Mro Richard Lo Banta. Jro 1 Attorney, and. .Mro Ao Ao Brainar~ Jro1 committee member 0£ the
Board of Direetors of the South ... East Englew-ood Water District, were present to discuss
their future plans for further development ':>! the water system in the District, and as
to how their plans could be cg.,.ordi.nated mth the future plans of the City of Englewoodo
Mro Banta stated that~ a.s of July l~ 1962,, there aere J_,800 existi."lg water taps in the
district and that the original wat r system for the district ras designed for a maximum
of 5,600 water taps, and that at its present rate of gro-r~" this maximum number or taps
would, no doubt, be sll.l-passed \fl.thin i'rom one to tw years, which will require expansion
of the syatGmo
Mro Banta pointed out that their engineer•s report wae baaed on the as5umptian that the
City of F:lglewood ld.ll construct a tsatGr filter plant at the Nelr Englewood Noc l Dam site,
from which water ean be supplied to the district's proposed expanded syatemo
The report indicatas that1 in order to serve water p1•operly from a filter plant located
at Engle-aood Noc l Dam, to the clistrict•s GY..isting reservoir1 in Section 36 near County
L.in0 Road., a 30 inch steel transmission line,, at a total. cost of $361 11 000~ must be con ..
structed.o
Mr., Banta stated that the Board of Directors of th South-East Englewood Water District
desire to knowi
lo Would the City of Englet1ood consider dell vering treated vater to the South .....
East Englewood Water Distriet3.s reservoir" from a filter plant at Englewood Noo l
Dain by':
(a) Oonstruction ot the necessary )0 inch transmission line, or,
(b) sharing in the cost of said line"?
' 2o Wb.enf approx1.matol;r,, would the City of Englewood be in a. position to serve the
additional water necessary for the expansion program of the district?
In the diseussio.n which followed, it wtilS brought out that previous~ informal, pla.nrdng by
the Englewood Water and Sewer Board had inclu®d the probability of construction of adct...
itional filtration facilities at the dam site~ .Further, that ~hile 1~ is not th policy of
the City to participate in the cost of a water system ld.tbin the boundaries of a vat.er
distr1ot8 consideration might be given to the conatruotion of a transmission line to a
district boundary line,, -uhich would be a participation in the total cost or the necessary
transmission lineo
The members of the Water nnd SEJWer Board generally agreed that the City could not guarante
the exact date vmen tfater could be SeI'Ved from Englewood Noo. 1 Dam until ac-t.ual construction
of the dam has further prograssed and defiriits scbedultng or the filter plant has bean
authorizedo The future plans involve three phases of co...'"lstruction:
1o Construction o! the dam itself.
2o Construction of a filter plant.,
)o Construction of the transmission line to the district's ayst.emo
In addition,, th0 securing of West.Gm Slope water will haYe to be consumated,, all of which
vculd extend into 1965 be!ore completion.._,
However 3 if' water can be retained, other than Western Slope water, to fill the reservoir~
it might be possible that additional water wou.ld be available miring the sumer of 1964 0
The represQI'ltatives ot the South-East Englewood Water District wero assured that ettorts
would be made to formulate a more definite time schedule, and policy of sharing cost ot the
transmission lille from the proposed filter plant to the district o s syst. so that the district
can have a more definite answer to their questions as soon as possible. ·

In response to your request, made at your meeting on August 6th,
we have prepared .a preliminary estimate of th(') cost. or facilities to pu.mp
directly from the South Platte Ri11er to the Englwood Noo l ReSt'Jrvoiro
Pumping directly from the river,, as compared 111ith the faeilities necessm-y
.t'or pumping !rem the City Ditch, ti."'<>uld require a low roek: ... fill diversion
structlll.~e aeross the river~ add1tior&a.l steel pipeline, and additional
rigM;s.-of'-way o
We estimate the cost 0£ the required fnc1lities to pump .fro.~
the river to the reservoir will range between $3$0~000 and $400.,000.,. in--
eluding rights ... of ... "1ay9 The additional power coats,, p~i.ng from the river
would ba about $4 cents par acre foot of uatsr pump0do Our estimate ie
based on the average of tbs three low bids received August .3rd .for the
pumping plant and £acilit.iose
The lOlf bid, for Schedule B, submitted by Robert Dougan Co~
struction Compa?\Y does not include I'igM;&=.of=wa;y cost, City-Ditch cleaning~
end similar related it.oms., Tha total cost or Schedule B comparable to costs
tor facilities to pump from the South Platte River l:rould be $240~(}()0.;.$275,000o
The additional pumping eost of $4 cents per acre foot for the
river alternate would be more than offset by the City Ditch loss charges
which would amount .to about 20 per cant, a direct loss of 20 per cent of
$1lo00 or $2020 on each acre foot brought to the eastern slope ()

Engineer's~ were present to discuss, w2th the Board9 the t:ype oi contra.ct to be execut3d
between the City of Englewood and Wo Wo Wheeler and Associates for inspection a."ld
supervision of the construction ot Englewood No. l Dam and Reservoir.
Mr. Wheeler proposed the follO'tdllg four methods of compensationt
1. Lump-sum fee.
2. Fee based upon a. percentage of the construction costs"'
3. Cost plus a fixed fee.
4. PS1!'011 and gan ral overhead expenses~ plus 100 per cent., p1us reil!lbursable
expenses, as outlined and detailed in Section 6.3& Consulting Engineers Council
Manual 601 6lo
The discussion on the ma.t/6m• brought out that~ inasmuch as the manner i.."l which the
contractor will. proceed relative to -rorking shifts., etc. is not known, the last method
would be the most protsetiva :for the City.
