the enclosures that the 20 taps involved would be con=
sidered as part of the original allotment of taps to
your Districto
Although it has no connection with this re-
quest for sewer taps, I adviee you that Yr o Wei es is in
a bit of confusion concerning "Water service to the same
area and that the City of Littleton has committed them=
selves to serve water to the Weiss ·tracto This movement
is being resisted by the City, and the Valley Watar Dis=
trict il3 being advised of the City• e position through a
letter to Mro Fred To Burnett, the secretary of the
Districto You mS¥ hear about this matter thx-ough the

In the discussion following the reading of all of the abtrire correspondence, th~ question
was again raised as to why arrangements shoilld not be made for inclusion of the entire
area into the Valley Water District e.s well as the Valley Sanitation Districto It has
been previously pointed out that collect:ton of charges for sewage treatment can be much
more easily controlled when the sooie account is also served City watero

would require a pumping station!'
It is our opinion that all of these taps can be served off of tie
Valley Water Di$1:.rict System, provid~d a 1211 or 14 11 ma.in is constructed trOlll
the Englewood Bear Creek Filter Plant to the intersection at Federal and
Stan!ordo This line has not been authorized by the City of .h:ngl.ewoodo HoweYer,
the Bear Creek Filter Plant has been authorized and w.il1 be completed in the
Spring of 19610 It is also our opinion that no more than ll.15 taps will be
added to the system during the 196o irrigation season, even if the $0 additional
taps requested ~re allowado
Therefore~ it is concluded that if the City of Englewood l'dll agree
to tum on their pumping station in case o! pressure under thirty pounds in the
District during the 1960 irrigation season and will agree to have t m main from
Bear Creek Filter Plant to Federal and Stanford constructed, then we see no
reason wh\Y the 5o reques·i:.ed taps could not be allowed now and the Griffith taps
allowed after the 1960 irrigation seasono

representatives o! the Valley Water District, Valley Sanitation
District,, Standard Oil Com~ and Mro Ao Ho Weiss, and that
these rep:msentatives be invited to attend a meeting with this
Board in City Hall, at 8:00 Po Mo, Thur~,, .Mq 19, 1960, to
determine why these areas should not be included in the Valley
Water District as well as the Valley Sanitation Districto

A petition, directed to City Council, was presented to the Water and Se"Wer Board for
considerationo This petition was signed by owners of thirty=six properties either
situated along Rad.clif.t Avenue, betv.-een Pennsylvania and Washington Streets or» as
neighboring properties, "Were proportionately assessed for paving in 1959, within these
two blocks$! and ask:
lo That the City and County of Denver be required to re=route the water line or
2o That ti» City and County of Denver, upon completion of installing the line
in Radcliff Avenue, be required. to completely :repave Radcliff Avenue between
Pennsylvania and Washington Streets !rom curb to curb ..

Gentlemn:
This is to let you know that the taxpayers in the neighborhood
of the 4.300 and 4400 blocks of South Pennsylvania Street = South Pearl Street
and South Washington Street are age.inst the City of Englewood giving the Denver
City Water Board permission to run a 72 11 water line out East H.adcli.ff o The
reasons Gentlemen a.re too numerous to Ill3ntion11 but a few rea.aonsare: We
in this neighborhood are just now in the process of paying for sidewalk curbs
and black top streets from Pennsylvania to Washington on R&dcliff'o
We have enjoyed this improvement for approximately seven ( 7)
months when news comes out in the paper that Denver is going to cut it up,
and we Will have nothing but a patched up street that will be full of chuck
holes and patches from nov1 ono This 1'18 didn°t pay foro
Surely the City of Englewood kn8w one year ago that the City of
Denver was goiri..g to aak permj.ssion to do this work~ wby then, did they approve
of the petition to improve these two blocks of Radcliff., why didn't they ask
us to hold off for a year or two until this wrecking of our streets by the
City of Denver was done and over vritho
Gentlemen$ if this project would benefit Englewood in any way, ws

meeting Thursday, Ma;y 5th, at the of'i'ice of the !nter=County
Regional Planning Commission 'With regard to a proposed Metr0=
politan Sewer DistrictQ According to Mro Esch's instructions,
I took very little part in the discussion and accepted no
duties~
The meeting was cal,led by Mro Kelley, City Attorney tor
Denver, for the purpose of organizing a legal committee to
draft a proposed initiating ordinance for such a DistrictQ
The quest,ions asked of me were as follows:
ao Would Englewood be interested in joining such a
District at present?
bo What is the present Englewood attitude toward such
a District?
co ~Vould ~lewood be perhaps interested in joining such
a District at sanetime in the future?
Mro Kelley requested that I obtain .the answer to these
questions and advise himo
other than the above, should the City desire me to work
