The Planning Director showed a preliminary plat of the area and indicated all of the lots
have frontages o f approximately 58 1 /2 feet. This is slightly under the required 60 feet.
The cul-de-sac on S o uth Inca has been eliminated and South Inca Street will go through to
West Oxford Avenue .
Rice moved:
Kreiling seconded: That the Preliminary Plan of Ox f ord Heights, Fourth Filing , be approved
subject to the recommendations of the City Engineer's Office and Water
Department and that the requirement for 60 ft. minimum width f r ontag es
be waived.
The motion carried unanimously.
IV. Planning Office Renewal of Downtown Englewood
The Planning Director showed a drawing by Englewood School student, Howard Osborne, of the
proposed "Shed Roof Mall" for the 3400 block on South Broadway.
V. Planning Office Economic Evaluation Study
The Planning Director outlined an economic study now under way which would determine the
approximate costs and revenues to the City f r om an 800 home area. This evaluation will be
completed by the end of October.
VI. Dr . Byall Rezoning

The Assistant Planner contacted Dr. Byall to find out to whether or not he was still in-
terested in rezoning. Dr. Byall said he has been approached by another party in that area
who is interested in rezoning for a doctor's office and, together, they are g oing to sound
out local opinion.

The Planning Director said the staff hopes to work on traffic and drainage problems which
might be caused by the sh o pping center. Mr. Von Frellick has been asked, a second time, for
a plan of proposed ingress and egress pattern and drainage layout. So far there has been no
reply.
VIII . The staff has been studying the intersections at East and West Floyd Avenue and
South Broadwa y. The walk lights do not protect pedestrians because cars make right and
le f t turns through the crosswalks when the walk lights are on. They have come to the
conclusion that probably a share-the-phase a r rangement will solve the problem and have
written the Gades · Signal Company for ·assistance.
The problem of ingress to Majestic Motors and First National Bank parking lot was also
discusse d :.
IX . Mr. Kreiling stated that Mr. Oliner has appealed to the Council for rezoning of the
area that was turned down by the Commission. The hearing is to be October 17, 1960.
X . There bein g no further business to come before the Commission, the meeting adjourned at
9:35 P.M.

The Planning Session was called to order by Chairman Kelley at 8:15 P. M.

I. The approval of the minutes of October 6, 1960.
Rice moved:
Martin seconded : That the minutes be approved as written.

II. City of Englewood Annexation Hearing No. 3 9 -60A
September 8, 1960 23.1 Acre Tract S9uth and
East of the South Federal
Boulevard -West Union
Avenue Intersection.
The City Council passed on first reading, a bill for annexation of this area. The Planning
Director outlined the area on the map and submitted preliminary figures of an economic valua-
tion. Revenue included Franchise taxes, Highway User Tax, property tax, specific ownership
tax and special registration fee. The total was $6,846.
Costs included fire, police, library, water, sewer, parks and recreation, street lighting
and traffic regulation. They amounted to approximately $6,251.
Although the figure for street maintenance had not been received the cost figures so indicated
that the area would approximately pay its own way.
Mr. Kelley asked if it would need another fire or police station. It was stated that no
additional stations were indicated by either the police or fire chiefs.
Rice moved:
Hill seconded: That the Planning and Zoning Commission recommend to the Council that
the City of Engle\\Ood annex Centennial Acres, 4th Filing for the following
reasons:
1. This area will round off the Englewood boundary.
2. Departments of the City will not encounter excessive cost in po-
viding service to the proposed annexation.
The motion carried unanimously.
III. Planning Office Adams Tract Hearing No. 40-60A
September 22, 1960 Land Northeast of Federal-
Union Intersection.
Mr. Esch, City Attorney, has been contacted on the legality of having an ordinance requiring
planted screening oetween incompatible zones. It is his opinion that it is not workable in
Colorado as the Supreme Court would probably rule against the City in any suit on the matter.
Mr.Jim Livesay, Chairman of Industrial Development Committee, Shamber of Commerce, said that
Mr. Adams, owner of said area, has said he wants to work with the Planning Staff to rezone
the area tothe best advantage.
It was agreed that the Planning Director should contact Mr. Adams and show that the screening
strip would be to his advantage and invite him to the next Commission meeting.
IV. J. Livesay Junk Yards Hearing No. 42-60A
October 6, 1960
Mr. Jim Livesay described how junk or auto wrecking yards discourage nice plants from coming
iBto Scenic View industrial area. He said that two industries have e s tablished themselves
in that part of Englewood and he felt if we could get some of the junk yards cleaned up or
eliminated that more :industries would be interested •
Mr. Kelley suggested that we add another zone in Englewood which could be used for junk
yards and other uses that are not now allowed in the City. He felt that in this way they
could be grouped in one area.
Mr. Livesay said he had been approached with a proposal for a planing mill which would be a
marginal use of that type.
After a lengthy discussion, it was suggested that the Planning Staff draft some recommendations
for the junk or auto wrecking yards and submit them to Mr. Esch. Mr. Livesay stated that
Colorado Central Power Company attorneys would be happy to assist Mr. Esch in this effort.

The Planning Director presented the final plan of the subdivision and noted the following
conditions:
1. All lots have approximately 58.18 foot frontage rather than the required 60 foot
minimum.
2. Pins have not been concreted on this subdivision. (Nor have they been concreted
on Centennial Acres, 3rd Filing).
3. A Performance Bond has not been posted in order to assure street paving.
4. The seven foot existing easement running north and south through Lots 14-17 along
the west line of the Childers Subdivision should be vacated by Council.
Hill moved:
Martin seconded: That the Planning and Zoning Commission recommend to the Council that
the final plat of Oxford Heights Subdivision, 4th Filing, be approved
with the following stipulations:
1. The variance be allowed for 58.18 ft. lots.
2. The pins be concreted.
3. The Performance Bond be posted.
4. The seven foot existing easement running north and south through
Lots 14-17 along the west line of the Childers Subdivision be
vacated by Council.
The motion carried unanimouslv.

Mr. Wilson asked if the Commission has any suggestions of a screening method to protect
their potential property owners fr om an "old eye-sore apartment house." It was suggested
maybe the owners would take care of it.

Chairman Kelley read a letter written to Arapahoe County Planning Commission from Mr. Von
Frellick concerning our inquiry about drainage and traffic problems. The letter said in
effect, these problems were to be taken care of after the zoning is obtained.
Mr. Hill and Mr. Rice gave reports on the Chamber of Commerce meeting on the preliminary
report of the Larry Smith study being conducted for the downtown Englewood businessmen.
The following facts and suggestions came forth:
1. Re d esign downtown Englewood.
2. At the present time the Sears type of department store could create a
critical traffic problem.
3. If the downtown merchants start an aggressive program the downtown area
will attract a Sears type operation.
There was a lengthy discussion on the study and what recommendations should be given to the
Arapahoe County Planning Commission.
Hill moved:
Martin seconded: That the Commissi o n's reply to t h e Arapahoe County Planning Commission
be the following:
Unfortunately, because of the failure of the developer to supply re-
quested information on matters of traffic, drainage, sewerage and water
requirements there are still many unresolved planning considerations in
the northeast section of the City. We refer to requests for drainage
and traffic studies by the County Planner and to our letter of October
5, 1960 to your Commission which was answered in the negative by the
· developer on October 9, 1960.
It is generally agreed that shopping centers enhance the tax base of
the County and school districts, however, in this case Englewood would
be burdened with street and drainage problems, the cost of which are,
under present conditions, unascertainable.
Perhaps more important than other considerations is the fact that the
Time-KLZ site is surrounded by high level residential areas. The owners
of property in these areas have willi ~gly paid higher costs in order to
enjoy the atmosphere that now exists.
Because of the above reasons the Englewood Planning Commission must
view the development with skepticism.
The motion carried unanimously.
VII. Parking and Traffic Committee of Chamber of Commerce Hearing No. 43-60
Mr. Lee Jones said the committee wanted the support of the Planning Commission on the in-
creasing traffic problems created by:
1. The heavy traffic flow on Highway #70.
2. The increased amount of traffic on South Clarkson.
The narrow right-of -way along West Belleview.
4. The saturation of South Santa Fe.
The Committee would like t h e following recommendations passed on the Council.
Martin moved:
Rice seconded: That the Planning and Z0ning Commission recommend to the Council that:
1. A study and funds be provided for the proper interchange at Route
#7 0 and the Englewood business district.
2. That South Clarkson between Route #70 and Belleview be designated
as a State Highway.
3. That additional land be purchased along West Belleview in order to
widen that highway.
4. That study be given to the possibility of a north-south arterial
west of and paralleling the Platte River.
The motion carried unanimously.
VIII. Garden Level Apartments and Hi-rise Apartments
The Planning Director said that Beryl Wallace, the Building Inspector, asked that Garden
Level Apartments be made subject to the approval of the Board of Adjustment. It was decided
that this request might be held for a short period pending study of a possible zone change
involving hi-rise apartments.
There being no further business to come before the Commission, the meeting adjourned at
11:45 P. M.
