Mr o Lee stated that, since the · City has now made . arra.l'lgemen·ts £or the enlargement of
the sewage treatment plant, he wished to request that the Board nov<T give .further considera=
tion to the annexation of these areas to. the sanitation districto·

to the annexation to that· dis·erict of lands described in su})-.para,,..,

proposed annexations are willing to accept limited development
until stich time as the Englewood sewage treatment plant capacity
is actually increased; and, if· all engi.naering .factors can be
resolved to the satisfac·tion o f the City or l!;nglewood; and_, if
the source of water consumed in the homes to be served by Englewood
sa-wer facilities in these areas is from some municipal supply• the
Englewood Water and Sewer Board would look favorably upon the
annexation request with special provisions in any contract concern-
ing en.f orcement of coliection for delinquent sewage treatment

City of Englewood in it's agreement involving Englewood,
Littleton and Denver. known as the Tri=City Trusto

Browne u. seconded» That the South Arapahoe Sanitation District be informed, relative
to the annexation to that district, of tha area just west. of
Valley Highway ·and north alid south of the DouglaS=Arapahoe ·
County line, that i.t' the developer ia willing to accept limited
development until such time as the l!dlgl.ewood sewage treatment
plant capacity is actually increased.; and, if all engineering
factors can be resolved to the satisfaction of the City of
EnglawoodJ and, if the source of water consumed by the homes to
be served by Englewood se-wer .facilities in the area is from some

the broadening of the policy of the Denver Board of Water Commissioners as a result of the
recent relaxa1;ion of the Denver "l:>lue line 11 o (See copy of letters attached as a part of these
minuteso)
No particular discussion was held on the matter since it was .felt that members of the Board
were familiar with it through various newspaper articleso
Mro Babcock advised the Board that a letter had been received from the Colorado Water
Congress under date of December 29 1 1959 1 in which hope was expressed that the City of
Englewood would continue to support the or ,;anizaticno
In the discussion which .followed, it was determined that~ ainoe City Council, on September
15, 19588 had approved a sustaining annual membership in the Colorado Water Congress, there
would be no further action needed to enable the Utilities Director to make requisition for
payment of the amiual roombersbip fee of $250o00o
M.ro Shivers, Consultant, reported briefly on the status of activities relative to the
acquisition o.f' land !or the proposed raw water storage raservoire Appraisals now inaicate
that the gross cost of the land might exceed the amount originally di.scussedc. Mrc Shivers
stated further that due to the fact that certain property owners in the area have indicated
that unless the City 1nakes a definite statement immediately as to it 6s intentions for
acquisition, certain improvements on the land Will be made according to previous plans
which, of course,. would increase the value or the land whether acquired through direct
negotiations or condemnation proceedingso
A proposed resolution to authorize .the acquisition of necessary lands for the const.iuction
of a water works improvement and to construct s~ was presented for considerationo (See
copy of resolution attached as a part of these minuteso)
After much discussion,

the proposed resolution, just read, be adopted as presentedo

Mro Walter F c Imhof!, Assto Vicec-Presid.ent, Coughlin and Company, Investment. Bankers, was
present, in t.he capacity of financial consultant, to discuss the matter of issuance of
water bonds necessary for the financing of the acquisition of land !or and construction
of the proposed raw water storage reservoir and other waterworks improvement. So
Mro Imhoff stated that he Yd.shed, if possible, to determine when the City woulu need the
money for thu improve~nts and to recOiil!llend that tm borrls be sold as soon as possible
since it is predicted that interest rates will continue to increaseo
Much discusej.on ensue·d which brought out that the bond issue would oe necessaey 1 not only
to begin the purchase of land !or tba reservoirB but, also to finance other improvements
shown in the current budgeto .Mro Shivers, Legal Consultant. advised the Board that, at
the present time1 it would be impossible to even estimate -just when money would be needed to
begin actual purchase of land, with the possibility existing that some might be needed
al.most immed:l atelyo
The Board concurred in the feeling that the money should be made ·available, as soon as
possible, wit h the thought that the City could use any balance not needed currently to
reinvest for the purpose of helping to defray debt service cost8o

Mro Harcy Jones9 property owner, and .Mrp Harold Rust of the Colorado Central Power Company8
relative to sane arrangement whereby ti.fro Jones could obtain access to his land bordering
on the south side of the entrance road to the high level treated water reservoir at
approximately 5400 South Clarkson Streeto A booster pumping station, owned by tbe South=
East Englewood Water District, blocka a normal entrance on South Clarksono Alro Jones would
like to use part of the City right=0Z00way for an alternate entrance to said land in which
he plans to develop several building siteso

developments in his negotiations with the Denver Board. of Water Commissioners relative to
utilization of the City's tran&=mountain water, and to date, no answers have been received

M~or Scott led a brief discussion on the posaib),lity'.o.f securing a complete report on
tbs history o! development of the .Imgl~wood waterworks system from it 0 s inception to dateL
Mr~ ScOtt stated that this request had . been made by former Mayor Purcell and that the City
Counc'il was still. quite interested .in acquiring such a rep0rt.o
