MINUTES OF THE DECEMBER 14, 2004 MEETING. The Englewood Water and Sewer Board approved the minutes from the December 14, 2004 meeting. Mr. Bums moved; Mr. Higday seconded: Ayes: Nays: Members absent: Motion carried. To approve the minutes from the December 14, 2004 Englewood Water and Sewer Board Meeting. Bums, Clark, Moore, Higday, Cassidy, Otis, Garrett, Bradshaw, Habenicht None None • 'I 2. SOUTHGATE SUPPLEMENT #159. A request was made by the Southgate Sanitation District representing the owner, Tim Hester, for inclusion of Supplement #159 consisting of a parcel totaling 2.5 acres into the Southgate Sanitation District. This is vacant land zoned R-4. The proposed use is to erect a single-family home with construction beginning December, 2004. No changes in zoning or use are anticipated. The legal is attached as Exhibit "A." The property is located between Belleview and Powers, west of Quebec in Greenwood Village Mr. Burns moved; Mr. Higday seconded: Ayes: Nays: Members absent: Motion carried. 2. WATER RIGHTS ISSUES. To recommend Council approval of Southgate Supplement #159 submitted by Southgate Sanitation District for Tim Hester for inclusion of 2.5 acres to erect a single family home . Burns, Clark, Moore, Higday, Cassidy, Otis , Garrett , Bradshaw, Habenicht None None Mr. Fonda discussed having David Hill, Englewood's water rights attorney, appear at future meetings to discuss current and upcoming water rights issues. The Board requested that Mr. Hill appear at a future meeting. Gray Clark requested Mr. Hill submit a brief summary of the issues to be discussed. 3 . LETTER FROM DOUGLAS BENEVENTO OF THE STATE OF COLORADO -"WATER PROTECTION ADRIFT." The Board received a letter from Douglas Benevento , from the State of Colorado , to Greg Moore, Editor of The Denver Post. Mr. Benevento expressed his strong objections to an article that appeared in the Sunday, December 19 story in The Denver Post, "Water protection adrift." Stu noted that some items appearing in the article were misleading. 4 . WATER HARDNESS . Current hard water conditions were discussed. Stu discussed using various water diversions for blending water to improve water hardness in the Englewood system. 5. INFORMATIONAL ITEMS: Water Rate Structures as an Economic Tool: The Board received an article discussing various rate structures in water utilities in the West. John Gallagher of Black and Veatch was interviewed for the article, who was Englewood's consultant for the City's most recent sewer rate increase . Residents a Drain on Aquifers: An article, "Residents a drain on aquifers," appeared in the November 8, 2004 Denver Post. Planners are concerned about dropping water levels in the Highlands Ranch and Castle Rock areas . Bellevue homeowner stuck with $10,000 water bill: An article, "Bellevue homeowner stuck with $10,000 water bill," appeared in the December 8, 2004 Seattle Times. A homeowner was faced with a $10,000 water bill resulting from a leaking hose running to a boat lift. The City of Bellevue will not be adjusting the bill, but are allowing the bill to be paid in installments. Family displaced for 5 months after sewer backup: A story appeared on the December 8, 2004 9News, "Family displaced for 5 months after sewer backup ." The news story was about a family who just moved back into their home after sewage backed up and flooded their basement while they were on vacation. The home is located on a border of several sewer districts. The insurance company and the South Englewood Sanitation District are litigating the issue. Pharmaceutical Compounds and Personal Care Products: The Board received an attachment discussing personal care products and pharmaceutical compounds in drinking water supplies. Studies are being conducted to note resulting health effects . The meeting adjourned at 6:35 p.m. ·- The next Water and Sewer Board meeting will be Tuesday, February 8, 2005 at 5:00 p.m. in the Community Development Conference Room.
