The meeting was called to order by Vice=Chairman Robohm at 5dO Po Mo
Members Present: Braun, Brownewellsi Percefull_, Robohm
Members Absent: Frantz" Oliner» Parker
Mro Babcock, Utilities Director9 advised the Board that thei~e had not~ as yet» been a
supplemental agreement made with Wo Wo Wheeler and Associates to cover the additional
engineering for the change in location of the p~ing station in connection with Englewood
Noo 1 Dam.
After considerable discussion on the basis of charges for this additional work~ it was
determined that the Utilities Director should mee·t with the City Attorney and Mr.,. Wheeler
to draw up the necessary supplement that will be acceptable to both parties~
It was also recommendedp by the Board,, that all work done by the engineers,p on a cosi;c.plus
basis should be itemized in detail on their statements~
The following letter» having been referred to the Water and Sewer Board.s> was received and

The City of Littleton is embarking on a study to determine the best
method of securing a firm source of water supply for both its present
population» and the population likely to be living within the City
within the next ten to twenty yearso
In determining this supply9 it seems probable that it might be mutually
advantageous to the City of Littleton to cooperate with neighboring
cities in the development of a water supply o This could be of mutual
advantage to both ci"C.ies and to the entire metropolitan area.:, In r~
gsrd to this~ we could be interested in obtaining your answer to the
following questions:
ao Is Englewood interested in selling treated water to the City
of Littleton?
bo Is Englewood interested in selling raw water to the City of
Littleton?
Co Does Englewood have any existing or proposed water develop ....
ment program in which they would be interested in the assist=
ance of the City of Littleton in the financing of the con=
struction cost of the program in exchange :for utilization of
a pro rata share of the total system capacities? In parti-
cular ,p would i·l; be possible for Englewood a.Tld Littleton to
develop or increase the capacity of already developed raw
water sources for the mutual benefit o:r both cities? If such
possibilities exist1 your coments and suggestions in regard
to them are solicited by the City of Littletoll<i
Any other comments or suggestions outside of the scope ot tne above
questions will also be appreciated.,

Dear Mro Fraser:
November 26 1 1962
As a result of an inquiry by officials of your District and
subsequent meetings of the Englewood Wat.er and Sewer Advisory Board,p I
have been instructed to write to you in an attempt to a.mplif.y and possi-
bly clarify some of the questions involved relative to the .future plans
and possibilities for coordinating plans and timing with your Distr.iotc.
Consequently I would like to offer the ;r:ollowing conunentsg
lr-. Englewood Dam Noo 1 at Dad Clark Gulch is now presentJ.y
under constructiono Due to favorable weather conditions this fall» pro=
gress is ahead of schedule with prospects of an earlier completion date
than originally estimated~

2t• Provisions 1n the construction contract speoi:ti&s that the
Ci t;r ma,y begin storing water when the height of the dam reach s a certain
elevation.!) thus considerable water could be available for use prior to
tb.e actual co11pletion of the damo
)o It is now definitely planned to construct a treatment
plant at the site of Englewood Dam No" l., primari.ly to better serve the
Southeast Engl.ewo?d Water District and also in so doing"' take part of
the load off the ·main treament plant in Englewoodo There will be some
questions as to tne elevation to which Engle-Jood would be obligated to
pump the watero
4o The above plant will necessitate a transmission line :from
the plant to the District's treated water reservoirs.. It was the concerr..
sus of opinion or the members of the Englewood Water and Sewer Advisory
Board that they would look favorable upon some participation by the City
toitard the e:xpense of this transmission line.o
5o By being able to deliver water to your District from both
the north and south will be a great advantage to ;your system from a supply
standpoint-and also would eliminate considerable expemse for larger trunk
· requirements over what would be required if all the water was delivered
from one direction and/or one pointo
60 Inasmuch as the City of En&J.awood and the District WO'Uld
be i:rxvolved in large sums of zooney to complete such an expanded progra111:i
it would appear to be good comnon sense to amend the exist~ Distribu=
tor~ s Contract in such a manner so that both parties woulde better
protected as a safeguard for their respective investmentso An expression
of your thirJdng on this would be greatly appreciated by the Englewood
Water and Sewer Boardo
7o The Personnel of the Utilities Department has cooperated
with your District officials,p engineers; developerss builders» plumbersp
eteo 9 throughout the many ramifications and problems,p which has reaul ted
in mutual benefits and a well established distribution systemo The
officers or the Dist.rict are to be c;onunended for their sound and efficient
managemento
Bo Since the first tap was issued the City has lived up to
the provisions of the Contract by furnishing good 9 safe9 potable water~
and at a reasonable price., It is true~ that recently we have baen foreed
to limit further laI•ge e.x,Pansi~ns of the District,, but I am sure you r~
cognize the !al.lacy both from the standpoint of the City and the District
by over-committing beyond guaranteed supply and scheduleo . .

Mro Babcock reported that he had been advised by Mro Mo Oo Shivers, Jr~i Water and Se-111er
Board Consul.tant.ll that certain shares of Antero Water Rights had been offered for sale to
th.e City of Englei:;ood and Mro Shivers desired to kr.ow whether or not the Water and Sewer
Board would consider the purchase of sameo
Mro Babcock pointed out that the rights in question were available in the High Line Ce.nal
and would be quite valuable in cor.anection with Englewood No'-' 1 Dam and Reservoiro

A discussion was next held relative to the constantly growing threat of possible pollution
of the South Platte River through the rel.ease of raw sewage or other foreign matter therein;
and11 whether or not it would be possible to initiate a system of checking all points along
the river and its tributaries within a proper distance from the City of &glewood raw "'1ater
intake to insure that there is no such activityo
Mr., Babcock was asked to study the possibility of some type of regular checking and report
his findingsa as soon as possible$ to the Boardo
