WHEREAS,, the City Council of the City of Englewood, Colorado, on March loth,
1958 (recessed fran regular meeting March 3rd, 1958) adopted a Resolution establishing
certain water rate schedules; and,
WHEREAS, it has been determined that certain changes are necessary:
NOW THEREFORE; BE IT RESOLVED, that the charges as listed under the section
titled FIRE s:mvICE, in the CITY OF ENGLEWOOD, COLCRADO, WATER DEPAR'&ENT, RATE
SCHEDULES AND M.ISCELI..L"'lEOUS CHARGES FOR WATER SERVICE, effective July lst, 1958, be

SUBJECT: STATUS REPORT .., NET BILLING AND COLLECTIONS -WATER AND SE~'iAGE TREATMENT

Attached is Annual Report to show the detail of net billing and collections during
the calendar year 1961~ along with the chronological growth in the number of taps
and custaners for both water and sewage treatmento
The report also shows, for comparativesD the totals for the years 1958, 1959 $ 1960
and 1961~ and indioates the percentage of increase or decrease in 1961 Vs o 1960 0
Please note particularly the following facts:
lo Although there was an increase of 803% in the number of water taps ~ there
was a total net decrease in net water billing in 1961 of $24 9 724 090 or 3 06%
less than 19600 This was caused by two main contributing factors :
(A) 1961 was a wet year compared to 196o 41 resulting in the pump i ng of
30a5% less water to outside city residential users and net billing
of ~1 094010 lees for same in 1961 than in l96o~
( B) Because of the conversion from monthly billing of all metered wat er
accounts to quarterly» cycle,, billing» a considerable amount of water
was pumped in November and December of 19619 to two groups of aecounts1>
for which credit could not be taken until meters were read and bills
rendered for smne in the first two months of 19620
2,, There was an increase in the number of sewer taps served of 1608%.s resulting
in an increase in net billing for sewage treatment of $30,145~50 or 20o5%
in 1961 over 1960 ~
Jo A greater difference is shown between the total a.rmual net billing and the
collections~ both for water and sewage treatment service, during 1961 than
previously o
This is also mostly due to our first partial year of quarterlys cycle f) billing,
in ldlich the water and sewage treatment bills coincide as to time of billing,
with the result that $11 ,600000 more water billing and &6 1 000000 more sewage
treatment billing was rendered late in Decembera 1961 .ll than at the same time
in 1960, with no opportunity to collect same before the end of the yea:r "
This situation is not due to delinquency of payments and will rectify itself
after the quarterly11 cycle, billing has been in effect for a full year,.
