Ro Ruda, City JlJ:anager, was received ana read: TO: Water and Sewer Board Mro Harold Ho Babcock DATE: March 9, 1960 lt'RO.M.: Mro Lo Ho Rudd SUBJECT: OST.R.OUSKY WAT.Lili JilGHTS OOT 01'' lli.;NV.b.R CITY DITCH Tha City is contsmplating some rather ex= tensive pavement reconstruction on East Floyd Avenue from Broadway eastward to South Logan Streato There is also some telephone company construction work going on in the 00 and 100 blocks on East. Floyd Avenue at the present time o Both of these matters have brought i"t to out attention that the pipeline hich conduc·t.s the Ostrousky water rights away from the Denver City Ditch is in a very bad state of repair and that it must be reu• placed.almost i~diately and eertainl.y before arry paving reconstruction is attemptedo . The attached plat shows .fairly accurately the routil'lg of the Ostrousky supply lateral across the City from the Denver City Ditch to the Ostrousky property near West Dartmouth Avenue and South Huron Street o Most of the lateral is in covered conduit and m:th only two short stretches of open ditch involvedo The City itself ia involved at every place where the lateral runa in~ along or across any streets and alleys, the balance of ·l;be location being upon privately owned propertieao It appears that the Ostrousky rights are tha only ones now being served by this lateral and that such rights consist of only t..°llree inches or 0078 CoF .. So The whole route of the lateral is causing more and more trouble and expense of maintenance to all concerned and now the City ia faced with a large expenditure to put the lateral in proper shape along ~aat Floyd Avenueo The estimates of coat for various types of installation are sho1'V!l upon the attached plato It appears more feasible and certainly · practical to attempt to buy up ·the cistrousky ·rights and to eliriiinat.e the ·1ong lateral im:ich now exis-..s with ·1ta attendant troubleso The City .would be .justified in · probahl.y ••sweetening" the amount to .·be paid to Ostrou.slcy' s ;: f ci ®al can be made. because the City could save an imminent ~3,000 expenditure and much more in · the futureo Many private ovmers would also be· benefit •. ted by elimination of the lateral. the same route, it Ylould be difficult to detennine the amount of sewage in the 18 inch line at Wast Mansfield and Santa r,e Drive that woulci be from the South Arapahoe Sanitation District and the amount that would be;) from the South ~nglewood Sanitation Districto Mro Babcock asked the Water and Sewer Bo..rd if this changed conditionp since the original. contract, would be sufficient cause to request a revision or ra""'llegotiation o! Consultant, reported to too Board that, in the process of negotiating for land purchase for the proposed raw water storage reservoir, it had become increasingly apparant that the known error in the elevations shown on the Uo S.
