by l!ro Frant~, Chairman, reported to the Board, their tin:lings in a study session with
Hro Babcock and llro Curtice of the Water Depm-tment staff, relative to the proposal to
convert present mon1h}T metered water billing and all sewage treatmnt billing to quarter-
annua1 bill~e
Mro Mccabe stated that the following points were dtJtermi.red to be favorable in the proposed
conversion:
1o The propoeed system of quarterc:ann.ual metered water billing, an a "cycle" method
would allow tar the handling of approxi.mately only om-third of the total number
of metered accowrt.s mon~o This would mol'6 evenJ.¥ distribute the wark load
inVolved in reading meters, processing and rendering or bills, and collection
and accounting for revenuese This would also relieve tcr some ti.JIB to come,
the need far addit.icmal mebsr readers and office employees, which would be
necessary, in the near ruture, ith the present rat.e ot system growtho
2o Though it is felt by the committee that the utilities office, even non, net'ds
enlargement by both rec:arrangement a.rd acquisition of soim additional noor spac ,
the conversion to quarter-annual billing. retarding grcsth of the sta:rr, would
reduce the critical need for as much additional i1.oor space inJDediatelyo
3o Though it is undetermined in amount, a substantial saving in coste of office
sunplies, postage, office nachine depreciation, imter reading equipm1mt depreciation
and maintenance and, eventualq, labor, would be realized by tm handling of
metered accounts four times per }'l!lar, as proposed, instead or the present twelve
times per yearo
4. The conversion would bring the Englewood system of billing more near]¥ in line
with systems of the najority of other municipalities and water districts in ·t.he
vicinityo
So The conversion would not decrease the water revenue income since the proposal simply
increases the monthly usages allowable and minm.um charges by a multiple of t.hreo,
which would return the same revenue for the same usage of water o

The following points were determined to be somewhat unta.varable:
le Inasmuch as billing would cover water usage for a three months period rather than
one month, the amount. or each bill rendered will, of course, be larger; and, until
the water users have becO!ll9 accustoned to the system., a tendency toward delinquency
in payments may developo
2e Since the meters will not. be read and checked as regular:Q" on a quartercQlll'lual basis,
soma additional maintenance problems through faulty meters or leaks around sam may
tend to developo
Kro McCabe stated that, after careful consideration of the foregoing points, the committee

The idea of a commmity Steering Commi ttoe is
not a new idea in any governmental activity,, but I am
wondering e.s to what e.ffe.ct such a Comnittee would have
in the conduct of a suney which is supposed to be dam
by the Vlater Coneervati.0;11 Board in conjunct:il.. on with ane
or more Federal agencieiso I believe that these various
arpnizations are ell versed on the situation in the
South Platte River bas'.ln, that they are conversant with
the uany needs, and t1'.at they would probably come up
with report arid rec 48ndations most applicable, 11' they
are not fettered by <1.n additional le.cal committeeo
However, tJince the Colorado Conservation Board
seem to fe l that here should be ~ome representation
from the local c nmit1es, Engle11ood should be represented

The City of Aurora has given serious consideration to contributing some
111>ney toward the proposed study to be made by the Colorado Water Conservation
Board 1n conjunction with the Bll:reau of Reclamation on the NarrCJ1rs Porject or
the Hardin Project and the Two Fork site as well as all the upstream areas in
the South Platte River Basin &reao We ar interested in being part ot this be-
cause some or our future water suppq storage may be in!luenced by its results.
The Colorado Water Conservation Boo.rd is trying to get !:100 1 000 !ran th9
State over a two year period am the balance of enough money fran the Federal
Government to make a stu~ of thB abon are&Bo The problsm involved is that the
Two Forks Dam site area is awned by the Bureau of Reclamation while a good bit

Aurora» we may want some of our water stored at the Two Forks areao
With this in mind, I understand th97 suggest a steering committee be forned
to assist the Colorado nater Conservation Board in guiding this study~ After dis=
cussion with ?4ro Sparks• their plans are to have a steering comnittee of about ten
nemben with additional representative authorized to come to the meeting and

Littleton, and Aurora each name a person who is probably well versen in water

sentative for your coi:muni:t,'o When each have chosen one person, the Colorado
Tlater Conservation Board will themselves choose a steering committee from among
the representatives narred by each City. I believe they are interested in making
this be a fair and representati'V'8 groupo

see if any or us see aey problema which, for the moment, escape meo

There is some indication non that there will
be a loosening of Federal funds for worthy City projects am this particular project would stand high in the

situation as best we can until the variotJS possibilities
are determinedo We would have a scant sufficiency of
City .funds to do this job if it becomss necessary, but
there are several other uses for some of our funds• so
we would likB to have any assistance from a Federal

reported briefly on a dinner meeting held Thursday evening, Febru.a17' 23, 1961,, at th9
Cherry Hills Count;ry Club, w:lth members or both the Bnp;lewood ~at.er and Sewer Board and
t.he Country Club Board in attend&ncao The purpose ot the meeting as to discuss further
the possibility ot Imglewood sewage diapcsal service far the Clubo (Also see Water and
Sewer Board minutes of J»cember 12, 1960 and January 9• 19610)
At that neeting,, it was explained further b;r lfro Weckbaugh 1 Cl.ub President., that the Club
did not desire to farm. a sanitation district invo1ving a wide area and numerous pro'leny
owners, but would rather cantr. ct directly with the C11¥ as a non-profit organizationo It
as telt b;r the Engleiwood Water and Sewer Board and Mro Shivers that this could be con-
sidered as practicalo

possible far the trunk lim sen:er from the Country Club and vicinity to join the City
system at a manhole 1n the vicinity ot South Clarkson Street and East Jefferson Driveo

Mro Donaldson pointed out again that the area 1s adjacent to an existing, developed,
subdi"'fision alreadT in the district am that that district water nains are available along
the west side ot the proposed ansao He stated furth!tr that the City of Denver has off'ered
to serve the proposed developl!l!lnt, subject to the approval or the City of Imglewood due
to 'Lri-=City Trust commitments, throudi the facilities of s. new water district being forned
east of South HollY' Street-et This, Mro Donaldson stated, would be much more cmtly' to the

District, stated that he felt that the area definitely belonged to tbe this district and

a reservoir on Mead.ow Creek would not be economicaJ.l1' justitied with the

as a carrier and thus a reservoir was needed with their plar so that

Broderick, the organizing committee planning and causing the
formation of Southgate Sanitation District, it is requested that
favorable consideration am approval be given to inclusion of the
area of the District for treatment at sewage by the plant and
facilities of the City ot Englemoodo
The area comprising the Southgate Sanitation District. is
designated on tm attached Exhibit "A"o It is so located that
no other pl.ant or facilities are available for sewage treatm.mt,
except that of the Cit7 ot &lgl.noodo 1.his area waa before yt:lflr
Board on an informal request for anrraxatd.on to the South Arapahoe
District on Januar,y 11, 19600 At that time .favorable cons1deratim
was given to the inclusion. of the areao
The formation ot the District is now pending in the District
Court, Arapahoe County, Colorado, and it is anticipated the procedure
finalizing tonne.ti.on of the District will be complete by the
election to be held March 311 1961.o Thereafter the District as
legal.q constituted will be able to enter into an agreement with
~lewood on all the matters relating to sftage treatll'8nt service
now reqaestedo
Present plans contemplate the construction of District line
to Jlll99t and join the lines of South Arapahoe Sanitatrion District and
thereafter seirage of the District would be transported to the
Bnglewood tre&tm9nt plant through the lims o£ the latter D1strlcto

Sanitati.on Dist1~ict has approved the plan far join·!; use of its

Sanitation District be recommnded for sewage treatment through the

cationo That matter has to do with suggestions which have been made by
Englewood f cr utilization or its Fraser tributary water through some arrange-
ment with the Denver Water Departmento
Such suggestions originally contemplated transportation or Englewood
water through the Moffat Tunnelo Later it was proposed that Englewood ·
convey its Fraser rights, ploo a c.:ish consideration, to Denver in return
for a guaranteed supply through the Roberts Tunnslo These ideas were
thorou~ inYestigated by the Denver Water Department am no practicnl

ship or priorities would not change hands, and cash purchases and leases or water would not. be involvedo
