The Board welcomed Clyde Wiggins as a returning member of the Englewood Water and Sewer Board. 1. MINUTES OF THE JANUARY 10, 2006 MEETING. The Englewood Water and Sewer Board approved the minutes from the January 10, 2006 meeting. Mr. Cassidy moved; Mr. Habenicht seconded: Ayes: Nays: Members absent: To approve the minutes from the January 10, 2006 Englewood Water and Sewer Board Meeting. Burns, Clark, Moore, Higday, Cassidy, Wiggins, Wolosyn, Oakley, Habinecht None None • Motion carried. • • • 2. ARTICLES FROM THE LITTLETON INDEPENDENT. The Board received two articles published in the Littleton Independent. The first article, "Possible rate hike exposes council rift" discusses Councilman Doug Clark's objections to a proposal to raise sewer rates and tap fees. The second article, "Clark proposes tap fee hike of more than $8 ,000" discusses Councilman Clark's proposal to raise tap fees to $9 ,931. 3 DAVID Hil.L 'S REVIEW OF PENDING WATER RIGHTS ISSUES. Stu discussed Mr. Hill 's review of pending water rights issues. Issues have involved the FRICO change case and two appeals of the Central Colorado Farm Wells case. 3. GEESE ON THE NORTH RESERVOIR. Bill McCormick appeared before the Board to discuss the problem of the 500 to 1,000 geese that winter at the Allen Plant, creating a potential health hazard. The Board viewed recent pictures of the geese population on the North Reservoir. In the past, using a shotgun to fire shell-crackers (a noise-making fireworks-type shot), has been an effective method to scare geese off the two reservoirs at the Allen Plant without harming the birds. An Administrative Policy dated September 13 , 2000 regarding violence in the workplace states that the City of Englewood's working environment should be free from "the use of weapons or the carrying of weapons onto our premises." In order to allow a shotgun at the Allen Treatment Plant for use with these noise-making shots, the City must amend the Englewood Municipal Code and change the City Manager's Administrative Policy. Discussion ensued regarding geese abatement solutions . Wayne Oakley noted that he lives next to the Allen Plant's North Reservoir, and contributed his observations on geese behavior and trends on the reservoir. The issue was tabled for future discussion. 4. BEAR CREEK DROP STRUCTURE. Bill McCormick appeared to discuss Bear Creek Drop Structure Improvements. Approximately eight years ago Urban Drainage rebuilt the McBroom Ditch drop structure . In the recent drought, it was discovered that the elevation of the McBroom • • • Ditch drop box structure was too low and the shareholders were unable to receive the entire 16 cfs water rights, which is the full amount that has been decreed to the McBroom Ditch Company. Urban Drainage and Flood Control District received bids from their contractors. Kemp & Hoffman was awarded the project for $67,725.00. Urban Drainage has obtained a Nationwide 404 Permit for construction and is paying half the cost, leaving $34,000 to be funded by the McBroom Ditch Company.
