Broadway Zoning Ordinance Amendment Mobile Home Expansion Cherrelyn Trailer Court Hearing No. 1-60-B January 7, 1960 February 4, 1960 The Acting Planning Director submitted a tentative amendment on expansion of mobile home courts. After discussion, the Acting Planning Director was a s ked to prepare another amend- ment incorporating changes as sµggested b y the Commission. R. F . Frantz 60 E. Floyd Rezoning and Su p division 1 1 /2 Blocks North of Belleview between Cherokee & Elati-Delaware alley. Hearing No. 9-60 A plan was presented to the Commission whereby the subject property could be subdivided and existing buildings removed. This would be economically feasible only if twenty sites could be obtained which is not possible with the present R-1-B zone. The applicant re- quested that the area be rezoned to R-1-C to allow building on 60-foot sites. This action would provide a buffer zone between the R-1-D and R-3-A zones. Kreiling moved: Kelley seconded: That the property be posted and pu b lic notice pu b lished for a hearing to be held on April 7 , 1960. Ayes: Hill , Kelley, Kreiling, Jones Nays: None Absent: Martin, Romans Planning Commission City Master Plan No. 6 Downtown Development Hea r ing No. 6-60A Fe b ruary 4, 1960 Mr. Nies presented hi g hlights of the off-street parking study which were an inventory of the downtown parking and considerations for expansion of further off-street parking. It was suggested by Mr. Hill tha t he, Mr. Jones and Mr. Nies meet with the Chamber of Com- merce Off-Street Parking Committee on February 29th to discuss this study. Planning Conference at Boulder Mr. Jones and Mr. Nies reported on the Planning Conference at Boulder, stating that the most valuable section of the Conference was the panel discussions. Each group discussed one sub- ject such as urban renewal, annexations, or zoning. A hi g hlight of the meeting was the speaker from the Tennessee Valley region who emphasized that planning should be on a regional basis such as the present ICRPC in this region. ICRPC Meeting Report Mr. Jones reported on the ICRPC meeting of February 16. Most of the meeting was devoted to explaining new developments in the growth guide. A new growth guide will be available, probably in August or September, giving detailed information on such things as influence of highways, employment centers, regional shopping areas, land ownersh i p (holders of large blocks), and availability of utilities. Kenyon Ave. and Little Dry Creek Page 471 Hearing No. 34-59 and 5-60C Chairman Jones opened the hearing for rezoning of the subject area from R-1-D, R-2-A and R-2-B to R-3-A. The Acting Planning Director pointed out the subject area on the City Zoning Map and showed colored slides of the area so all concerned could have a clear idea of the property in- volved. He and the Planning Commission Chairman summarized the following points of the Bowes Report that favored rezoning of land to R3-A as follows: 1. R-3-A will increase the overall land value o f the entire area, whereas commercial re- zoning will result in blighting effect on the land not fronting Highway 70; and single family zoning will bring the lowest yield on the land. 2. The City of Englewood is deficient in multiple family dwelling land by 155 acres, whereas there is a surplus of commercially zoned land in the City. 3. The area would be a g ood location for apartment development as it would draw from the downtown area and Swedish Sanitarium. The Chairman stated that the Cherry Hills Planning Commission was not oppos ed to rezoning the subject land to R-3-A. The Chairman asked for comments fr om a y one with additional information to present in favor of the rezoning to R-3-A. Mr. Kaiser, attorney for Peerless Builders, presen te d drawings of a proposed apartment development which would be built if the area is rezoned to R-3-A. He stated that his client had contracted to buy property at 3600 and 3601 S. Washington and is interested as a single entity in having the area rezoned. Mr. Simon spoke on behalf of his client, Mr. Drinkwine, who favored rezoning the area to R-3-A. Mr. Kreiling questioned why the area south of Kenyon was omitted from the rezoning now under consideration. Mr. Jones pointed out that the area is extensively developed as one-family residential dwellings at the present time. He stated that if at some f uture time it becomes apparent that this area might be developed f or multiple-family use , it could be considered for re- zoning to R-3-A at that time. Hill moved: Romans seconded: That the City Planning and Zoning Commission recommend to City Council that the 17 acre tract bounded by South Lo gan Street and South Clarkson Street and between East Jefferson Avenue (Colorado Highway 70) and East Kenyon Avenue and Little Dry Creek, be rezoned from R-1-D, R-2-A and R-2-B to R-3-A for the following reasons: 1. That it would be more compatible with the existing residential use and would result in a more orderly redevelopment of the en- tire area. 2. Would help correct the deficiency of this category in the City and would also exert a nominal damage on existing singles and doubles and would not adversely influence values in other multiple- family zoned areas in the City of Englewood. 3. Would provide for the redevelopment of the entire area rather than just the strip along East Jefferson Avenue (Colorado Highway 70). 4. The proximity of the downtown area and of Swedish Hospital and the employment these areas generate would create a demand for multiple family dwellings. Ayes: Hill, Kelley, Kreiling , Martin, Romans, Jones Nays: None Absent: None Planning Office City Zoning Ordinance Amendment Amending the Ordinance to Permit Mortuaries in the R-3-A Zone Hearing No. 10-60 (Also see Minutes of Feb. 18, 1960) Chairman Jones opened the he a ring for amending the zoning ordinance to allow mortuaries as a principal use in the R-3-A zone . He asked for comments from proponents of this use. Mr. Simon pointed out that the Bowes report recommends non-retail uses in this area. It was brought out in previous discussion that a mortuary falls in this category. Page 472 Mr. Jones called f or comment from those opposed to allowing mortuaries as a principal use in the R-3-A zone. Elsie Johnston 3106 S. Pennsylvania -Was opposed to a mortuary in this area because of the traffic problem. Some of her property was used to make the highway a through street and she did not believe something should be put in this area which would hinder traffic. Ralph Bivens 3629 S. Pennsylvania -Was opposed to a mortuary in this area because it would be restrictive to other businesses in the area. The processions would tie up traffic on the highway and surrounding streets. Mr. Herzog 3625 S. Pennsylvania Mr. Sales 3601 S. Lo gan Was opposed to the mortuary because services at the mortuary would be disrupted by noise from surrounding business places and funeral processions would be a traffic hazard to children in the area. He has rental property in the area and it would be difficult to keep renters near a mortuary. Standard Serv. Sta -He stated that a mortuary would be restrictive to his business and would require his station to be quiet during services at the mortuary. Martin moved: Hill seconded: That the hearing be closed. Ayes: Hill, Kelley, Kreiling , Martin, Romans, Jones Nays: None Absent: None The Chairman pointed out that it must be determined whether the amendment creates any problem that is against g ood zoning practice. Location, type of use and what the whole area has to of fer are factors that should be considered. There would be questi ons raised as to mortuaries in any of the zoning classifications. It should be recognized that mortuaries must be readily accessible to main thoroughfares. Mr. Hill pointed out that the Bowes study is very comprehensive and homogenous with other studies in that area, and that in his opinion a mortuary would be a proper use in this zone. Romans moved: Hill seconded: That the City Planning and Zoning Commission recommend to City Council that the zoning ordinance be amended to allow mortuaries as a principal use in the R-3-A zone. Hill moved: Romans seconded: That the matter be tabled until the meeting of March 24th and that Mr. Esch be contacted to clarify the wording of the tentative amendment. Ayes: Hill, Kelley, Kreiling, Martin, Romans, Jones Nays: None Absent: None Planning Of fice City Revision o f Zoning Ordinance Wrecking Yard Fences Hearing No. 8(a)60B Febnuary 4, 1960 February 18, 1960 The Acting Planning Director presented a ten l ative amendment to the zoning ordinance for fencing wrecking yards. The Commission discussed the two points which should be revised Mr. Esch concerning date of compliance by the wrecking yards and insertion of wording to elude junk yards. Romans moved: Hill seconded: That the matter be tabled until the meeting of March 24th and that Mr. Esch be contacted on the two points in question. Banfield Recording Secretary MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY PLANNING AND ZONING COMMISSION Date: Subject: Recommendation: March 10, 1960 17-acre tract bounded by South Logan Street and South Clarkson Street and East Jefferson Avenue (Colorado Highway #70) and East Kenyon Avenue and Little Dry Creek. That the subject area be rezoned from R-1-D, R-2-A and R-2-B to R-3-A for the following reasons: 1. That it would be more compatible with the existing residential use and would result in a more orderly redevelopment of the en- tire area. 2.
