This letter together with the accompanying dra:wings i;1ill
explain our proposed operation with reference to the use of the out-
fall line of the Englewood sewage disposal plant disposal of certain
materials into the South Platte River.,
As the drawings show, we have provided an asphalt lined reservoir
for receiving spent solutions from various chemical cleaning operations
which we conducto The cleani.-rig solutions will vary in composition but
they are various acid and caustic solut:tons containing wetting agents and
inhibi·tors., The asphalt lining has been approved by the State Health
Department as being able to prevent these things from entering the ground
watero We intend to hold these materials in t.his pond fo-~ neutralization,
dilution with water, or otherwise making them comply with State and Federal
standards applicable for wests disposal into surface water baf ore dis-
charge into your lineo
This reservoir is designed fa about 30 1 000 gallon capacity and
will not be drained more than two Cit" three times per week maximum., Ini-
tially the use should be very much less than this amount o
We propose to tie our drain line into the top of the outfall line at
a point between manholes 2 and 3 as sh011n on the drawingo The now from
our reservoir will be controlled by raising and lowering the end of the
outlet pipeo
If you can approve of the proposal set forth herein please so
indicate by letter or by returning a signed copy of this lettero We are
quite ansious to make the proposed tie in as soon as possible o Therefore,
we would like to have arry necessary arrangements made as soon as possible
and to receive any instructions that you would like to have us carry out
in actual accomplishnent of thu work involvedo

proposed 4 ... inch tile drain line to the City 's out.fall line as
shc71m on the drawing, provided~ the waste so introduced into
the outfall line does not in any r.ay affect the effluent from
the sewage plant ·t;o the extent that the con-tent of the effluent
uould not pass the requirenents of the State Board of Healtho
Should it be determined at any time that your waste creates
a problem between the City and the State Board of Health, it shall
be e~cted that you make provisions to satisfactorily fU.rther

It was brought out in the discussion following that the actual tap was made and inspected
on September 16, 1960, with the permit for same havin g be en issued under the following
conditions:
"This permit issued contingent upon mutually agreed tap fee and agreement
to be negotiated at a later date in accordance with letter from Mro Babcock,
Utilities Director, under date of August 181 19600"
Reference wae made to the City of Englewood Schedule for B'.lse Sewer Tap Assessmen-lis far
industrially zoned lands within the City which sets up a charge of ~300000 for one acre
of land for a 6 inch connection, the fee being subject to negotiation and revision for
unusual cases, with a minimum charge of ~~200000 in any case .~
?Aro Kilpatrick stated that his ownership represented approximately one acre of land.a
It was brought out further that the base sewer ta.p assessments ware aesigned to provide for
partial recovery of sawer main costs as well as contribution to treatnent plant expansiono
Therefore, since the treatnent plant would not be involved, the question of the proper amount
for sewer tap assessioont still remained°'
Mro Babcock was asked by the Board to further study the situation and prepare a reconmendation
far the Board to consider at the mxt meetingo
It was suggested to Mr. Babcock that consideration be given to a possible reduction in the
minimum fee as set up, with an annual "carrying charge" for use of the City line being
instituted in lieu of the normal treatment. chargeo
It was the consensus of the Board that an agreement should also be drawn and executed to
to cover the neeessai7 requirements for this ru:<rangement.1 mutually acceptable by both
the Larsen Kilpatrick Company and ·t.ho City of Englewoodo
Mro Babcock brought up,, for discussion, a sit.uation which exists in a portion of the
Scenic View Area which is still in the Scenic View Water and Sanit,a:Gion Distric"to He
stated that there have been some recent requests to the City for water service wit,hin this
dis ·t.rict where no water mains have been inst.alledo The existing con-i;ract be·!;.;een the
District and the City of Englewood holds the m.st,rict responsible for maintenance and
operation of water-:mait1s in the district but does not cover responsibility far additional
mains to the system within the district.,
Mro Babcock was advised by the legal consultant that any propel"'ty-requiring water service
in this district must be served through water mains provided by the d:"1.strict or be with""
drawn from the district so that the City can provide water mains for such service.,
The following letters 1 along with drawings of two types of bridges and a drawing sh owing
the preliminary road layout connecting the proposed bridge with the county line road,
all concerned with access road and bridge to provide a crossing of the Highline Ca~.al
in the vicinity of the proposed raw water storag3 reservoir, were presented for considera-

In accordance with instructions from you and Mr o Babcock of the
City of Englewood, we have made preliminary engineering studies on an
access road and bridge to provide a crossing of the Highline Canal in the
vicinity of Dad Clark Gulch Damsiteo ·
Enclosed are drawings of two types of bridges, either of which can
be utilized, and a drawing showing the preliminary road layout connecting
the bridge m th the County Line Roa.do
Five diff ei"ent types of bridges were irornstigated and c.\?st estimates
madeo Each tJPS of bridge was investigated for both 3 spans and a single
span with abuttments along the high water line of the canal, as shown
on the attached drawingo An H-10 loading was used for design purposes
in all caseso
The two most satisfactory types of bridges ware chosen and are sha.1n
on the attachmento It was also determined that -~he three span bridge
would be most staisfaetory in order to eliminate abuttment scour problems.,
The cost of a 15 foot wide, precast=reinforced concrete bridge is
estimated to be approximately $42000 A 14 foot wide concrete and steel
composite bridge would also cost about $42000
Based on the investigation, it is recommended that a 15 foot wide
precast=reinforced concrete bridge with three spans be constructed for
this projecto This type of r!"idge will permit widening in the future,
at the smallest expense, to take care of any increased trafffu o
The proposed access road as shown has a width of 24 feet from shoulder
to shouldero The preliminary design 'l!las performed using a -2;1 sidoslope on
both cut and fill which will be stable and limit errosion problems i.71 the
futureo The road has a 4 percent grade throughout 1hich il3 also continued
across tha bridge to the westerly feDCe of the canal RON o The mi'lllrru.m
radius of cUl-vature on the road is 100 feet which will permit a safe
auto speed of about 15 miles per hou.ra The proposed road will have a
gravel surface of twenty feet width which will safely permit t10 vehicles
to pass each other in opposite di.rectionso The estimated cost of the
road as shown is ~~5750o

concerning this preliminary design worko As soon as you decide to
proceed into final design and construction, ~e are in a position to
begin on final design, contract specifications, and advertising for
bids for the project. We would ~lso be happy to discuss Tiith you the

This letter is a supplement to our report ta you dated September 13 1 19609
regarding the preliminary engineering investigations on the access road and
bridge across the Highline Canal to the Kamphausen tract in the vicinity of the
Dad CJa rk Gulch Damsi te.
As previously stated_, the cost of $5750 is for a completed road ready
for traffic with a Colorado State Highway Department, Grade ncn type gravel
surface o This cost also includes guard rails and a Colorado State High-nay
Depr;::r&ment Class 3 type sub=ba.seo
If 1 however, it is wished by the City to reduce the initial expenditure
at this time, it would be possible to construct the road only up to the
bottom of the sub-base, completing the road at a later dateo This would
permit the Kampha.usens to drive to their property, but it would by no means
be adequate for any large amount of traffico It would also be necessary to
fence off the road at the County line Road so as not to create a possible
hazard to the geooral publico
The cost estimates of the various increments which could be eliminated
are as follows:

Thus, it is seen t.hat the cos·i; of the access road c:m be reduced by
about $2 880 f-rom the estimated $5750.. 'fhis would t.'1sn c.ean a present cost
o! abaut $2900 for the roadway up to tha bottom of the sub-base.
At a future time the road can be completed by re· ... finishing tJ1e surface
of the roadway with a grader and placing the sub-base and gravel sm:fe>cing
together with the guard posts and cablec

will be located~ (Also see mirmtes of September 12, 1960.)
Mr,, Shivers stated that· in negotiations since September 12, 19601 three additional conditions
have been required by the owners as follows i
lo That an additional 6.25 acres af land, at the west end of the negotiated tract and
determined by the owners to be of no further value to them, be included in tho
land purchased, making a total of l30o0 acres to be purchased instead of 1230 75
acres previously' authorized,, at fi2,000 per acre plus ~19 1 000 damages to land within
the ownership not being takeno
2o That a utility easenent up to but not exceeding J.6 feet in width be provided to
Max Moore and Associated across the e:xtrane wast side of the land to be purchased

3o That the City of Englewood agree that, in the event that Douglas and Arapahoe
Counties ever vacate County Lim Road, the City of Englewood will provide access

A short discussion was held relative to a possible proposed schedule far engineering and
construction of the proposed raw water storage reservoir and dam.o
It was the general feeling of the Board that some· preliminary work on the project should
be accanplished as aoon as possible so that the City will be in better position to proceed
when an actual schedule can be plannedo ·

Mro Robohm,, at this tim.e1 advised the Board that he had found it almost impossible to
attend Water and Sevier Board meetings on Monday nights since the activities of his business
normally prohibit his ·attendance. He stated that, though he appreciated being a member of
the Board and desired to be of all possible assistance to the City1 he did not feel that
he was doing justice to the posit.ion unier the circumstanceso
A discussj.on followed in which all ~mbers of the Board mdicated their desire far Mr o Robohm
to remain on the Board due to his knowle dge of the operation and past experience, and it was
determined that every effort, wau.l.d be made t.o choose a different date upon which all members
can conveniently be in attendance o
