M. Members Present: Hill, Romans, Kreiling, Rice Munns, Nies, Ex-officio Members Absent: Martin, Kelley ITEMS OF BUSINESS I. Delaware Heights 0. K. Insley Subdivision 22-58 Hearing No. 9-60C April 7, 1960 355 W. Belleview 1 Block North of Belleview between Cherokee and Elati- Delaware Alley. Kreiling moved: Hill seconded: That the hearing be opened. The motion carried unanimously. Sta f f report: The Planning Director displayed the final plan for the Delaware Heights Sub- division. He pointed out that Lot No. 16 was less than the required size, but recommended waiver of this deficiency in the interests of good subdivision design. Adjoining property owners were notified in compliance with the sub- division regulations. The Chairman asked for comments from the people present concerning this subdivision. There being no interested parties pr esent, Kreiling moved: Hill seconded: That the hearing be closed. The motion carried unanimously. Romans moved: Hill seconded: That the Planning and Zoning Commission recommend to the City Council that inasmuch as there was no objection by the adjoining property owners, the final plan be approved with the waiver of the above mentioned deficiency. The motion carried unanimously. II. Wilson Investment Co. 855 W. Oxford Oxford Heights Subdivision W. Oxford, between Huron and Inca, South of Nassau. Hearing No. 15-60 March 24, 1960 April 7, 1960 Staff Report: Hill moved: Romans seconded: The preliminary design of the proposed subdivision was shown indicating compliance with subdivision regulations and acceptance by the City Engineer. Certain lots in the subdivision will have a frontage approxi- mately 1 1 /2 feet less than the required 60 feet. A 6 foot reserve strip has been requested to prevent frontage on the cul-de-sac by owners of adjoining property who will not sell their land to allow South Inca Street to be extended southward. That the preliminary plot plan be approved subject to the City Engineer's recommendations. The motion carried unanimously. III. KLZ Shopping Center Hearing No. 36-60 There was an unscheduled and informal hearing on the above subject with residents of Hampden Hills and Cherry Hills Heights. A general discussion brought out the following thoughts: 1. There are many adequate shopping centers accessible to the area; Englewood, Dry Creek, Brookridge, Woodlawn, Littleton, University Hills, Cherry Creek and soon Happy Canon Center. 2. The residential area would probably decrease in value while the immediate commerc ial area would increase in value. 3. The increase in traffic through the residential area and past schools would be hazardous to children. 4. Such a project would aggravate the drainage problem in the area, especially during the spring run-off. 5. Sh o pping center would bring an undesirable element; shop lifters, burglars, hot rodders, and bar flys. 6. The noise and lights are objectionable. 7. The area is needed for schools and parks. Page 504 Mr. Hill asked the people present if they would have any objections to high class apartments in the area. The people did not have any objections to nice apartments. IV. Mr. Walter Erwin Vacation of Alley Hearing No. 29-60E June 9, 1960 Romans Moved: Hill seconded: In 5000 Block Between South Broadway and South Acoma. June 23, 1960 July 7, 1960 July 22, 1960 That the Planning and Zoning Commission inform Mr. Erwin that the request for vacation of the alley be denied for the following reasons: 1. The Commission does not feel it is good policy to vacate alleys in commercial areas. 2. Vehicles would probably have to unload on Broadway. 3. Unless streets or alleys run westward into the property from Broadway through to Acoma, the north end of the remaining alley would be dead-ended with no turn around or egress. 4. Although pres e n t zoning on the west half of the property (along Acoma)is used for parking, this use is not being exercised. The parking zone, when used, would be aided by the additional ingress and egress afforded by an alley. 5. Because of so much confusion of land usage and pattern, caution should guide any further changes. 6. Should the property ever be sold for normal commercial purposes, an alley would be an asset. 7. Recovering a vacated alley is a difficult operation. The motion carried unanimously. V. ICRPC Correspondence Staff Report: Romans moved: Kreiling seoonded: The Planning Director stated that ICRPC had asked for the support of tre Planning Commission for electronic data center which would collect such information as land use, condition, occupancy and type of structures, origin and destination of occupants, etc. An idea for a map center was presente d, wherein the counties, cities and districts within the metropolitan area could readily obtain prints of up- to-date, accurate maps in standard scales. This service could possibly be supplied by ICRPC and be of more value than the electronic data center. That inasmuch as there are other areas, such as a map center, which are more vital and m uc ~ of the ,data information can be obtained elsewhere, that the support be denied. The motion carried unanimously. VI. Apartment Buil:ling Heights Staff Report: The height of apartments in R-3-B and R-3-A zones is outmoded according to our Building Inspector. It should be Garden Level and 3 in the R-3-B and Garden Level and 4 in the R-3-A. The Commission recommended that the staff study the problem and make a recommendation to the Commission. The Commission recessed at 11:00 P. M. to be reconvened at the pleasure of the Chairman to consider the rezoning of Hatfield-Oliner area and access to school property from H:ighway #70.
