MINUTES
April 11, 2006

1. MINUTES OF THE MARCH 14, 2006 MEETING.
The Englewood Water and Sewer Board approved the minutes from the March 14, 2006
meeting.

2. 1045 W . STANFORD AVE.
Mr. Fonda noted that Mr. Kermmoade, owner of 1045 W. Stanford, was scheduled to
appear before the Board but decided not to appear. Mr. Kermmoade received a letter
from the Utilities Department informing him of the Board's policy that the City does not
pay for piping the City Ditch unless the City has a need to pipe the ditch. This policy
allows adjacent homeowners to pipe the City Ditch providing all residents bordering the
ditch agree in writing to the use of the ditch land before construction. The ditch enclosure
would then be at the owner's expense and in accordance with required construction
standards and materials. A license agreement from the City would be required before
construction.
3. CITY DITCH AND McBROOM DITCH PRIORITY LIST.
Bill McCormick, Operations Supt., appeared to discuss the project priorities and
schedules for the City Ditch and McBroom Ditches. Bill noted that the property at 1045
W . Stanford is #5 on the City Ditch list.
3. SOUTHGATE/S. ARAPAHOE AGREEMENT FOR REIMBURSEMENT
In the early 1990's a clerical error caused 82 accounts that were in Southgate to be coded
as being in the South Arapahoe Sanitation District. As a result, Southgate residents
incurred the South Arapahoe Sanitation District Maintenance Charges, which were
substantially higher than Southgate's charges. The situation was discovered when a
homeowner observed that his property tax notice listed his residence in Southgate, but
Englewood's bill stated he was in the South Arapahoe Sanitation District.
An agreement was drafted between South Arapahoe, Southgate and the City of
Englewood to provide for the owners to obtain refunds, plus interest, based on their
length of ownership.

4. McLELLAN FENCE PROJECT
The Board received a copy of a memo and requisition, approved by the City Manager, for
the final section of the fence surrounding the McLellan Reservoir. Bill discussed security
measures in place for the McLellan Reservoir area.
5. INFORMATIONAL ARTICLES :
A. Article from Englewood Sentinel, "Council Sets Hearing on Sewer Fees." The
Board received a copy of this article noting the Littleton City council approved on
first reading the 2006 increase in sewer rates and tap fees. The vote was 5-1, with
Councilman Doug Clark opposed and Councilman Tom Mulvey absent.
B. Article from the Denver Post, "Quality City Fishery on Agenda." The Board
received an article regarding Denver's plan to double the storage capacity in
Chatfield while using half that excess for releases through Chatfield Dam to the S.
Platte River. It is expected that increased flows would benefit native fish
downstream. Stu noted that it could also improve Englewood's water quality.
C. Flyer distributed to Littleton residents, "Your Sewer Rates are Going Up -
Again!" The Board received a flyer discussing the recent sewer rate increases and
encouraging residents to call their council representative and insist that, "Growth
pays its own way."
D. Article from the Littleton Independent, "Campaign Finance Hearing Set." The
article discusses the latest edition of The Littleton Examiner being distributed to
Littleton homes. A complaint filed with the Secretary of State alleges the
periodical is not a news magazine, but rather campaign literature designed to
support Doug Clark and Marty Brzeczek.
E. Solar Bee information. The Board received information of the Solar Bee, a device
being used at the Allen Filter Plant and water tanks to prevent stagnation in
potable water storage reservoirs .

F . Article from Colorado Biz , "Thirst for Solutions." The Board received this
magazine article from David Hill , Englewood's water attorney, discussing the
legal issues between Greeley and Castle Rock.
The meeting adjourned at 5 :47 p .m.
The next Water and Sewer Board meeting will be Tuesday, June 13 , 2006 at 5:00 p.m. in
the Community Development Conference Room.
