Hro Malone, Administrative Assistant, reported on information obtained from the files of the
Denver Post relative to material to be used for propaganda and public relations purposeso
Mro Malone was asked to contact Mrso Romans 11 Cit7 Planning Director, and offer any assistance
and matez1.al. available since Mrso Romans is heading the Englewood phase of a program to
furnish the people in the Centennial Acres area with pertinent facts by various means of
communica.tiono
It was brought out that unless a favorable Englewood stor.r is presented to the people in
the Valley Water and Sanitation Districts (Centennial Acres area) and the South=East
Englewood Water District» resulting in support for Englewood» the City could very well lose
both of these districts to the City of Denver for sel"V'iceo

The problem of the overloaded sanitary sewers in the Northeast section of the City was again
discussed, and the results or the recent rain and hail storm were explained by Mro Babcocko
It was brought out that this situation has been a problem o! long standing and that a
recommendation had been made by the Water and Sewer Board to the City Manager, quite some
time ago, that a study be made for the possible construction ot additional sewer lines for
relief of this condition but, as yet, no concrete program has been set forth,,

that engineering be coJrpleted; and, that arrangements be made for
financing and construction of proper sewer lines necessary to provide
relief for the overload of existing sewer lines in the Northeast

Mayor Brownewell reported that at a recent meeting in Aurora, Colorado, of the Colorado
Water Conserwation Board, various cities were asked to contribute to a feasibility study'
on proposed Two Forks Dam and Reservoir on the South Platte River$ to match State funds.,,
said contribution to be based on populationo
It was brought out that Englewood 0 s share would be $l.1 500a00o
The Water and Sewer Board members present indicated, in discussion, that they felt that it
would be worth this 8llOUnt to the City of Englewood even if' only to be in a position or
being kept current on proceedings by receiving reports, attending meetings11 etco

SUBJECT: BUSINESS AND OCCUPATION TAX
Pursuant to your request of May 20, 1963, entertaining a
recommendation from the City Manager with regard to refunding
the monies held in escrow and to the other areas of licensing
in the City, the following information is submitted for your
consideration.

Presently there are 31 cities in the State of Colorado which
have a Business and Occupation Tax. Revenues for 1962 are indi-
cated as follows:
Aurora
Thornton
Golden
Leadville

$50.00 to $5,940.00.
In view of the request made by the Chamber of Commerce to repeal
the Business and Occupation Tax, several alternatives were re-
viewed.
Repeal of the Business and Occupation Tax effective December 31,
1963, and refund of approximately $18,ooo.oo now held in escrow
was considered. The administrative cost to the City of refunding
the monies held in escrow would be approximately $750.00. This
includes the cost of checks, postage, and other supplies, as well
as labor. Loss of revenue for the year 1964 would be approxi-
mately $50,000.00.
Repeal or the Business and Occupation Tax could be made effective
June 30, 1963, allowing those funds now in escrow to be consumed,
thus reducing to a minimum the number of refunds. Loss of revenue
for the year 1964 would be approximately $25,000.00. Repeal on
this basis would mean that there would be a six-month period in
which no licenses or regulations would be maintained, unless
otherwise provided by the Council.
It is estimated that administrative costs of maintaining and
collecting the Business and Occupation Tax is approximately
$1,800000 per year, which includes printing, general supplies,
publication, and labor. As labor represents the bulk of admini-
strative cost (approximately $1,500.00), and as this amount
represents less than one full time person, it is doubtful that
over-all labor costs will be materially reduced. In fact,

expenditures for salaries alone are expected to increase
$47,000.00 to $50,000.00 in the General Fund .
If the Business and Occupation Tax is repealed, the following
alternatives would be available:
l. Impose a simple regulatory license with fees set
to offset costs. The question involved here would
be what classes of businesses should be licensed.
Attached for Council information is an application
form containing classifications of various
businesses now required to pay the Business and
Occupation Tax. The Council may desire to require
a license on all or part of these.

Additional franchise tax from the Public
Service Company will amount to approxi-
mately $12,000.00 for 1963.
It appears that Sales Tax receipts for
1964 will exceed the anticipated revenue
for 1963 by $35,000.00. This year 65%
will go to the General Fund and 35% will
go to the Public Improvement Fund. If
this same apportionment will be used in
1964, then $22,750.00 of this increase
will go into the General Fund.
An increase of property tax by one (1)
mill will produce approximately $47,000oOO.
An increase of cigarette tax from 1¢ to
2¢ would produce approximately $40,000.00
additional revenue. Denver has 2¢; Aurora 3¢;
Littleton, Westminster, Sheridan, and Lake-
wood have none.
Levying a franchise tax on the City 0 s Water
and Sewer Departments (2% of gross income)
would produce approximately $20,000.00o
Levying a tax on the Water and Sewer Plants
based on a 30% assessed valuation times mill
rate would produce app~oximately $28,000.00.
