Section 17 of Ordinance Noo 15, Series or 1956,, becomes the first point of reference and it immediately creates the inference that this section applies in most respects to "flat rate" users since it threatens meter installation as one type of penalty. "Water waste" is no~ clearly defined in this ordinance, and in this particular section was e of water uPion walks, drive- ways, streets and alleys is actual y permitted 'insofar as may be absolutely necessary". This situation implies self-policing by the user subject to further 1nter·pretation or decision by an in- spector in any specific caseo First and second notices as to any such decision on violations are also provided ror, before any further movement toward enforcement is ma.de.
