An informal negotiati~ commttee, headed by M'ro Scott, had reported that certain lands
immediately adjacent to arxi north of the present sewage disposal plant can be procured as
f ollowss
lo From Frank Clapp, 4o82 acres including two dwelling structures for a total ar e29,$oo_.oo
2o From Gerald Clapp, 2o33 acres with one dwelling structure for $14 1 000000
Both o! tha above would be upon the conditions that the present; crops may be l'arvested from
said lands ard that the dwelling sites may be occupied ta: one year after date of purchase,
aid for which privelege the owners will pay tht 1957 am 19~ taxes (due in January, 1959)
in 1'>.llJ a.m. upon a further condition that the present C11mrs be given first opportunity
to bid when the dwel.11ng structures am accesscries are offered for sale and removal"
Uro Gerald Clapp requested that there be a permit t.o treat floor shings from the Clapp
Terrazzo Plant into the present sewer outfall to the Platte Rivero Such permit could be
granted only upon a proper clearance from the State Health Depa.rtrmnt ard upon t.ha cordition
that such affluent would not adverse'.cy' affect the City's rights of affluent into said river
ard that service l1m serving sajd plant be not larger than 4 inches in cliametero Since
there is a possible and probable need for additional outfall pipe«>U.m capacity it should
be a part ot tbs sale contract in this matter that an additional 20 foot easement strip
be granted to the City along the western edge or the Clapp lands or paralleling the present
outfall line l!O that an additional outfall line may be installed when neededo
After rather lenghty discussion of all phases or need for this laai and eaae!l8nt,

CITY OF SHERIDAM
Office of Tte Clerk

ENGIEWOCD, COLCRADO
Jum 31 1958
Tm Englewood Water & Sewer Beard
Eliglewood, Colorado
Dear Sirs:
The City of Sheridan desires to lave the Ci'GY' of Englewocxl treat
it's sewage in their sewage planto This would eliminate tm necessity
of Sheridan constructing it's own sewage treatment plant at a close
proximity to the Englewood planto
We have submitted our p:roposed plan of llJ(J'}Jage collection arrl conveyance
to the Englewood plant to you in a report prepared by our Consulting Engineer,
Dale Ho Reao Thia report was prepared in August, 1957 an:i is expected to
be the general plan used except for possible rerouting o.f' the trunk line
se,,er between Sheridan am your sewage treatment planto
The purpose of this letter is to obtain from you the cost of raving
the City of ql.ewood treat our sewageo We would like to lave this cost on
two baseso One., the cost of treating sewage per 1000 gallons as measured
in a master oeter at the Englewocxl plant and billed directly to the Citq
of Sheridan, ard secom, paynent or a monthly treatment charge as billed
by the City of Englewood to the individual users in SheridanJJ plus the cost
of a tap to each individual on the lire o
It is our intention to encourage the use of this sewage disposal and
penalize, by increased tap charges to those who do not come onto the system
within a reasonable ti:r.Y3.... It is estimated th'l t in excess of 500 taps would
be served by tha proposed collsction system within om years in the future
1 1 2000 Petitions are nOR being drawn for cir cu.la tion f<1!' the forna ti on of
the City of Sheridan sanitation Districto The district is expected to be·
voted on around too first week of August, 19580
We viill appreciate an early :"eply to this letter as we have a number of
problems to work out that are interela ted with the cost figures and which
we m~t suhnit to the people vtell before election dateo
YOln-s very truly,
/s/ Carroll co Kl.kins , Mayor

The matter of sewage disposal service to tm City or Sheridan was mxt discussed am it
was brought out by figures am estinates of present plant operations that it would be more
feasible, equitable and convenient to all ooncerned to make charge far sewage disposal
service within an incorporated area, outside the City or E~lewood, upon a gallonace basiso
Fran th9 figures presented it was dar.a.rmined that a charge or $1$0000 per million gallons
of sewage treated at tho ?JlcJ..awocxl pl.ant site would be ta:ir and equitable; am, that such
charge would adequately cover th3 costs of operation ard trea~nt and provide an amortization ar the cost at plant facilities necessary ifithin a reasonable period.o
