Mr,, Leslie Rudd.!> City .Manager Daar Sir: The City of Littleton has~ for some time 8 planned on extending its water main on .llell~view Avenue,, West to Lo\lell and then South to Hazard Road, to sstablish a loop in this water systemo Our original plans cal.led for this improv~~eni to be made in l96lo =4= Mro Ao He Weiss, owuer of property in the triangle, bounded by South Linden Drive, South Lowell LJoulevard, and West Belleview Avenue, requestsd permission from the City to extend its water main North from Hazard Road; to service his property and advised the Gi ty that the City of Englewood had advised him that they were unable to se-vice himo · Since Mr. Weiss has agreed to bear the cost of this main extension, which is a portion o:f our proposed loop» the Littleton City Council committed the City to service this triangle with three (J) \'later taps and are proceed<4' ing to complete this water Main ~ension from West Belleview to Hazard Road in the immediate tutureo Sincerely, /S/ To Oo Moore, TOM:jk" Acting City Manager Mro Babcock, Utilities Director, pointed out on a map of the Valley Water District the exact location of the subject area which is bounded by South Lowell Boulevard, South Linden Drive and the Safeway Stores property which is located just south of West Belleview Avenue o (The Safeway Stores property is in the Valley Water and Valley Sanitation Districtso) Mro Babcock advised further that there are existing Valley Water District water mains located all along the easterly side of this property"' It was brought out in the following diecuasion that the City of ~lewood has not~ to date, ever been requested to serve this lando It is adjacent to» bllt not yet included in the Valley Water Districto It would need only to be inclqded in the Valley Water District to qualify far Englewood water service immediately, with very little 9 if W>¥ extensions of water mains being necessary o A~er some further discussion, in which the boundaries ot the service areas coD111itted under the Tri-city Trust we.re discussed, Brownewell moved, - Robohrn, seconded, That the Water and Sewer Board recommend to City Council that the City of Littleton be advised that the City of ~nglewood will not waive bona fide committments made in the Tri=City Trust Agreement to permit Littleton water service to the subject landJ and, that llilglewood is read¥ 1 willing and capable of serving said land which lies within the area com= mitted to tha City of tnglewood under the Tri=City Trust A.yes : N~s: Ab s ent: Agreemento _,/ Brownewell, Frant~, Robohm, Scott None Brauri, McCabe 1 Purcell Brownewell moved, Robo hm, seconded_, That the Water and Sewer Board recommend to City Cowicil that tha Valley Water District be advised that the subject land should be included in the water districtJ and,, in view of past cooperation, the City of hnglewood requests this inclusiono It is further recommendea that, if the district refuses this inclusion, the City will find nsans to deal directly vdth the property owner f or service t o the area ,.t/ A.yes: Nays: Abs ent: Brovmewel.1 1 Franta, Rooohm, Scott None Braun, McCabe, Purcell .. .. .• The matter of possible City of Englewood water service to the Santa Fe Railway Depot just south of West Hampden Avenue a.Gt. of tm Santa ,ii'e Rail~ and the D.\LRGW main line tracks and just inside the east boundary of Sheridan, Coloraao, was again brought up for discussiono (Soe minutes of March 14, 19600) After considerable discussion, it was the final interpretation o! the Board that, while it has not been the general policy of the City o.f .c.ngle'V~ood to offer water service within the boundaries 0£ another municipality /1 the circumstances surrounding this particular location represent a definite hardship for water service fram any other municipality; and, since the location will comply in all phases of City Ordinance 15$ Series of 1956,, Section B, Paragraph 3,, (Water .Department. Rules and Regulations) after proposed new replacement water mains are in place, water service can be offeredo Mro Shivers,, Consultant, in reporting brief~ on the status of land acquisition tor the proposed raw water storage reservoir, stated that a survey for the location or a bridge and a roadwa;y thereto !'or the purpose of providing access across the High Line Canal to property located south of the proposed reservoir, was needed almost immediately, in order to proceed with various land negotiations and possible exchangeso After some discussion, Scott moved 8 Robohm 8 seconded, That the City Manager be asked to obtain a survey recommending the most feasible location of a bridge and a roadwa;y from County Line Road to said bridge to provide access across the High Line Canal to property owners south of the canal to whan access will have been denied by the completion of the t.nglewood raw water storage reaervoiro This survey can be done, either by City personal or an outside firm, Udchever the City Manager finds Ayes: Nays: Absent: to bs most practical with the information being needed within ten d~a to two weeks from this dateo .Whether the survey is dona by City personel or consultant, general starting location must be obtained from Mro Mo Oo Shivers,, Jz·o Water and Sewer Board Consultant, who has t.hat informationo Brownewell, Frantz, Robohm, Scott None Braun, McCabe,, Purcell The matter of the Ostrousky water rights in the Denver City Ditch was again brought up tor discussiono (See minutes of March 14, 19600) Mro Shivers, Consultant, reported that upon investigation, he had determined that the rights are Noo l priority and that representatives of the Tri=City Trust have indicated an interest in making an offer, in the near future, for said ri.ghtso Mro Babcock, Utilities Director, reported to the Board that representatives of the Canada Dry Bottling Company,, who propose to locate a bottling plant in the Scenic View industrial area, have indicated in recent discussions, that they feel the rates, under the present City of Englewood schedules i'or sewage treatment service are extremely exorbitant in the case of their particular operations; that effluent £rom a bottling plant would not nearly approach 70% of the water consumptiona It was indicated that the matter was serious enough with the company» that another location might be sought, out of Englewood, unless some relief could be given to the sewage treatment chargeso After discussion$ Scott moved• Robo.hm• seconded, That the Water and Sewer Bo.:Lrd aak the City Manager to arrange a meeting with representatives of the Canada Dry Bottling Compan,y for discussion of a practical anBWer to the question raised by the bottling compan;,y as to a reasonable charge for sewage treatment for the effluent from this type installationo The City M.anager 8 s recommendationssi a.tt.er said meeting, m~ be Ayes: Nays: Absent: forwarded to City Council as the reco1rmsndation of the Water and Sewer &ardo Brownewoll, FraiTtz_.
