Rudd,, City llanager, led a discussion on the possibility that the District was not proper]3' keeping the City informed,, according to the contract, relative to the extensions of sewer laterals and cited a spacific example of a sEJ&er line which had been installed from South Se.nta Fe Drive west on West Union Avenue far a distance or from 200 to .J)O feet, which is in the City-limit.so Mro Rudd pointed out that the C~ractor had failed to taka out a street excavation permit and also had failed to secure tap permits rar cozmections of the private sewer services connected to the lateralJ that it was not determined until later who this contractor was and then it was learned that he had no City license tor such activities inside the CH ;y- limits. Uro Rudd stated that this activity had caused much consternation among other property mmars along this street since the street was not proi:er:cy-repaired. Mr. Irwin, Attorney, speaking tar the District Board, stated that the District• as suc h, does not install sewer l1nea but rather the lines are installed by the land c'Evelopers ; however, the District is aware that t.he7 are responsible for the proper installation of such lines. Mr. Irwin stated further that in the case or the West Union Avenue installa1iioDt the District had also been unaware ot the situation at the time it occurred since neither the property owner involved or the contractor had contaeted the District for permission to connecto Mro Irwin said 1i>.at upon learning of the s;i.tuation, he cOntactied the property owner and demanded the required District fees for inclusion o1' part. or the property into the district which had not bean included and then advised tba City or the installationo The City, or course, by this time had learned or the installationo After considerable rurther discussion, i~ was determined that both the t>istrict and the City should endeavor to md.ntain closer contact relative to ma:tters of this natureo Chairman Frantz sugge sted that Ur.
