Mr0 Richard Graham, Co-oi-dinator, appeared to discuss with the Board the present status and
problems of the proposed annexation program of an area Northwest of the Citor o The area, as
proposed9 is bounded by West Hampden Avenue, the East boundary of the Town of Sheridan, the
North boumary of the Town of Sheridan, South Zuni Street, West Evans Avenue, South Raritan
Street, West Warren Avenue, South Pecos Street, the East Right-of<1ay line of the C & S
Ro Ro Company, West .Dartmouth Avenue, the West line of the Channel of The South Platte River,
a line diagonally from South to North across The South Platte River, the .East line of the
Channel of The South Platte River, West Yale Avenue extended azxi the West boundary line of
The City of Englewoodo
Also in attendance was Mro Le Eo Clarida, representative of the Valley Sanitation District:i

The sewer trunk line of The Valley Sanitation District, near it•s North extremit.Y, intersects
diagonally The Robinson Brick and Tile Company lands near the Pl.a tte River crossing, which
lands are not included in the annexation proposalo In order to serve the proposed area to be
annexed, a different ridit-of-way through the Robinson Brick and Tile Company lands would
become necessary for both water and sewer lines o The Valley Sanitation District line, which
presently intersects The Robinson lands could be relocated West of the Robinson lands, in
Public Service Company right-of-way, and join the proposed new sewer trunk line thus elimin-
ating the diagonal right-of~way now in existence on The Robinson Brick and Tile land.so
Mro Clarida, who has previously petitioned the Board for inclusion of an area within Sheridan
Hills 1 which is a part of the Town of Sh:lridan, (See minutes of January 24th am February 27th,
1957) into The Valley Sanitation District, proposed that» if 165 sewer taps would be allowed
for the Sherid.an tract, The Valley Sanitation District vould assune the coat of relocating
the portion of their sewer trunk line as above described.ii permit Englewood to use the Valley
Sanitation District right-of-way on each side of am across the South Platte River and to
pennit a connection of proposed sewer in the anmxation area to their line o The City of
Englewood, at it's expense would build the sewer line across the proposed new right-of-way
through Robinson Brick azxi Tile Company lards o Th:I 165 taps would be in addi ti.on to the
21 800 taps n<M authorized for The Valley Sanitation Districto
It was brought out, at this tima 1 that it would be impossible to include the Sheridan Tract
in the existing Valley Sanitation District contract since the policy has now been formulated
to require all future City sewer users outside the City limits to pay a head tap fee for use
in disposal p.lant expansiono
Mr. Clarida stated that The Valley Sanitation District already has a contract with the devel-
oper of the Sheridan Tract, }fro Lou Carey, and that if a head tap fee were assessed, his
District would be obligated to reimhl.rse the like amount to l~o Carey arrl. the cost of this and
the relocation of the trunk line would be prohibitiveo
After much discussion, the Board seemed to feel that if the proposed annexation is successful,
the relocation of the sewer trunk line might well become a City project and if the annexation
program is not successful, the relocation of the line would present a different problem which
cannot be solved at this timeo
Oliner moved,
Banta, seconded, That th:I Water Advisory Board recommend to Council that sewer service
be allowed for the following described area under the following
conditions:

All of Block 7, Lots l through 22 , Block 8, Lots 7 through 22, Block 9 ,
Lots 7 through 22:i Block 10, and Lots 8 through 25, Block ll; also,
Lots l through 33, Secorrl Resubdivision of Blocks 12, 13 1 14 and 15 ,
All in Sheridan Hills, 2nd Add i t i on.I> Town of Sheridan,, Arapahoe County;
That a Sanitation District be forasd within a reasonable time to be
fixed by Contract and provided suitable contracts can be arranged
to clear the Town of Sheridan Ordinances and other problems o That
165 sewer taps be made available to the new district umer a contract
limiting the area of the district, providing for paymant of outside
City treatirent rates and a head tap fee, the amount of which is to
be determined within the mxt 30 days, the remainder of the contract
to have terms similar to tm terms of the contract with The Valley
Sanitation Districtn

Mro Graham, again taking the noor, pointed· out that expedience of action in extending the
water line into the area proposed for annexation is necessary because of the need for water
in ninety days by one of the large property owners , The Durox Corporationo He stated that
he was sure that if this assurance cannot be given .. this Corporation, along with several
other large property owners in the area would, of necessity, petition for annexation to
another municipalityo Mro Graham stated further that the success of . the anmxation program
is very favorable provided water and sawer service can be guaranteed and if this assurance
is given, and for any reason the annexation program is not successful, the property owners
of the area would be bound, by contract, to form a district and take aver responsibility
of the lines o
After discussion of many other details,
Purcell moved.,
McCabe seconded, That The Water Advisory Board recomimnd to Council that the only
feasible method of installing the water ljne West on West Bates Avenue
extended to South Tejon Street extended and North on South Tejon St reet
extended to the Durox Corporation site would be for Council to depart
from the existing policy which is adverse to the City laying service
mains outside it's limits at City expenseo If the Council should
determine to so depart from this policy» it is strongly recommended
that it be under an individual service contract with The Durox
Corporation to assure that tl'e line is not affected with a public
purpose and that the City is not offering water service to an outside
area as a public utilityo

Mr. Rudd, City Manager, reported on the status of the Nevada Ditch shares purchased from the
Valley ~velopnent Company o To da te the re has been 1.5! shares purchased leaving 2~ shares
yet to be purchased at tm contract price of $2 1 000 per share as agreedo There will be 5
more shares available for purchase at an agreed price of $4,500 per shareo
Mro Rudd also reported that there is presently no basis for the charge for water and sewer
taps for areas comprising large acreageso The particular area at the moment was the area
North of West Oxford and just East of the railroad tracks for which the Seal-Test Company
is dealjng for a location of a planto
The Board was more or less of the opinion that such charges could be worked out
administratively until a more definite policy is adoptedo

Mro Babcock, Water and Sewer Commissioner,, discussed br iefly the status of the plans for
the proposed booster pumping station to increase the pressure in the Southeast corner of
the Cityo Alternate methods are possible which would either include only an area within
the City or include areas both in the City and in the Brookridge Heights area, if and
when Brookridge Heights might annex to the Cityo In a ny event, with the location or the
new 24" transmission line proposed to be on Bellebiew Avenue,, any take off for boosting
should be off of that lineo

Subject: Formation of a Sanitation District within S~ridan Hills, a part of
The Town of Sheridan
Recommendation: That sewer service be allowed for the foll~wing described area under
the following conditions:
AlJ. of Block 7, Lots l through 22 1 Block B, Lots 7 through 22 1 Block 91
Lots 7 through 22, Block 109 an::l Lots 8 through 25, Block 11; alsoJ>
Lots l through 33 1 Second nesubdivision of Blocks 12 1 13 1 14 and 15.9
All in Sheridan Hilles 2nd Addition» Town of Sheridan, Arapahoe County;
