HomeMy WebLinkAbout1961-10-11 EWSB MINUTESSPIDIAL MEETING ENGLEWOOD WATER AND S.P.llER BQ\RD -OCTOBER ll, 1961 Members Present& Brownewell, Frantz., Olimr1 Robohm Members Absent: Braun, Kreiling, Purcell other City Officials Present: City Manager Rudd, Utilities Director Babcock, Consultant Shivers The meeting was called to ordar by Chairman Frantz at 8s.3S PoUo --- The purpose of this special meeting was to discuss the possibilities of City of Englewood sanitary sewer servke to a proposed new sanitation district to be known as College Vin Sanitation District., all of which can physically be served by the City of Englewood sewage disposal plant o Mro and Mrso I.ester Marcus of 228o South Federal Boulevard:> Arapahoe County, and Mro Wayne Irelan, a member or the Consulting Hhgineering firm, attended the meeting as representatives or the sanitat.ion districto 'lbe district,, with very irregular boundaries, is located~ gemn"ally, between l'lest Jewell Avenue and an east=west line just sou.th of West Dartmouth Avenue; and, between South Federa l Boulevard and South Pecos Streeto Among numerous land exceptions to this rectangularly described tract area lo 'lhe northeast corner, generally east of South Zuni St.reet and north of West Warren Avenueo 2o The Southeast corner.,, generall7 east of South Zuni Street and south of West Harvard Avenueo (This area is comprised of industrially zoned lams, ard is reasonably close to existing City of Bhglewood sewer trunk lines which can be reached without excessive construction of sewer lateralso) .30 A strip which includes both sides 0£ West Harvard Avenue between South Zuni Street and South Federal Boulevard which is presently served by the City-of Denver through the outfall line frc:m the Burns Brentwood Subdivision 11est of South Federal Boulevardo 4o A small area between West lli.fl" Avenue and West Baltic Avenue; and, between South Raritan Street and South Tejon Streat. which is a residential area in the City of Englewoodo 5 o ot#her small areas along the outside boundaries o It was :lnmediately pointed out by Mro Rudd tm t the largest portion of the district is nade up by the College View area, between West Jewell Avenue and West Dart.tik>uth Avenue; and, between South Zwii Street and South Federal Boulevard, which is outside the city limits of Englewood with the remainder being the north portion of the Scenic View area, which is inside the city limits of Rnglswoodo Mro R\Xid further advised the Board that the Scenic Vie# area, alone.,, could not qualify for bonds to farm its own district due to lack of property valuation and that it seemed that the plan for sewer service to the entire district, as proposed, ould be the most economical method for tba City to provide sewer service to the Scenic View portion of Englewood. Mro Rudd stated that the dis·lirict had asked that the City consider possible financial participation. by the City, in the cost of the sewer trunk lines from their district. boundary to the Englewood sewage t.reatment planto A discussion on this point brought out that there is an existing 18" City or Englewood sewer t.runk line in West Bates Avenue which extends f'ran South Zuni Street eastward to its junction with the VallffT Sanitation District ts 21" line at a point between South Pecos Street extended and the South Platte Rivero '.!he City of Englswood bas the right, by agreementll far connection to ard use of the 21" Valley Sanitation District line hich crosses the South Platte River and leads directly to the sewage treatment planto The capacity of thes lines is deemed t.o be sufficient to handle all of tJ1e additional sewage which might be created from this entire district as proposedo It 1fas felt that a 12" trunk line should be corustructed from Bates Avenue and the railroad crossing, southwester~ along the railroad r1ght-of-4a7, to West Il9.rtmouth Avenue to join the district on the south; and:; a J5n trunk line should be extended northward from West Yale Avenue and South Pecos Street to West Harvard Avenue and South Pecos Street, with cast iron pipe over the gully near West Ya.le Avenue and South Pecos Street, to join the district on the northo It was determined by the Board, that should the City contract with this district for sewer service, and providing the district will agree to the construction of these additional lines by them, to these minimum siz s, the City would look with favar upon a participation of $5 1 000000 and retain the right to t.ap such trunk lines to serve Englswood "in cityf• oonnaetorso The matter of sewage treatment rates and city tap charges was discussedq The fact was brought out th1:1t1 accarding to present City schedules, and under normal circumstances,, the rates and charges for sewage disposal service and tap .fees are different far outside Gity connectors than for inside City oormectorso Mro Shivers, Consultant, advised the Board that it is his opinion that rates and charges to a quasi"'12\lmicipal district, such as the one proposed, must be uniform throughout that district, whether or not it is plrt:cy-inside the City limitso Mro Shivers stated that it would be possible to draw a contract between the proposed district and the City, providing .for a di:Cf'erentia.1 in sewage treatment charges and head tap f'ees betlfeen the inside City connectors and the outside City connectors but, for a matter of record, he could not dei'end said contract as a legal representative of the Cityo It was the consensus of opinion of the Board that, under these conditioM, and inasmuch as it has been necessary to ccnstruet additional sewage treatIOOnt plant facilities o~ because of the additional outsidca City connect.ors,, in recent years, consideration should probab]\y' not be given to rates and charges for the entire district which would be less than those established for outside City connectorso (It appeared that this natter could be a subject for further discussion and negoti&tiono) A short discussion was held relative to the possibility of ottering sewage disposal service to this district through a master metering system at a par million gallons rate, mking the charge for sane directl3' to the district who would then be responsible for collection from tl'e individual userso It was determined that this system would not be satisfactory because 0£ tA1e numerous meters that would be involved to segregate the senage 0£ the district from that of. othm' areas contributing to the same main trunkso After some further discussion, Mro Rudd~ City Manager, was asked to oontact the proper representatives of the College View Sanitation District,, by latter, and advise them that~ upon formal application tor a connector's agreement, the Water and Sewer Board would take favorable action, with the provisions discussed aboveo The Board did not take &J\1 official action in the way of a recommendation to City Council since there has baen no fc:rmal request f'rom the proposed district for a contracto --- 'Ihere being no further business to com before the Englewood Water and Sewer Board, the meeting was adjourned at 10:2$ P.,Mo ,,(t. ~4A,e ii . ohn Do Curtice Lcarding Secretary Approved __________ _
