MINUTES

The meeting was called to order at 5:03 p.m.

1. MINUTES OF THE JULY 11 , 2006 MEETING .
The Englewood Water and Sewer Board approved the minutes of the meeting of July 11 ,
2006 meeting.

2. WATER RIGHTS REVIEW FROM DAVID HILL, WATER ATTORNEY.
The Board received a copy of the July 5, July 10, August 8 and September 14, 2006
Water Rights Review from David Hill, Englewood's Water Attorney.
3. INFORMATIONAL ITEMS.
A. The Board received an article from the City of Littleton web site, "Irrigation
Projects." The article outlines the history of the City Ditch and its role in the
development of the South Platte River Valley.
B. The Board received an article from the City of Littleton web site, "McBroom
Family." The article outlines the history of the McBroom family and the McBroom
Ditch, the first irrigation ditch from Bear Creek in the area that is now Sheridan and Fort
Logan.
4. ABSENT OWNER POLICY.
The Utilities Department has encountered instances where rental properties are notified
(red-tagged) that the water at the property is scheduled for tum-off, with the absentee
owner claiming a bill was not received. In the case of Lisa Morris who owns 3110 S.
Race, she requested a personal call before her property is red tagged and in the case a
tenant moves, she wants Englewood to act as a collection agency to collect from tenants
that have moved. The existing billing system allows owners to request an extra copy of
the bill and late notice be mailed to their address.
Mr. Cassidy moved;
Mr. Wiggins seconded; · To reiterate the policy that the owner of any
premises is primarily responsible for all
charges arising out of the use of water at the
owner's premises pursuant to 12-lD-2
EMC. While it is the City's policy to accept
payment from an occupant on behalf of the
premises, the City will not attempt to collect
unpaid charges from any party other than the
owner of the premises. In addition, the City
will not make personal calls when a property
is red-tagged .

5 . DON COATMAN -RALPH M. LEID HOLDT AW ARD .
Mr. Fonda notified the Board that Don Coatman at the Allen Filter Plant received the
Ralph M. Leidholdt Award for Water Plant Operator of the Year presented by the Rocky
Mountain Section of A WW A for outstanding service and dedication.
Tom Bums entered at 5:45 p .m.
6 . UTILITIES BUDGET AND CAPITAL PROJECTS.
Stu reviewed the proposed 2007 Budget and projected capital projects with the Board.
The Utilities budget will be presented to Council at the September 23 budget retreat.
Possible water and sewer rate hikes were discussed.
The next Water and Sewer Board meeting will be Tuesday, August 8, 2006 at 5:00 p.m.
in the Community Development Conference Room.
