The meeting was called to order at 5:05 p.m.

1. MINUTES OF THE JANUARY 9, 1990 MEETING.
The Englewood Water and Sewer Board Minutes of the January 9,
1990 meeting were approved as written.

2 . MEMO OF UNDERSTANDING FROM VALLEY SANITATION DISTRICT.
Mr. Fonda reviewed the Memorandum of Understanding between the
Valley Sanitation District and the City of Englewood regarding
the maintenance of the sanitary sewer system serving the Pleasant
View Subdivision. The memorandum addresses the responsibility
for sewer line maintenance and rehabilitation in the Pleasant
View and Valley areas.

3 • JIM JEHN PROPOSAL FOR DEEP WELL WATER EVALUATION.
Jim Jehn submitted a cost for reviewing and evaluating the State
Engineer's Office Determination of Facts relating to the
Englewood ground water applications. Differences were found
between the State Engineer's office determination .and the City's
application due to incorrect well locations, saturated thickness
differences and wells. The three to four week study to
investigate and quantify the differences is quoted at $7,000 to
$9,000.
4 . CITY DITCH PROPOSAL FROM McLAUGHLIN WATER ENG.
McLaughlin Water Engineers submitted a proposal for developing a
preliminary plan for enclosing the City Ditch between Ridge Road
and Mineral Avenue. The pending .Highway Department work on the
Santa Fe corridor might provide an opportunity to complete piping
segments of the ditch. The project is not to exceed $4,500
without receiving prior City approval.

Mr. Vobejda seconded: To recommend Council approval of the
proposal from McLaughlin Water
Engineers for a conceptual plan for
enclosing a portion of the City
Ditch.

Mr. Bullock entered at 5:20 p.m.
5. GUEST -DAVID HILL, WATER ATTORNEY.
David Hill reviewed the progress on the Denver Exchange Case, the
settlement being proposed and options available. Mr. Hill
reviewed the results of Englewood's Ranch Creek Exchange case and
the upcoming McBroom Ditch transfer.
Mr. McCormick noted the phosphate level of the water in the river
below Chatfield and suggested further testing.
Mayor Van Dyke voiced a concern regarding the deterioration of
water quality.
The Board adjourned at 6:20 p.m.
The next Water and Sewer Board meeting will be March 13, 1990 at
5:00 p.m. in Conference Room A.
