South Clarkson from the Denver Board of Water Comnissioners, service by Englewood to this
private lfelter JJAin was "inherited" arid "accepted" without negotiating a formal contract
with the owner ot too maino Mro Babcock explained further, however, that both City policy
and City Ordinance provisions set out that the City of &lglewood will not furnish water out-
side th9 city limits, except where the individual. services a.re to property within a legally
formed water district; ar, where the property is abutting the city limits; or, as in this
case, where the service is to property adjacent to an existing printe line in pl.ace pr-ior
to the City of Englewood taking over water system from Denvero The latter situation is
subject to the eam conditions required far a Distributor•s Contract which calls for strict

In order for the District to commit itself on a.n:r
area, it is necessary that the number of taps involved and
points of entry into the District• s mains be knarno 'lbe
D~.strict also would require the exact legal description of
areas to be cormected am exact ranes in which title is
held• in order to proceed with annexation petitions.
Any connection to be Ilfl.de would be conditioned upon
receipt of the necessary engineering detail to insure
that the area could be served as well as the armexation ot the
area to the Dist.Tict9. All expense or the annexation and the
engineering would have to be borna by the owners of the
property, in addition to the tap tee set by tl's Board or
Directors.

Thank you for the opportunity to review your Re?ort on the
"Analysis of Present and Potential Water Suppq am Demand"• I umer-
stand this report ia to be used as a basis tor determining whether
additional land should be B.Jmexed into the Southeast Englewood Water
llistricto
I find the report to represent a true picture of F.nglewood •s
water supply, denand and treatm:mt as I understand themo I wish to offer
the roll.owing observations on the data f'urnished in the report. The
observations are not nade tor the purpose of amending the report but to
emphasi$e problems that should receive attention for adjustment in order
to strengthen Englewood• a water suppq.
lo Treatmnt facilities by 1962 are to be .30 MGD with wells at 3o5
MOD additional CJl" a total of 33o5 MGDo When this is compared With
the water suppq (dry year) onq 14.6$ MGD is available at the Allen
Plant and 6..53 WD at the Bear Creek Plant, with the wells renaining •
constant. at 3o5 MGD making a total of 24.68 MGDo Therefore, in dry
years, there 18 a shortage or 8.82 MOD between filter capacity and
water supp]3 o
2. Duri~ a wet year, the Bear Creek Plant will have 7 o5 MOD,, the wells
.3.S MGD and the Allen Plant 17 o 7 MOD because that is the capacity of
the river pumping planto Therefore, in wet years, there is a shortage
of appraximately 408 llGD.
3o In actual practice the Allen Plant doas operate at 22.S MGD for a few
days at a time by drawing on the earth reservoirs 1 however 1 this should
be considerd only as an emargency operationo ?e~ent provisians
should be made to supplement the water supply so that it will equal the
filter plant capacity in both wet am dry yearao This of course., can be
done at the Allen Plant by the construction of Dad Cl.ark Reservoir and
use of the City Ditch to CO?IV'e1' the water to the Filter Planto The
Bear Creek supp17 may be supplemented by the purchase of additional water
rightso However, should the now in Bear Creek drop to histcrical lows,
there would not be enough water in the Crmk to supp]¥ the 7.5 MGDo
'lherefore, the plant could opeJ:ate at capacity onq-if the Bear Creek
sup911' was impl.ementedo This could be dom by om or all of the
following nethoda, Colorado Central. Power Company wells, pumping out
of Cooley gravel pits in Englewood land, puiiping direct]J" out of South
Platte, or extending Brown Ditch to cross Oxford to the Pl.anto

4o An immediate extended effort to increase the suppq at the Allen
Plant from its lls.65 c.fs to 22.50 cts is highly importarrt.. This
can onq be done by the development. of additional water rights on the
South Platte River such as, Nevada, Bramn., Bowles, etco In addition
to acquiring the rights, there is the physical problem or getting
them to the planto This would preferab'.cy be done by changing points
of diversion to the City Ditch. However, up to 3. 7 MOD could be
picked up or piped to the river reservoir. 'lbis is the amount the
river pumping plant capacity aceeds the dry year supply trom the
river and the Brown Ditch diwrsian pipe.
So With Denver•a abundant water aupply"1 competition both from Danver,
and Little't9n1 will create problem for Englewood before the Wesmn
Slope water .. is developed. 'lhougb the balance is non heavily' in favor
of Englewood, overtures to the people are in certain areas being
nade for water and sewer service into Littletcn, with annexation as
the goalo Many people in the area are considering incorporation as a
means of securing, police and fiI•e protect.ion, streets, lighting, etco
The problem may well be similar to that 1n Centennial Acres in many
respects, howe1{.er, Englewood is in no position to offer annexati.ono

With respect to Table No o S 1 n&Jtima.ted Schedule of Construc-
tion", I have the folloaing conm:nxtso It is believed that fer Dad
Clark Gulch Reservoir the completion date of May, 1964 would be more
advantageons to the City to use as that would not push the Contractor
as hard as a completion date of November, 19630 Hence, it is believed
that the City would obtain better contract prices for the work for the
extended construction period which would not interfere with storageo
For tm Dad Clark Reservoir, the availability or water was
given in your table as June, 19640 It is possible that there rray be
some flood waters in the South Platte :In Mayo Therefore, I would re-
commend that June of 1964 be changed to Mayo
For the cab:ln-t~eadow diversions of Table Noo 5 it is suggested
that completion date for the plans and specifications be August, 19620

This would allow more time for preparing the plans and specifications
and also would permit contractors access to the site or the work prior
to the winter season when the area would be snowed in. It is also
suggested that the date of completion be set ahead to November of 1964
instead of Septembero This again will give the contractor a llttle
more tilre to complete the work and will not interfere with the diversions
of water from the Western Slope as they cannot be diverted until at
least May of the following yearo As transmuntain water is generally'
available in the months ot May, June am Juq, it is suggested that
availability<>£ water from facilities be changed from June to Uay of
1965.
On page 5, item 6,, I would insert the following art.er acre
feet from storageo " and exchange of transmourrtain water far direct
use",, In the operation of the transmountain system it is possible for
the City of Englewood to divert exchange water directly to the system,
thereby' not having to rely ·upon water in storageo In other words, the
draw-off of 4610 acre feet from storage would be reduced by the extent
that transmuntain water could be directl.7 exchanged to the City Ditcho
Under item 2 at the botton of the page, it is believed that
negotiations with Denver should also be made to obtain use ot the City
Ditch .from its intake to the City of Englewood pumping plant on the City
Ditcho Furthermore, it is suggested that negotiations be nade w1 th the
City of Denver to use the Highline Canal for storing Englewood's trans-
mountain water or surplus water in the South Platte River Basin in Dad
Clark Gulch Reservoir o By so doing pumping costs to pump water rrom
the City Ditch into the reservoir would be ellm.inated because the High-
line Canal water would be utilized by gravity fl.ow when possible.

So Canplete the Bear Creek Filter Plant to its final design
capacity of 7.5·M.G.Do by the addition of the second
clarifier or substitute equipment to cbtai11 the same
resultso Th.is sho ;ld be completed for full operation in
time for the 1962 Stllll!'ler pcako
6.. Refrain fro approving additional areas to be annexed to
the South East Englewood l ~ater District until additional
treatment facilities are co.1structed and aa~uate supply
assured to justify the same.
7. At such time as the supply and plant capacity appears to
be adequate for further expansion of territory it is
recommended that preference be gi~·en to rounding out
and/or extending the area to the south to include Section
36, Tr 5 S; R. 68 W. in Arapahoe County and adjacent
areas in Douglas County, which wouid be in the vi.Cfiiity of
the proposed storage reservoir and l''ilter Plant.. Even
with the most optimistic estimates of available western
slope water, there v ould be insufficient quantity to
serve in the future both the area on the eaet of the Dist-
rict to Holly Streat, and the area described above, ad-
jacent to the County Line~
80 Pursue the possibilities of 100% metering of all accounts.
The elimination of lat-rate account,s would reduce the
demand by at loast 2s~;J1 which in turn would result in more
watar available :or more future tapso
