05 p.m . 3
