The conversion would bring the Englewood system of billing more near]¥ in line with systems of the najority of other municipalities and water districts in ·t.he vicinityo So The conversion would not decrease the water revenue income since the proposal simply increases the monthly usages allowable and minm.um charges by a multiple of t.hreo, which would return the same revenue for the same usage of water o 60 More time will be available for meter readers, who double as meter maintenance ll'En am "trouble shooters" to do a more thoroogh jobo The following points were determined to be somewhat unta.varable: le Inasmuch as billing would cover water usage for a three months period rather than one month, the amount. or each bill rendered will, of course, be larger; and, until the water users have becO!ll9 accustoned to the system., a tendency toward delinquency in payments may developo 2e Since the meters will not. be read and checked as regular:Q" on a quartercQlll'lual basis, soma additional maintenance problems through faulty meters or leaks around sam may tend to developo Kro McCabe stated that, after careful consideration of the foregoing points, the committee would reco1JU1Bnd to the Water and Sewer Board that the prop0sed conversion to quartel'laannual billing of metered water accounts be favorab~ consida:redo -2- '1ro \fcC&be reported further that the cammittf/e would also recoanend tlte establishment of q ual bllline for sewage treatment charges for all accounts, in order to crea.t.G a mare simplified system and to are eqv.aJ.),7 distribute tbe billing to the customer throup the )1'9&ro Proposed resolutions tcr tbe esta'bllsn. nt of quarter-ennual billing tcr all :mtered water accounts and all sewage ttt.£t111,nt, accounts wre oresented to the Board tor considera- t1ono (See cow of proposed 1"8'.JO'-ut.~ .. ora attached h9reto as a pa.rt at these minutes o) Arter comiderable discussi("~ 'oy tho Board, 'fcC&be moved, Purcell• second&l:ii That tho rater uld Sewer Board reconmand to City Council that t he proposed resolutions frr the establishnent or quarter-annual llilling ot all W!tered water accounts and all sewage treatnent ticcounts, att.Bc.~d hereto, be adopted, subject to legal clarlfication by the City At~worneyo A.Jes: Br1 1•\01~ Browr.ewell, Frant.z, Kreiling, VcCabe, Purcell N'a19: No :aa Absent: R".1bol'lm --- The .follCT.J '...ng correspondenorJ, relative ·to propof;ed studies in thl9 South Platte River Basin, 11ere reo' .Jived am read: (Also see m1nut.es of F~:bruary 13 1 l96lo) "!Nm.-OFFICE M &' lCRANiml _, ___ _ TOs Water and Sner· Board c/o Mro John Do Curt·1ce n\TE: February 24, 1961 FROM1 Mr. Lo Ro Rudd SUB.JFJJT: COOPERATlfJN \'JI'J'H COL'.JRAD'.l WAT~ CONSF.RVATION BO•iRD Tt1e attached letter is being referred to your Board as a narnal orocedure in mtterr.s of tbis kindo I believe that the City of Littleton has made some mov.,mant to contribute funds for the South Platte River l>'.1.ain study, but I do not kn<• if the~ are any stringtJ attached theretoo Hc:Mever, it is indicated in the at:tached letter that contribu•.;ions from municipalities are ncJt necessary at this time o The idea of a commmity Steering Commi ttoe is not a new idea in any governmental activity,, but I am wondering e.s to what e.ffe.ct such a Comnittee would have in the conduct of a suney which is supposed to be dam by the Vlater Coneervati.0;11 Board in conjunct:il.. on with ane or more Federal agencieiso I believe that these various arpnizations are ell versed on the situation in the South Platte River bas'.ln, that they are conversant with the uany needs, and t1'.at they would probably come up with report arid rec 48ndations most applicable, 11' they are not fettered by <1.n additional le.cal committeeo However, tJince the Colorado Conservation Board seem to fe l that here should be ~ome representation from the local c nmit1es, Engle11ood should be represented am it appears to 1ae that Mro Shivers 11ould be the most logical representa·l:.ive from this area , if such a group ia forwtdo /S/ Lo Ro Rudd LRR/ij City Man a ger llro 'Walt Brown City Mamrger r6micipal Building Mr o Tam Moore City 7lanager Municipal &dlding Littleton, Colorado Vro Leslie Rudd City rfanayer Plunicipal Building &lglewood, Colorado Oentlamen: = 3 ... ,.
