Members Present: Love, Touchton, Rice Romans, Ex-Officio Members Absent: Carlson; Hill; Miles Page 721 Inasmuch as a quorum was not present, the regular meeting was not held. Copies o f the Drainage Plan section of the Master Plan were given members for their study and review. Brief discussion followed. The Secretary was asked to poll the members of the Commission in order to determine whether or not a quorum could be present at a special meeting on August 29, 1963. CALL TO ORDER: CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION August 29, 1963 . Special Session The special session of the City Planning and Zoning Commission was called to order by Chairman Rice at 8:10 p.m. Members present: Carlson; Love; Miles; Rice Romans, Ex-officio Members absent: Hill; Touchton II. APPROVAL OF MINUTES: Mr. Rice noted the Minutes of August 8, 1973 , page 2 B , "Master Street Plan", should be amended. The truck route in Northwest Englewood is designated as South Tejon from West Dartmouth north to West Evans rather than from the "city limits" to West Evans. This section of the Minutes should be amended to read: "A truck route in Northwest Englewood was discussed. South Tejon is presently designated as a truck route from West Evans south to West Dartmouth. It is proposed the truck route be South Raritan from West Evans south to West Harvard, west on Harvard to South Tejon and south on Tejon to West Dartmouth. From Evans to Harvard, Tejon would be designated as a collector street. This proposed desi gnati on would run the 0 truck .route thr ough the industria l area rather than on the western edge of it. Dis cussi on followed. Hill moved: Love seconded: That the truck route in Northwest Englewood be designated as South Raritan frQm Evans south to .Harvard, west on Harvard to South Tejon and south on Tejon to West Dartmouth as part of the Master Street Plan. The motion carried unanimously." CARLSON MOVED: LOVE SECONDED: The Minutes of August 8, 1963, be approved as amended. The motion carried unanimously. Mr. Hill entered and took his seat with the Commission. III. AUDIENCE: Mr. Rex Garrett stated he owned six acres on West Tufts just west of the City Ditch between West Tufts and West Stanford extended. It is presently zoned R-1-D and is proposed as R-1-C, both classifications being single-family. Mr. Garrett felt this area was not desirable for single-family homes but would be desirable for industrial development. Discussion followed. Mr. Garrett was advised to make regular application f or rezoning after the Council has reached a decision on the Comprehensive Zoning Ordinance. Mr. Touchton entered and took his seat with the Commission. Page 722 IV. OLD BUSINESS. A. Action Committee. A report on the activities of the Englewood Merchant's Association was given by Mr. Hill. He reported he has not encouraged the signing of the petitions requesting the one-way street and no left turn restrictions be removed. Mr. Hill stated that the merchants question whether or not the survey being conducted by Mr. Small, hired as a Consultant for the Action Committee , and the re-routing of traffic can both be afforded at this time. Mr. Hill further felt it would be unwise to re-route downtown traffic just before the Christmas shopping season. Mr. Hill stated he hoped the petitions would not be submitted immediately, although Mr. Little, Attorney for Englewood Merchant's Association who has drawn the petitions up, is urging their submission. ~11.r. Rice gave a brief summary of the Action Committee meeting of August 21, 1963. At that meeting , the Action Committee organized, naming Mr. Graham Chairman, and Mr. Ambrose and Mr. Eachon as Vice-Chairmen. Mr. Love was excused from the meeting. B. Review of Master Plan. A new Storm Drain Plan section of the Master Plan was given members. This section of the Master Plan is being drafted from the study done by Harold Hoskins and Associates and sub- mitted in 1961. Brief discussion ensued. C. Truck Route Case #14-6'3 The petition requesting Oxford be designated as a truck route rather than Quincy, was referred to the Commission by the City Council. The Director stated a memo had been sent to the City Engineer in regard the feasibility of designating Oxford as a truck route, particularly the comparison of grades on Oxford and Quincy. Mrs. Romans read the reply from Mr. Davies. Mr. Monson, Planning Aide, had prepared a drawing of the two grades , and this was displayed to the Commission. Considerable discussion in regard the City Ditch followed. It was determined that further inquiry be made of the Denver Water Board to see if the natural course of the City Ditch could be changed at Oxford to alleviate the grade at that point. Further discussion followed; no decision was made. D. Jefferson County Planning Conference. Members were reminded of the Planning Conference on September 6 and 7. Reservations were made for Messrs. Rice, Carlson, Touchton, and Mrs. Romans to attend this Conference. V. NEW BUSINESS: A. Alternate to I.C.R.P.C. Mr. Rice stated that Planning agencies have one ''representative" and an "alternate" to the I.C.R.P.C. At the present time, the Chairman of the City Planning Commission is designated as the "representative" and Mr. Lee Jones is the "alternate". Mr. Jones has been unable to attend meetings of the I.C.R.P.C. for some time, and in the event Mr. Rice has been unable to attend, the City has not been represented. It has been previously discussed that the Planning Director be named the City "alternate" to I.C.R.P.C. HILL MOVED: TOUCHTON SECONDED: The Planning Commission recommend to City Council that Mrs. Romans be designated as the City "alternate" to I .C.R.P.C. The motion carried unanimously. VI. OTHER: Mrs. Romans stated that the Action Committee Chairman, Mr. Graham, could meet with the Planning Commission September 5 for a general discussion of the goals of these two bodies. Mr. J. K. Smith is the new Director of I.C.R.P.C., and wants to get acquainted with the members of the different Planning Agencies. It was suggested that Mr. Smith be invited to meet with the Commission on October 10. Meeting adjourned at 10 p.m. Respectfully submitted, Gertrude G. DATE: August 29, 1963 SUBJECT: "Alternate" to I .C.R.P.C. RECOMMENDATION: The Planning Commission recommend to City Council that Mrs. Romans be designated as the City "alternate" to I.C.R •. P.C. CALL TO ORDER. The regular session of the Englewood Planning and Zoning Commission was called to order by Chairman Rice at 8:05 p.m. Members present: Carlson; Miles; Touchton; Rice Romans, Ex-officio Members absent: Hill; Love Also present: Mr. Graham; Mr. Small II. APPROVAL OF MINUTES. Miles moved: Carlson seconded: The Minutes of August 29 be approved as written. The motion carried unanimously. III. OLD BUSINESS. A. Montage. Copies of the Monta ge were given Commission members. Information for this section o f the Master Plan was taken from the 1960 United States Census. Mr. Love entered and was seated with the Commission. Mrs. Romans explained the Montage. This report is a compilation of information on popula- tion distribution, population density, racial-ethnic groups, median income , condition of housing units, population composition (age distribution; age and sex of population), and schooling completed. Mr. Hill entered and was seated with the Commission. Members were asked to study this section of the Master Plan for review at a future meeting. B. Storm Drain Plan. Members were given additional revisions of the Storm Drain Plan. The basic source of in- formation for this section o f the Master Plan is the Harold Hoskins Report. Members were asked to study this section of the Master Plan for review at a f uture meeting. IV. AUDIENCE: Mr. Rice welcomed Mr. Graham, Chairman o f Citizens' Action Committee, and Mr. Small, Con- sultant to the Action Committee, to our meeting. Mr. Graham was asked for a summary of the program of the Action Committee and the progress the Committee has made. Mr. Graham stated the Action Committee was not in a position to do any of the work of the Planning Commission, but he felt they could gain some public suppcrt for some plans the Commission has tried to develop and carry through in the past. Mr . Graham felt it necessary to develop reasonable ingress and egress patterns and parking facilities; he further felt it must be done now, if the downtown area is to survive. Mr. Graham stated he felt the Core Area Improvement District failed because it did not receive the public support it needed. Mr. Graham felt the Action Committee could gain this public support.
