Secretaey•s Note: On June 27 1 1961, Mr. Ho Ro Braun., Water and Sewer Board member and City
Councilman, contacted tm Recording Secretary and ask that a pol.11 by
telephone, be made of the entire Water and Sewer Board to determine
whether or not the Board would again reconmend to City Council that
the Go s. Dunn land be annexed to the Sheridan Sanitation District Moo 1.,
said land to be used in the expansion of a trailer park, with tha
City head tap fee t o be based on a ratio of three trailer spaees as being
equivalent to one residential sewer tap at $100000 per tapo
The result., in polling all members or the Water and Sewer Bo:ird, was a

Far information, the question was brought up b;r Mro Babcock, Utilities Director1 as to the
proper procedure necessary to serve the Walden Tract (Pleasant View Subdivision, loca~d
adjacent to the South b01mdary line of Sheridan, Colorado, between South Irving Street aoo
South Lowell W.vdo) with City water and sewero This area was just recently annexed to the
Cit;r of Englewood but is not in either the Valley V!ater District or the Valle;r Sanitation
Districto The water distribution mains am sewer laterals serving the Valley Districts a n d
which could most feasibly' be used to serve tte subject area are c:mned and maintained by t h!
Valley Water District and the Valley Sanitation District, the common Wtlst boundary for bot h
being South Irving Street at the point of interesto
It was the opinion of 1ifro Shivers, Consultant, that tm City of Englewood is obligated t o
serve tm area n°" that it has been annexed and that the City could build the water and s ewer

member, who is a local retail merchant and cannot attend Water and Sewer Board meetings on

Water and Sewer Board or that :f'uture !D9atings be held on nights other than Monda;r or Friday

to storm drainage and what effect any attsmpt by the City of Englewood to f<.rce the Illltnver

future negotiations for the use of the City Ditch to carry water from the proposed raw wa ter
storage reservoir to the filter plardio

This letter is written at the direction of the Board o£ Direc-
tors ot South-East Jlhglewood Water District, who wish to inform you
of a problem existing with respect to water service for an area
East of the existing boundaries 0£ South-East Englewood Water Dis~
rict. As you kn.ow, this is an expanding and rapidly developing
area, and at tbs present time the easterly boundary of South-East
lfnglewoad Water Distr-lct is the center of Section 24, too cemer
of Section 30 and the Ea.st line of Seet:lon 3lo You are also un-
doubtedl.1' aware of the fact that a new water district, known as
Southgate Wa~ D:lstrict, has been forned which lies prµicipal.J3'
East of Que'bac Street except for Greemrood Hills Subdivision in
Section 20 and Section l7o
It is understoed that the Cit;r of Eog1nood, under Agreement
with Littleton and Denver• has designated the area in Arapahoe County
through to Holly St...V'Get as the area to be served with water from the
facilities of the City Qf Englewoodo Hcmever, at the present time,
the South-Ea.st Englewood Vlater D:istrict has taken no action on reques-
ted inclusions of other areas into the District because of the situa-
tion 5.\'M>lving the supply of water from your fo.cilitieso Presentl.1',
t.nera exists approxima telzy' two tuJ.l Sections of land; namely, the
East onec:abalf of Section .30,, the Kast one-half of Section 24 and all
of Section 191 lying West of Holly Streat, which have not baen in-
cluded within the 'boundar-les of SoutMast Englewood Water 'District
and which areas are nOif seeking water serviceo The developers have
contacted both Sout.b ... F.ast li~nglewood Water District and Southgate
Water District 1n their efforts to obtain water for these areaso
It was the belief of the Board of Directors of South-East
Englewood Water District that a definite polic7 shou.1d be esta-
blished by Englelfocd as to the responsibilit7 of the District
to supp~ water t.o the area West of Holly Streeto If the City
sees fit ix> recognize the existing boundaries of the District
as being the limit of expansion far the District, thus elimina ...
ting any responsibility for the areas not being serwd,, the
developers of such areas should be so infcrned, so they aculd.

the aforenentioned water dlstricta have not. only co:rmnm.icated
with the respective Districts, but have contacted the Denver Water
Board to determine the availability of servicet for these areas.
Aecordin.gey', it is believed that a position must be takan by
South-East Englewood Water District in ·the immediate fut.ure in
determining whether or not the District will serve all of the
area West of Holly Streeto

It might be mentioned that according to information submitted.,
it would appear that most of the area lying between Southgate Water
District and South-East Englewood Water District could be served by"
Southgate Water District at less expense with regard to facilities
necessary,, such as pumping stations, high level storage, etc., than
were the area to be served by South-East Englewood Water Districto

Mr. Babcock, Ui;illties Director, displayed a mp showing the area mentioned. in tm above
letter and presented some figures that showed there is a total or S,180 acres within the
IE" esent boundaries of the SoutheEast Englewood VI ater District, of which only 11 930 acres
have been developed into housing projects 1 leaving 3,2$0 acres ;yet undeveloped in the
districto He stated that the present developed area had an average of .66 acres per tapJ
thus, using the same ratio of taps to acres, there would be a potential of 4,,950 taps in the
area yet to be served as the district now e:xistso This wauld be an equivalent; of 91 405,ooo
gallons or 29 ~e feet of water consumption per day during the peak use periodso
Mro Babcook brought out ·t.he fact that, with the area ;yet undeveloped in the district, plus
the additional area to the south that would be logical to serve, the City of Englewood
mignt be comitted for all the water that could be obtained from the Vlestern Slope, plus
the present supply without taking on aey more territory to the east of the existing districto
The urgency for a decision as to whether &lglewood could ar would serve the "no man• s" area
between the east boundary-of the South-East Englewood Water District and South Holly Streat
(Tri-City Trust l:!ne) was expressedo
In the discusaion which followed, Mro Shivers indicated that he expected to hear from the
Uo So Government., in the near future, relative to the Western Slope contract0 The execution
of this contract., the amomt of water available to the Englewood l'later system and the
approxinate date that actual wat.er will be available, all would have a direct bearing on
the future ability to serve additional outside areas~
In view of all of the above,

A topographical map was presented which showed the area in the vicinity of the proposed
raw water storage reservoir upon which was superimposed the proposed route of the State
Highway along the Douglas.,..Arapahoe County lineo
~.tr. Kreiling stated that the reason for the preparation of this particular nap shaving
the location of the proposed highwaY' is to assist the Water and Sewer Boo.rd in rei'raining
from recommending tbs sale or any excess reservoir lands that mif!.bt be involved in this

Mro Shivers stated t.hat he had received an appraisal or the well and pipeline, located
on the Keith Talley property known as lots 27 and 28, Plum. Valley Subdivision,, in the vicinity
of the proposed raw water storage reservoir, from the firm of Woodward-Clydec=Sherard am
Associates, Consulting Soil Engineers and Geologists 9 (Aleo see minutes of lifay 8, 19610)
This appraisal indicates a replacemmt cost of the well and system, at today's prices or
$8,SSO.,OOo (Copy of appraisal availabls in the office of the Utilities Direotoro)
!tro Shivers stated that the appraised cost :>f the well and system along with the cost
or the two lots involved, previously appraised at ~4000000 per lot would bring the total
cost of acquiring the land and the well to $16,,SSOoOOo
After considerable discussion,

Bronnewell, seconded, That the Water and Sewer Board recommend to City Council that
Mr. Shivers, Consultant, be authorized to negotiate further with
Mr. Keith Talley for the purchase of Lots 27 and 28., Plum Valley
Subdivision, along with the well located thereon, along the lines
of the appraisals and not to exceed $17,000.00 totalo
