Babcock advised the Board that Mr~ Talley, o\"i11el' of Lots 27 am 28, Plum Valley Subdivision, in the vicinity of the proposed raw water storage reservoir, had contacted him relative to a water bill, past due, 1n excess of $2000.00, which has accrued at a rate of $20000 per monthJ> covering the premises known as Lot 30, Plm Valle;y Subdivision, DOW owned by the Cit.yo Lot 30, was acquired b.1' the City fran Mro To Ao Holland and the home thereon is served .tram a well located an either Lot 27 02.· 280 11r. Shi"Vers stated that he bad negotiated with Mro Talley earlier for Lots 27 and 28 to include tbe 118llo llro Shivers pointed out that the land bad been appraised at $4,000 per lot, but, that Mro Talley had indicated that he wanted $2S 1 000 tor the land and nllo Kro Shivers also pointed out that there are two other wells ill the vicinity on la.nd. no owned by tbe Cit,. which cao.ld serve the house on Lot 30 and since it is possible that, since it mq not be necessaJ7 to procure Lot 28 for the reservoir project, it mq also not be necessary to bey the well provided it is located on Lot 280 It was the consensus of the Board that Kro Shivers and llro Babcock should investigate the alleged 11&ter bill further; also determ:in1ng the need for the land and/or the well, and should negotiations not settle the issue reasonably, condemnation proceedings should be startedo --.... -2 - Mr .
