The Utilities Department has encountered instances where rental properties are notified (red-tagged) that the water at the property is scheduled for tum-off, with the absentee owner claiming a bill was not received. In the case of Lisa Morris who owns 3110 S. Race, she requested a personal call before her property is red tagged and in the case a tenant moves, she wants Englewood to act as a collection agency to collect from tenants that have moved. The existing billing system allows owners to request an extra copy of the bill and late notice be mailed to their address. Mr. Cassidy moved; Mr. Wiggins seconded; · To reiterate the policy that the owner of any premises is primarily responsible for all charges arising out of the use of water at the owner's premises pursuant to 12-lD-2 EMC.
