by City Council at its regular meeting held November 6ll 1961» subject to renegotiation

An informal discussion on thia matter, by a part of the mamb rship of the
EnglewoOd Water and Sewer Boardll on October l.$th1> indicated that tbs City will require
that the tap fee schedule, now in e£.fect0 be continued in force and effect :tor the next

Although I am aware that the Board of the South Arapahoe Sanitation District
does not meet until November ll,, 1963, I am hopeful that you can advise me, in lfritingD
prior to October 29th, whether or not the Board is agreeable to the continuation of
these established f aes for the neA1; two years,, in order that formal action Jna1' be taken

Reference is made to the letter of John Do Curtice dated October
16, 1963, relative to the Co.nnector~s Agreement betwaen the City of
Englewood and South .Arapahoe Sanitation Districto The agr'9ement as
amended calls for re=negotiation of the City tap fee seheduleo
On behalf of the Board of Directars of South Arapahoe Sanitation
District, it is requested that consideration be given to a decrease
in the City tap .t'ee schedule .for the ensuing ·tw=year period under
the Ccrmector 9 s Agreement and to Justify this position the follotdng
is submi ttado
Since the organization of the District in 19S7, to and including
September 30, 1963, a total of 2796 taps has been connected to the
facilities of South Arapahoe Sanitation District, for which tap fees
have been paid to the Ci t;y of Englewoodo From l9S7 to 19$9 this tap
fee was, according to schedule,, in the sum of $SOoOO eacbo From 19S9
to 1963 the tap fee has been scheduled at $60000 for eaeh tapo Approx=
imately $154,,000oOO has been paid to the City o:r Englewood under the
tap .fee scheduleo In addition, tap fees are bei11g paid to the City of
Engl.e-iiiood through Southgate Sanitation District tor transmission of tbe
effluent to the treatrnem plant of the Cityo An additional sum has been
paid the City from tap fees from this sourceo
Tha purpose of too tap fees., a.s origi~ established, was to proc,.
vide funds far the construction of additioml treatment plant f'acilitieeo
This construction has long since been completed and it is believed that
the tap teea paid tor service comections in South Arapahoe Senita·tion
District and Southgate Sanitation District have more than paid for the
proportionate share of the additional treatment plant facilities as could
be equita.b'.cy charged to the Diatricto
In addition to the foregoing, the Board of Directors of both South
Arapahoe and Southgate Sanitation Districts have endeavored to hold
all. costs to developers am home builders as low as possibleD this being,
in the opinion of th Boards, an inducement for construction within
the area of the Districto Additional construction not only reduces
the cwrent cost to home oimers of the sewer .facilities installed b7
the District but. means additional revenue to the City of Englewood b7
way ot the quarterl.y service charge paid the City by home cnmerso
In view of the .foregoing facts" the Bosrd ot Diracton of South
Arapahoe Sanitation District urge that consideration be given to a ree-
duetion in the tap fee scheduleo

made a verbal offer, through their son11 Mro Albert Chik, to sell one share of said
rights to the Oit7 of Erlglewoclo Mro Chik bad stated that bis parents would be willing
to sall the one share at the same price which was paid him in JanuaryD 1961» £or snen
shares, or $300000 per ~eo

Mro Frantz~ Chairman:> advised the Water and Sewer Boal'd that this meet~ 0£ the committee
and the District Board, for all immGdiate intents and purposes» :.?pparently had been satis=
factory;., with various mi@mb&rs or the District Board having indicated an enthusias·tic re=
caption of the report and a. greater knolfledge of Englew'ood 11 s present and proposed fu·tura
position relative to its abilit:r to continue to serve the Diatricto . .
It was brought out tbat the South=East Englet?a-od Water District Board was interested. in
the possibility of' a "total service contract" which would inc.l.ude main»ename of the
distrietes water system b3' the CitYo Tb.e District Board was advised that such a contract
would certainly be considered by the Cit7 of Englenoodo
Mro Frantz stated tl!mt" although a request had been made9 in the letter from the District»
for an extension of time bayond the ey,piration date of the exi.stiilg contract on February 20~
