Mr. Glen MoEldcrwney, Assistant District ll.ngineer, Colorado State Highway Department. appeared
to discuss with too Board the proposed future State Highway route from existing HiglJRay No., 85,
near Wolhurat Country Club, to existing Hifjlv1ay No. 87 (Valle7 Highway), in the general
vicinity of the Douglas..Arapahoe Ceunty lineo This proposed future higmay will apparently
cross a part of City owned land near the proposed raw wate1 .. storage reservoir and dam siteo
~~ro McEldownoy stated that no :final decisions had been nade relative to this mm route and
that proposals ma.de in discussions in his office were subject to numerous changes.
In mtamining the map showing the City's present ownership with relation to the Dougla.s""'\rapahoe
County line, lfr. UcEldawney indicated that the proposed route could probably deviate from tho

It was determined in the discussion,, ·!;hat a contoll1" map of the area, previous],y prepared for
the City by w. W. Wheeler, Consulting Engineer_, and presently in the poseession of Mr. Shivers,
Consul.tant, would be loaned to Mr. HcEJ.d.owmy for reproduction and for rur-vher study of the
problem by the Highway Departnerrt o

After a short. discussion on the subject., it vas determined that recommendations as to t.he
size or the propo~d raw water storage reservoir and dam and the engineering contract for
same should be dela~d u.ntil more definite negotiations have been can.plated with the
Federal Government in connection with the utilization of transmountain watero

Mro Shivers raparted that the Cherry-Hills Country Club is presently engaged in tbs proce s s
of acquirine rigbt"!'()f "-Way easements for the construction or the sewer trunk line for the
proposed Cherry Hills Sanitation District; and that it would probably be necessary for t he
Club to off'er apprGXimately five rssj.dential sewer taps to prope1'"ty owners between the Club
and the City of Englewood in order to a~quire said aasementso

After some discussion,, Ur. Babcock t'las asked to contact proper officials of the Colllltry Club
and advise them or the mcessity for also negotiating a. head tap fee, which under present Cit.y
policy, is paid by owners of property for new conmctions to the sewer system outside the
Cityo

Mro Babcock reported tha~6 the administration is interested in the possibility of acqui!'i.ng tlls
remain.in~ water rights in the Brown Ditch which amounts to 2. 7S crs, pz'9serrl;]3' avned by
Mrs. Weeks, so that the por·i>ion of '!jh3 Bi"atm. Ditch in the area north of West Union Avenue and
east of South Federal Boulevard,, can be abanionedo
Platting of this area, :recently armexed, for an industrial pe.rk is being considered,, and it
is felt that it would be most beneficial,, to all concerned, if the ditch could be abandoned..,
llr. Shivers advised the Beard that negotiations for the water rie)lts Gt1ned by 11rs. Weeks,

It was suggested th9. t the going rate tor water rights might be paid through the Tri..C1ty Trust

Ura Shivers reported to the Board that he had received a letter, under date of April 4, 1961,
from Mro John Bo Barnard, representing the Grand Count¥ Irrigated Lands Compal\'11 advising
that there will be a meeting or the stockholders or that company at Granby, Colorado, an
Ua:r Sth at 8200 Po Mo and that be had been invited to attem. as a representative of the
Cit,, or Bnglewood, to discuss mutual probl.emt$ relative to storage of Meadow Creek watel'o
Mr. Shivers stated tla t if the Board desired him to attend-ha should like to request that
either 1lr. Babcock or Mr. Wheeler, Consulting .Engineer, accompany himo
Arter short discussion, it was the consensus or the Board that llr. Shivers and Yr. Babcock
or Mr. Wheeler should attend this D?eting and that expenses for same would be paid from the
Water alld S•er Board contingency fundo

Mro Braun1 presented ror discussion and consideration of the Board, a sketch, drawn to scale,
showing the floor plan of the area in City Hall which ll01f accomodates the Utilities Off'ice,
t~ court Cl.erk•s Office, the switch board operator and relief clerk-typist's office, alang
with all off:hle fumdture, fixtures and equipment, drawn to scale thereono
A second sketch, dr{mn to scale wit.h cut-outs of all office furni'ture1 fixtures and equipment,
to scale 1 also was presented, which showed the namer in which rearrangsnent of certain
furniture and equipment coul.d possibly relieve, somewhat, the overcrowded conditions of t.he
Utilities Office and utilize the maxiumm space available in that area of City Hallo
Mr o Braun stated that he had become interested in this particular floor space problem in
City Hall as a result of tile recent aoiit report and in conversing with other Water am Sewer
Board members who feel that s0ll8thing should be donet if possible, to help tm situationo
Mr. Braun further .indicated that his proposa.1 1 ot course, was aubject to rearrangeilllnt, but,
that his recollll!Dnd.ation was made generally to provida the Utilities Ottice wit.b. an additional
eoom whioh 1B presentq occupied by the Court Clerko
After short discussion,
Braun moved,
Kreiling~ seconded, That Mro Babcock be directed to present the proposal .for re-
arrangenimt or office space in tlB southeast section 01• City
Hall to the Citq Manager in an endeavor to work out a re•
arrangemant along the lines of the proposed plan.

J.lr. Babcock reported that Mro Marris Ho Fisher, also a former owner of land involved in t~e
proposed raw water storage reservoir area1 had contacted him recentq relative to possible
purchase of excess land in the former Jtayo tracto
After soma discussion, it was determimd that no action could be taken until firm offers are
made along with specific designation or the land in which they are interes1ieclo It was
also suggested that probably no sale of land should be negotiated until the City has complsted
the purchases or acquisition of all of the land in which it is inf;erestedo
The discussicm was renewed ae to the possible acquisition of the Dennr City Ditch rights
owned by the Englewood Public Scboolso A previous discussion was bald on 'this matter at
the regular meeting of the Board held February 13 1 1961.t a1; which time Mro Shivers was asked
to make a stucv of the value of the subject rights and start negotiations with tha School
Boardo
Mro Shivers stated that le had been in touc;h with the office of the Attorne7 for the School
Board and had requested that tlB abstracts far the rights be nade available for examination,
but, as yet, had not received sameo
llro Babcock was asked to contact Uro Bishop, Superintendent of Schools, in an effort to
expedite the exan:d:nation or the abstracts and to attempt to secure an offer a£ priceo
