EngineerJJ advised that the district presently has capacity to serve approximately 5~500 water taps; that they are presently obligated to serve between 9»000 and 10,pOOO water taps which will require considerabl e expansion of their system; and9 that ~ in planning for expansion far full future development» the district shou.ld provide for capacity to serve a total of 14.,000 water tapso Mro Rea pointed out further that.9 if the new supply of water for this expansion program could be received from a filter plant l ocated at the new Englewood Noo 1 DemJ> costs could be reduced and expansion would be sinplified greatly; since it would be much closer to the di.strict 1 s present and future storage and much pumping now req:uired in receiving water at the north end of the district would be eliminatedo Mro Banta., Attorney for the District» indicated that» in order to enter into an amended contract.? the district would need assurance that tJ:•eated water w-ul. be available from the Englewood Noo 1 Dam facilities within a proper timeJ> and that the City will partici- pate in the transmission of same to the boundary of the district., In discussion., it was brought out that the City of Englewood» in an amended contract~ must have assurance of a continuing» future8 market» through this districtp to justify the additional e:xpense involved in the facilities necessary to i\irnish treated water from Englewood No o 1 Damo Mro Babcock advised further that these committees,p representing the Englewood Water and Sewer Board and the South~·East Englewood Water District., Building 3470 South Sherman Street Englewood, Colorado January 15» 1963 Rez South Arapahoe Sanitation District I have been requested to determine the position of the City of Englewood concerning a possible amendment of the Connector's Agreerrsnt now existing between South Arapahoe Sanitation District and the City of Englewood with respect to the area known as Vista Verde Subdivision now serviced by a lift station located on South Pennsylvania Street between Preston and Quinn Avenue so The reason for the request is that the Board of Directors of the Dis~., trict has under consideration the possibility of eliminating the lift station and if negotiations are CODJ>leted satisfactorily to themb to the construction of an outfall line connecting with the facilities of Littleton Sanitation District Noo 10 and the faoili ties of the City of Littletono This problem is the result of continued difficulties involved in the operation of the lift station3 the exorbitant maintenance and power costs, as well as public demand from the improvement association and individual inhabitants of the area with regard to the noise» odor am appearance of the station as now located and operated.a The Board of Directors of the District are of the opinion that the in= stallation of an outfall line to connect with facilities of Littleton Sa.n= i tation District ~)oo 10 would be far less expensive than replacing the existillt lift station with pumps and equipment of such size as would service the area and that subsequent costs would be less than continued maintenance and power costso If this could be accomplished.o then the CODJ>laints from the inhab= itants would be completely eliminated and the problems confronting the District would be greatly minimizedo Thm-e are approximately 321 taps on the line being serviced by the lift station at the present time~ including residence~ a school and a churcho The line is now overloaded and some action must be tclcen in the immediate future to correct this situation., While it is realized that there will be a certain revenue loss to the City of Englewood it is not to the best interest of the District to continue the expense and resulting complaints by the existence of the station, if the same can be removedo Discussions are being had with Littleton Sanitation District Noa 10 and the City of Littleton, ~mo appeared receptive to the position of the District at a minimum costo However» before such negotiations can be finalized it is necessary to determine the position of the City of Englewood on the question of disconnecting the taps and eliminating the property mw being serviced by the suation from the Connector's Agreement with the Cityo Accordinglysi it would be appreciated if' you could advise whether or not the City would be receptive to an amendment to the Connector's Agreement~ should an arrangement satisfactory to the District be reached with Littleton Sanitation District Noo 10 and the City of LittJ.etono Since this is a matter of an urgent nature, it would be appreciated if I could receive your advise in this regard by the time of the next meeti~ of the Board on February Enta.ewood Water and Sewer Board would be favorable to an amendment to the Connector's Agreement to allow disconnection of the sewer taps in question0 upon receipt of a f ohnal request for sameo The Board agreed9 and Mro Banta was advised~ that the City of Englewood would not be in favor of any reimbursement of head tap fees paid to the City for these taps., Mro Shivers$ Consultant, reported to the Board that the time has now-passed for appeal of the finding of the court for 1962., that Englewood had exercised diligence on Western Sltlpe water rights, and that he believed the City is in position to proceed with the development of sameo Following a discussion,p Brownewell moved.P Robohm, seconded$ That it be strongly reconmended to City Council that immediate action be taken to contract with Wo Wo Wheeler and Associates., Consulting Engineers., previously employed on the project, to follow up preliminary work they have perf'ormed with conpleted plans and specifications far
