Due to the resignation of Mro Edward So Scott as Mayor and Councilman an December. 5, 1960,,
Mr. Johm Co Krailing, ·mw~ appointed Mayor, automatically becane a member of the Bnglewood
Water and Sewer Board, in Mro Scott's place, as provided by the Englewood City Chartero

A discussion wa" held on the progress, to date, in the study' of a proposal for engineering
services regarding the preparation <>£ plans and specifications for the proposed raw water
storage reservoir and dam, as presented by Wheeler am Wright, Consulting Engineerso The
original proposal was presented to the Board by Mro Wheeler at the Water and Sewer Bo--rd
meeting of ();:tober .31, 19600 Mro Babcock and Mro Shivers were delegated at that tim.:t to
study t.he proposal and report to the Boardo -
Mro Babcock stated that additional information had been requested of Wheeler and Wright
conceming the proposal and that, though sane further information had bean submitted, the
proposal was not yet complete~ satisfactory and that more time was needed to contaci# the
engine1etring firm relative to f'inal detailso

Braun, seconded, That the matter of the proposal, by Wheeler and Wright, Consulting
Engineers, concerning the preparation of plans and specifications
for the proposed raw water storage reservoir and dam, be tabled
until the next regular seseian of the Water and Sewer Board, and
that Mro Babcock and Mr., Shivers be asked to endeavor to secure,
the necessary detail:s to complete th.e proposal, for possible
recommending action at that timeo

Mro Shivers reported that he had recently received a letter from the Management of the
Hercules Powder Canpany1 fran wham the City of Englewood purchased approximate~ 76 acres
or land for raw water storage reservoir purposes in July, 19600 Tha letter indicated that
considerable difficulty had been encountered by the Canpany in locating and purchasing
replacement land for their operations and that, while such land has nOlf been secured, it
would be impossible to remove their possessions before January 1, 1961, as was previo)lSly
agreedo The letter further expressed a desire that the City allow them to continue their
occupanc7 ot the land, rent free 1 until not la tar than July 11 19610
After short. discussion, in "hich it was brought out that no other use could be put to the
land prior to July 1, 1961, and that ths Hercules PORder Company had been most cooperative
in all negotiations relative to the land,,

-Brownewell, seconded, That Mro Shivers, Consultant, be authorized to reply to the
Hercules Powder Company 1 extending their time of occupancy,
of the 76 acres recently purchased frcm them, rent free, to

Mro Shivers posed a problem that has materialized in regard to the purchase of a 30 foot
strip on the west side of property owned by Mro Fred Soper which is needed for egress and
ingress to the new Bear Creek Filter Plant described as follows:
A tract of land in the Northeast 1/4 of SaEo 1/4 of SectiOil 51 Township 5 South,
range 68 west at the 6 PoMo, Arapahoe County, Colorado, more definitely described
as follows:
Beginning .$0 1 north and 2401 west of the SoEo Comer of t.1'Je NE 1/4 0£ SE 1/4
Section S 1 T5S, R68W J thence north 610' parallel to the eas·i. line of the NE 1/4
ot the SE 1/4 of said section SJ thence east .30' parallel to the south line of
NE l/4 of the SE l./4 of said section 5; thence south 610 • parallel to the east
line of the NR 1/4 of the SE 1/4 of said section S; thence west 30' parallel to
the south line or the NE 1/4 of the SE 1/4 of section S, T$S, R68W, to the true
point or beginningo
It was brou.e)lt out that the City al.rea~ has a 10 foot utility easement on this strip
of land tor a 16 inch water line for which the City pa.id $450000 and the Valley Sanita-
tion District has an additional easement alongside the City easement for t.h.ei't' trunk
sawer and for which they pa.id $1,S'OOo The City also plane to include another 14 inch
water line in this subject 30 feet and the Colorado Central Power Company will need
an easement in the same 30 .feet for their power line to serve the new filter planto
Mr o Soper, through his attorney, Mr o Buechler, offered to sell said 30 feet for
$1,600000 in addition to that which he has already 1'$Ceived for easements within the
same stripo Ura Shivers indicated that he considered this price too high and recClll=
mended that, unless further negotiations can result in a lower price, condemnation .

Mro Shivers, Camsultant, outlined a proposal tor possibl.7 obtaining trans-mountain water
for Englewood through the assistance of the United States Bureau of Reclanationo
Mro Shivers stated that a meeting, planned far the near future, of officials concerned,
could bring ab~t the necessity or his going to Washington Do Co to pursue the possibility8
on very short not.ice o

make a trip to Washington Do Co 1 at City expense, it deemed
necess&l'J', to discuss with interested departnsnts or the
Federal .Government, the possible use of Federal facilities

The matter of' request for connection of the
Cherey Hills Country Club to the Englewood sanitary sewer
system baa been rough checked with our engineerso
They find that the most feasible route would
be down Greenwood Gulch and Little Dry Creek Valley to a
point on our system near th.e intersection of East Jerrer=
scm Drive and East KeD.Yon Avenue for a distance of about 11 mileso The size of a proposed pipe as not determined,
although the 8" minimum would seem sufficient nowo H°"""'
ever, it has been our experience in the past that a sewer
line in place generates a desire to connect to same by
other property 01111ers along the lineo
The Englewood line at the possible point of
connection is an 8" pipe 1 which extends generally north=
ward and westwardo At certain junctions the lim picks
up branches, and the size is increased at intervals to
10"1 12" and 15" before it connects into the 16 11 trunk
line leading to our treatment plant~ All along this
route we are having more and more difficulty with over-
loading beyond normal. capacity, and the City is now faced
with the problem of some relief construction running into
a cost of $2001 0001 or more, and imsufticiant funds to
pa7 tor same"' The element or time is also working against
ua. Every new connection in the easterq and northeasterl;r
part of the City is making the situation more criticalo
The City Council has been fulq advised of the
situation and the engineers are making computaticms am
pl.ans far a relief project as tast as our present personnel
can deviseo
For a number of years it has been the policy in
Knglewood to permit no connections to our system frm out-
side of the City limits unless under a contract with a
du:Qr organized district, and then only with due regard to
size and capacity at the lines running to the treatment
plant.
All requests for connections, either sewer ar
water, trom outside of the City limits are referred to
our Water and Sewer Board, an advisory groupl' who make
recommendatims to th.e City Council fer any action deened
proper in each caseo
A copy or this letter is being transmitted to
the Water and Sewer Board for their consideration and
reconmendatimo Such Board will convene next on Monday

evening, December 12th, in ·the Council chambero This
Board is also aware of the rather emergent situation in
our sewer lines as nentioned above, and a determination
1n that matter should issue shortly from themo
I am not in position to advise you further at
the moment, and I can only suggest to the Water and Sewer
Board that the request f'rcm your Club be given the earlies·~
considerationo I will try to keep you advised of any

according to the normal terms and conditions of the City ot

charge of $.300.00 tor one acre or land ror a 6" connection, the tee being subject to
negotiations and revision tor unusual cases, with a minimum charge or $200000 in agr
caseo

all other users of the City of Englewood sanitaey-sewer system and treat.ment plant
who pay an annual tee for use at said plant, of which the outfall line is a part, an
annual tee or carrying charge should also be charged :in th:la oasao
