The Planning Director called the Denver Zoning Office and found that they have such shops in zones comparable to our C-1 and C-2 zones. They have had no complaints. The staff was asked to look further into the matter, because although the matter correctly should go first to the Board of Adjustment, this Commission has to make rec mmendations on a new use. Mr. Rice said there was the problem of sound, fumes, lights and increased traffic. Also it was suggested that thE type of shop might change the fire insurance rate classification. VIII. Legal Notices Chairman Kelley said the legal notices used in the paper for public hearings should contain the names of the streets involved so people might know what area is affected. Most of the legal descriptions are too involved for the average person. There being no further business to come before the Planning and Zoning Commission, the meeting adjourned at 11 ~00 P. M. Schneider * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION Minutes of October 6, 1960 The Planning C0mmission meeting was called to order by Chairman Kelley at 8:00 P.M. Members Present: Romans, Martin, Rice, Kreiling, Kelley Munns , Nies, Ex-officio Members Absent: Hill I. The approval of the Minutes ofSeptember 2 2, 1960. Romans moved: Rice seconded: That the minutes be approved as written. The motion carried unanimously. II. J. Livesay Junk Yards Hearing No. 42-60 Mr. Jim Livesay, the guest speaker, was i ll and unable to attend the mee t ing. The Planning Director said Mr. Livesay wished to discuss restrictions on junk yards. Chairman Kelley suggested that the junk yards might be controlled by the owners using restrictive covenants. Providing all of the land owners agreed to do it, this method would work. Another suggestion was that the yards b e subjected to such strong restrictions that they would not want to be in the City. The Chairman suggested that the members of the Commission look over the S c enic Veie area thoroughly before the next meeting when Mr. Livesay will present his plan. ·III. Wilson Investment Co. Hearing No. 43-60 I I I I I Page 511 The Planning Director showed a preliminary plat of the area and indicated all of the lots have frontages o f approximately 58 1 /2 feet. This is slightly under the required 60 feet. The cul-de-sac on S o uth Inca has been eliminated and South Inca Street will go through to West Oxford Avenue . Rice moved: Kreiling seconded: That the Preliminary Plan of Ox f ord Heights, Fourth Filing , be approved subject to the recommendations of the City Engineer's Office and Water Department and that the requirement for 60 ft. minimum width f r ontag es be waived. The motion carried unanimously. IV. Planning Office Renewal of Downtown Englewood The Planning Director showed a drawing by Englewood School student, Howard Osborne, of the proposed "Shed Roof Mall" for the 3400 block on South Broadway. V. Planning Office Economic Evaluation Study The Planning Director outlined an economic study now under way which would determine the approximate costs and revenues to the City f r om an 800 home area. This evaluation will be completed by the end of October. VI. Dr . Byall Rezoning 3630 So. Sherman Hearing No. 3 8 -60 Sep t ember 8, 1960 Septe mber 22, 1960 The Assistant Planner contacted Dr. Byall to find out to whether or not he was still in- terested in rezoning. Dr. Byall said he has been approached by another party in that area who is interested in rezoning for a doctor's office and, together, they are g oing to sound out local opinion. VII . Planning Office Cinderella City Proposed Shopping · Center on KLZ Land Hearing No. 36-60C August 18, 1960 September 8 , 1960 September 22 , 1960 The Planning Director said the staff hopes to work on traffic and drainage problems which might be caused by the sh o pping center. Mr. Von Frellick has been asked, a second time, for a plan of proposed ingress and egress pattern and drainage layout. So far there has been no reply. VIII . The staff has been studying the intersections at East and West Floyd Avenue and South Broadwa y. The walk lights do not protect pedestrians because cars make right and le f t turns through the crosswalks when the walk lights are on. They have come to the conclusion that probably a share-the-phase a r rangement will solve the problem and have written the Gades · Signal Company for ·assistance. The problem of ingress to Majestic Motors and First National Bank parking lot was also discusse d :. IX . Mr. Kreiling stated that Mr. Oliner has appealed to the Council for rezoning of the area that was turned down by the Commission. The hearing is to be October 17, 1960. X .
