MINUTES OF THE JULY 12, 1988 MEETING. The Englewood Water and Sewer Board minutes of the July 12, 1988 meeting were approved as written. Mr . Fullerton moved; Ms . Habenicht seconded: Ay es: Nays: Members absent : Mot i on carried. 2. CDM CONTRACT . To approve the July 12, 1988 minutes . Habenicht, Kozacek, Resley, Fullerton , Gu l l ey, Lay Neumann , Van Seiver None Van Dyke The Allen Plant is currently experiencing an algae problem. This cause s t he amount of water needed to wash the filters to increase from 0 .5 million g a l- lons per day to 3.5 million gal l ons per day. The Utilities Department will be 9 0 • • • placing notices in the "Sentinel" and the "Citizen" asking residents to con- serve water use . The cause of the algae problem appears to be the combination of an unusually large algae bloom in Chatfield Reservoir and the accumulation of alum sludge in the reservoir. Possible solutions to the problem were discussed by Mr. Fonda and Mr. Woika and include purchase of a floating barge/filter press sys- tem to remove solids from the reservoir, repiping of some plant process lines and the use of alternate water sources. CDM submitted as proposal to do the engineering for some of these projects, but the staff will be doing the ini- tial phase of the engineering. The Water and Sewer Board will be receiving information on the costs of the barge/press system and the plant repiping. 3. BOREAS PASS . The unsigned Special Use Permit for the Boreas Pass Ditch rehabilitation proj- ect was sent to the City by the U.S. Forest Service. Once it is signed and returned to the Forest Service with the Historical Study now being completed, the permit will be authorized and returned. Bids for the construction will be taken after the permit has been authorized. Mr. Fullerton moved; Mr. Resley seconded: Ayes: Nays: Members absent: Motion carried. 4. CONNECTOR'S AGREEMENT. To recommend the City Manager to sign the Special Use Permit for reconstruction of the Boreas Pass Ditch #2. Habenicht, Kozacek, Resley, Fullerton, Gulley, Lay, Neumann, Van Seiver None Van Dyke EPA has requested that the a Connector's Agreement be approved and signed by all the individual districts. Regulations concerning pretreatment were incor- porated into the proposed Connector's Agreement as well as comments from the individual districts. The time period for the agreement is 3 years, automati- cally renewed six times, unless notice is received by either party. Ms. Gulley moved; Neumann seconded: To recommend Council approval of the Standard Connector's Agreement and authorization for the Mayor to sign such Agreement as approved by the Water and Sewer Board. • • • Ayes: Nays: Members absent: Motion carried. The contract has been negotiated with Brown and Caldwell for the Bi-City Rehabilitation and Expansion, Phase I. The Bi-City Executive Committee is recommending Council approval by each of the city's councils. 6 . LOWRY LANDFILL LITIGATION The City of Englewood is currently negotiating with EPA and other contributors as a responsible party in the Lowry Landfill cleanup.
