MINUTES OF THE NOVEMBER 12, 2008 MEETING. • The Englewood Water and Sewer Board received a copy of the minutes of the November 12, 2008 meeting. Burns, Higday, Cassidy, Wiggins, Woodward, Oakley, Habenicht None Clark Moore, Clark • • • I 2. BID FOR TANK REP AIRS FOR ZUNI AND SHERMAN TANKS AND PAINTING THE McLELLAN RESERVOIR LINE. During scheduled tank inspections on the Zuni and Sherman tanks, it was discovered that painting and repairs were necessary. The Sherman tank is a 200,000 gallon tank that was put on-line, jn 198,4. and serves the southeast portion of Englewood. The Zuni tank is a 500,000 g·allon tatf constructed in 1960 that services the northwest part of Englewood. As part of the ta.Ijlk rehabilitation project, the interior and 30% of the exterior of the Zuni tank will be sa~dblasted, corrosion spots welded and repaired and the interior painted. The outside of the Sherman tank will be sandblasted, primed and painted. Photocells and light bulbs will be replaced on both tanks . These preventive measures will deter corrosion and extend the life of the tanks. The McLellan pipeline tunnel is a 30" steel pipeline in a sealed concrete tunnel that provides the pump line in and drain line out for the McLellan Reservoir. The tunnel is located under the reservoir dam. During the inspection, lead primer paint was discovered. The lead primer paint will have to be removed and properly disposed of according to hazardous materials regulations. This quote addresses the removal, disposal and recoating of the 30" steel pipe that is approximately 300 lineal feet long. Also, three concrete joints will be repaired to prevent ground water from entering the tunnel and dripping on the pipe. A bid opening was held on December 2, 2008. Camp Dresser & McKee Engineers recommended TMI Coatings, Inc as the low bidder for the Zuni tank interior with 30% exterior paint and the Sherman tank full exterior paint in the amount of $389,000. Thomas Industrial Coatings is the recommended low bidder for the McLellan pipeline full paint and crack repair with lead based paint removal in the amount of $34,200. Total cost for both projects is $423,000. Mr. Higday moved; Mr. Habenicht seconded; To recommend Council approval of the bids for the elevated tanks and pipe rehabilitation projects. TMI Coatings is the recommended low bidder for the Zuni tank interior with 30% exterior paint and the Sherman tank full exterior paint for $389,000. Denver Water Department has requested Englewood's approval to transfer two water services from Denver Water to the City of Englewood. The addresses are 4601 S. Santa Fe Blvd. and 1850 W. Union Ave. The services are currently served by a privately owned 3-inch water main in W . Union Ave. that is owned and maintained by five customers receiving service from the water main. The main is 70 years old and in poor condition. Three of the customers are transfering to a new water main leaving the remaining two, which are close to the existing Englewood main. Denver is proposing to transfer these two services to Englewood's system rather than leave them on Denver's old 3" main. This transfer would be in accordance with the 2001 Ordinance #59 authorizing transfers of water service between Denver Water Board and the City of Englewood. Mr. Steve Price of Boyle Engineering, submitted a scope of work to assist the City of Englewood in preparing a grant application for the United States Bureau of Reclamation Program for funds for projects on the City Ditch. The consulting fee from Boyle Engineering is $5 ,994. The application for grant funds to the ~ureau 9fReclamation is due January 19 , 2008. To direct the Utilities Department to retain Boyle Engineering to prepare a grant application for the United States Bureau of Reclamation Program for City Ditch projects. Burns, Higday, Cassidy, Wiggins, Woodward, Oakley, Habenicht None Moore , Clark The Board received a letter from Joe Tom Wood of Martin and Wood requesting the Board's consent to represent an individual owning property north of Glenmoor Country Club along Greenwood Gulch. The owner is constructing a pond that will use 12-acre feet per year. Martin and Wood will be making an inquiring to the Cherry Hills Country Club on behalf of the owner to purchase water for use on his property. Mr. Habenicht moved; Mr. Burns seconded: To grant consent for Martin & Wood to work with an individual to acquire water upstream from Englewood's point of diversion . • • • Ayes: Nays : Members absent: Motion passed.
