Mr. Dean Vogelaar; Vice-President, Boe.rd of Education, School District Noo 6, and
Mro Morris T. Irvin, Assistant to the Superintendent of Schools, School District Noo 6,
Littleton, Colorado, appeai-ed to discuss the possibility of acquiring sewage disposal
service from the City of' Engle ood through the Valley Sanitation District trunk line for
the proposed new Centennial Elementary School to be located on West Berry Street near
South Irvingo

Oentlenen:
This will acknowledge 1eceipt of yaur lettel" of October 22,
1957, concerning the possible connection · of the Centennial Elementary
School to the Valley-Sanitation Districtt> and we give you this letter of
intent so that negotiations ·may be started with the proper authorities
to obtain such a connectiono
The Board of Dir3ctors of' the Valley Sanitation District is
willing to negotiate a contract with the School District Noo Six for the
connection of the Ce!ltennial Elementary School to the Valley Sanitation
District line provided pr·oper authority can be obtai..tled .from the City of
Englewood for such connection and subject to any charges that may be
made by the City of Englewood for sach tap charge and connection fee,
and subject to s~tisfactory arrangements being made with the City of
Englewood regard:tng the water for said fJchool, which water we under....
stand has been arranged for with the City of Littletono
It will be necessary for the School District to enter into
a conti~ct with the Valley Sanitation District and pay such tap t'ees
as are mu'blally agreed upon by the School District and the Valley Sani.-
ta.tion Di.Strict, which amount can be negotiated and arranged satis-
factorily~
The School Districrl; will have to pay such sewage treatment
charges as are charged by the City of Englewood in addition to the tap
fees and connection and inspection fees chargedo

In addition to discussion of the point;s in the above letter, Mro Vogelaar stated that the
Board of Fiducation realized that it would be necessary far them to install a lift station
and construct their :cnm private line to the Valley Sanitation District trunk linao
The matter or the Gity tap .fee. was next discussed ·and reference was rrade to a formula
used by engineers wherin it is considered that each twelve occupants of a school constitutes
the equivalent of one sawer tap. It. was pointed out· by l1r11 Vogelaar that this school is
actually in session ~d being used only 180 days of the year or one half yearo On the.
basis of SOO occupants Of the school, which lfro Vogelaar stated woulr.i be the original '~· .
number, and assumilig the charge per tap to be $.50.00, ·and ·allowing for one half )"eat' use ll

It was explained, by Mr. Shivers, that it would not· be necessary for the school property to
be included in the lfilley Sanitation District since school propercy-is not taxable. The.

Regarding sewage disposal charges» Mro Vogelaar was advised that City Ordinance Nop .3,
Series of 1954,: provides a rate for sChools based on 7(J/, of water consumption during the
months that school is. nol"l!Blly in session with additional 20% added to the rate becauife

Mro Lou Carey of Glencoe Builders, appeared ard expreseed a desire to discuss further
tm $100000 tap. fee for each of 165 sewer taps in Sheridan Hills Sub di vision which amount

was recommended to City Council on J~ 24, 1957 and subsequently approved as the amount
to be charg&do
Mro Carey indicated t.hat he felt that the fee of $100000 par tap was excessive ani not
consistent with tap fees set for other out-lying districtso
Ur. Carey was referred to Water Advisory Board meeting minutes of March 27th, J~ 19th am Jul.y 24th, 1957 which show that in order to allQV the Sheridan Hills area to conmct
to the system, the City had assuz:ed a certain anticipated responsibilitor in the possible
necessity or relocating a portion of the existing trunk lim from its present location
on Robinson Brick arxi Tile Com:pa.ey lands to another right-of-way to the West, which
project would be quite expensiveo
Further, Mro Carey was advised that the matter was now beyom the Water Advisory Board
since City Council has approved the fee and that if he felt further discussion was
necessary, it ahruld be taken up with City Counoilo

Mr. Shivers, Spacial Counsel, :reported that a Corm.actor's Agreement between the City
af Englewood am the Sout.h Ara.pa.hoe Sanitation District has been drawn in accord.a.nee
with the terms desired by the Water Advisacy Board but same cannot be executed until
a satisfactory agreeuent:. has been made between the South Arapahoe Sanitation District
aIXi the South Englewood sanitation District relative to temporary use of existing
South ~glewood Sanitation District trunk lines by South Arapahoe Sanitation Distr.:i.cto
Mr. Shivers stated that he had net with representatives of both Districts and that the
South Englewood Sanitat.ion District Board felt that the Cit-.r should be made a parcy-to
tba agreement relative to the use of their lineso
Mr. Shivers racommanded that if the Citq becomes a party. to such an agreement that the
City be assured, in the agreement, that certain area limitatia.as be made for future

South Englewood Sanitation District, their proposal for a right-of-way easement across
City property along Dry Creek for contemplated South EneJ..ewood Sanitation District 12"

Dale Rea, Consulting Engineer, .for the proposed booster pumping station to be located
near East Belleview Avenue and South Logan Streeto Mro Babcock pointed out that the
report provided for alterra te plans depending on whether er not Brookridge Heights
was to become annexed to the City o NOR 1 inasm1.1ch as the annexation of Brookridge
heights does not appear imminent, the City should proceed with the construction of
the booster pumping station based on a plan for serving only the residents of South-
east Englewoodo
