District problemso Mro Dale Ho Rea, their Consulting Engineer, wae also presento

displayed both water district ani sewer district naps ard explained the locations of the
important water transmission lines and sewer trunk lines and how they are tied in and
rel.a ted to the City of Englewood systems o
'!'tut Board of the District .was asked whethar or not they would consider granting permission
for the City to con.met to their water and sewer lines for the purpose of serving the
P~t Vm Sub-division. which lies at. the northwest corner of the Valley Districts,
adjacent thereto, am which was recently annexed to the City o:f Engl.nood, along with a
portion of the Valley Districts; but, which is not in either t.be Valley Water or Valley
Sanitation Districto
After considerable discussion, Mro Burnett, President of the Districts• Board, stated
that tbe next regular meeting of their Board will be held on November 7, 1961, at which
t:lme theae matters would be discussed am a decision will be m9.de relative to pnting
the necessary permission to connect with their water and sewer lines in this and other
similar areas, and umer what conditionso Mr. :an-mtt stated that he would contact
Mro Babcock after this meeting relative to their decision and would later follOllf up with
aesistance in draw~ up a proper agreement between the City and the Dietrictao
Mro Babcock inquired of Mr, Burmtt whether ar not they-bad nade any final arrangements with
someone to be responsible for the maintenance or the d.iatricts• water and sewer lines, inas-
much as this service appears to have been neglected, which has caused considerable conf'usion
among property owners within the districto
Mro Burnett stated that thq were atiiempting to get this straightened out, and that this
matter would also be taken up at their next neeting o
'l'here was considerabla discussion relative 'to the available water supply to the district
and the capacity of ihe trunk sewer system. This was an informative type of discussion
tor the benefit ot both Boards tar a better undei"Bta.Diing of the problems involvedo
Mro Burnett pnsent.ed a report relatift to sewer tap canm.ittmenta in the Valley Sanitation
Dis tr:ict which indicated that th91'9 haTe been committed, by the district., a total of 31lJO
sewer taps, not including estina ted tort,. taps for school property, and indicating turtiber
that, per engineering reports, there is a capacity availabla on the trunk line system of
approximateq 31 800 ta?S .. o
It was brought out that the Connector's Agreeaent, until amended, allows :for o~ 2,800
sewer taps to be served in this sanitation districto
Uro Babcock explained the benefit to the District trom the construction, by the City of
Knglnood1 or the lh" water main f'rom the new Bear Creek Filter plant to the Valley Water
District and the connecting of the Centanni.al Acres Wells, owned by the City, directly to
the Val.lay Water District system, both ot which would increase tm available supply and
pressure and proride tor uninterrupted service in case of transmission or distribution main
breaks or other em9rgency repair8 and/or construction of nainso

Mro Babcock presented copies of the above referenced amendm19nt to all members present for
consideration and stated that he would recomnand that no chango in the rates be made at
this timao (See copy attached as a part of t.hese minutes.)

Mr. Richard Lo Banta, Attorney tor the South Arapahoe Sanitation District and indicated

The Board of Directors at its laat eeting set November 15,, 1961,
as the deadline for municipalities to join Metropolitan Denver Sewage Disposal
District Noo 11 on an equal basis with "Charter" JI1tmberso
The reason far the urgency 1s that before the engineers can proceed
with their final detailed plans and specifications they must lma11 the e:xact
area and composition of the district to be aerveclo
'Ibis letter is sent to you because you are om of the municipalities
which t.he Metro Kngineers feel can teasibq be served by the Metropolitan
Districto
If you decide tlat you want to beco:m a part of the Metropolitan
District, certain statutory steps hereina.tte~ set forth wUl have to be fol-
lowedo However, it 18 not contemplated that any special terms or conditions
will have to be imposed as a condition to your inclusion in the District.
The statutory steps meessary to inclusion within the District are

1. Submit to Metro a request 1n writing that Metro determine the
feasibility of serving you thrCJDgh Metro •a facilities, and the terms and
conditions upon which you m11.y be included. {In the instant situation it is
a&SWD9d that it will be feasible and that . 'there will be no terms or oonditione
except those relating to the present members o)
2o Upe11 receipt of the request, Metro directors will cause an
investigation to be nade within a reasonable time to determine feasibility

that it was not needed, more recent investigation reveals that it is necessaey to acquire
