VI. SUBDIVISION APPLICATION REQUIREMENTS.
Mrs. Romans pointed out that on the "Checklist for Subdividers" the applicant is requested
to supply the Planning Department with a list of adjacent property owners prepared by an
Abstract Company. Mr. Fout is considering subdividing his property and has contacted both
the Planning Of fice and the City Attorney on this matter. Mr. Fout feels the cost of having
the list prepared by an Abstract Company is excessive and would like permission to have the
list prepared by other means.
Discussion ensued. The Commission felt the subdivider should accept all responsibility for
correctness of the list submitted, and the method of obtaining the names and addresses be
left up to the subdivider. It was stipulated, however, that if the list were not completely
correct, the Hearing date on the Subdivision would be postponed until an accurate list was
prepared and presented.
VII. TRUCK ROUTE CASE #14-63A
The proposal to change the truck route from Quincyto Oxford was discussed. Figures compiled
by the -School District of the number of children crossing both streets t o their respective
schools were cited. Further discussion followed; no decision was made.

The motion carried unanimously and the meeting was declared adjourned at 10:20 p.m.

CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
November 7 , 1963
Regular Session
The regu lar meetin g of the Englewood Planning and Zoning Commission was called to order by
Chairman Rice at 8:10 p.m.
Members present: Hill; Love; Miles; Touchton; Rice
Romans , Ex-officio
Members absent: Carlson
Staff present: Wayne Monson
Audience: Mr. James Curran, Mr. Don L. Graebner, Judy Allison , Carroll Schnackenberg,
Sharon Reeves, Sue Hardin, Lois Totton, Jean Buck Richards , Richard A. Shipman
Members of the Commission and staff were introduced.
II. APPROVAL OF MINUTES.
Love moved:
Touchton seconded: The Minutes o f October 10, 1963 and October 24, 1963 be approved as
presented.
The motion carried unanimously.
III. AUDIENCE.
Members of Englewood High School Civics Club and their sponsors were welcomed to the meeting.
The function and procedures of the Commission were explained, and copies of the Rules and
Procedures Manual were given the group.
IV. OLD BUSINESS.
A. Elks Lodge Case #13-63A
3100 South Galapago
The October 24th meeting was reviewed, at which time representatives of the Lodge were in
attendance. Mrs. Romans reported a memorandum had been sent to the Utilities and Engineering
Departments. The Utilities Director had indicated the water line is adequate for either an
R-2 development or the Lodge. The City Engineer has stated that only three lots, Lots 1, 2,
and 3, Corder Subdivision, could be used as building sites, as there is a drainage problem
in this particular area. These factors have been discussed with members of the Lodge; a re-
zoniRg application was given them, but there has been no further contact with the Lodge.

B. Fout Subdivision

Case #10-63A
Mrs. Romans reported an Engineer has been hired to draw the plan for the Subdivision of the
Fout property. Mrs. Romans asked Mr. Monson to report on his review of the plans thus far
submitted to the office.
Mr. Monson stated 10' utility easements were indicated on the Plat; the Subdivision Regula-
tions requires a minimum of 16' easements. There is an existing house on one lot; the lot
has been enlarged, but the side yard requirements as set forth in the Comprehensive Zoning
Ordinance are not met in this particular instance. The Engineer working with the Fouts has
been advised of these problems.
Mrs. Romans stated she has talked to Mr. Fout about obtaining the names of adjoining property
owners , as required by the Checklist for Subdividers. Mr. Fout has indicated he has obtained
a portion o f the names.
C. Citizens Action Committee.
A report on the activities of the Action Committee was given by Chairman Rice and Mr. Love.
A thorough review of the intent of this Committee was given for the benefit of the Civics
Club. Mr. Love pointed out that the proposed downtown location of Cinderella City ori ginated
with the Action Committee. Mr. Love also reviewed various existing and proposed traffic
plans the Committee had discussed.
D. Rezoning Hearings.
Mrs. Romans reminded Commission members of the two rezoning hearings set for December 5,
1963. One request is for the extension of R-2-B zoning in the 3700, 3800, 3900, and 4000
blocks of South Grant, Logan , Pennsylvania, Pearl and Washington. Land Use Maps of this
area were reviewed. Discussion ensued on the validity of the existing two-family uses in
an area that has never been zoned in the City for other than single-family use.
Mr. Rice asked that the existing uses be checked against City records to determine the
validity of the non-con forming uses.
Mr. Carlson stated he felt it mandatory a Housing Code be established and enforced. He
commented that if this particular area were rezoned R-2, and every dwelling that could
possibly accommodate two families were so used , the school could not possibly be adequate.
The other rezoning request is in the 4600 block of South Acoma, east side. A Land Use Study
has been made in this area also. The request is a change from R-2-B to R-4. It was noted
that Mr. Boggs has stated he wants to use his property for an off-street parking lot for the
Broadway businesses. An off-street parking lot requires a minimum of 100' frontage; Mr. Boggs'
property has 80' frontage.
Mr. Monson stated there is a drainage way through this property and two curb cuts are
presently installed. Discussion followed. Mr. Touchton asked that more information be
obtained as to why the curb cuts are existing.

Miles and Hill seconded: The Commission remind the City Council that a Housing Code
should be considered and adopted before the first of the year.

E. Truck Route
Quincy vs.
Oxford.
Case #14-63B
Mrs. Romans reported the State Highway ·Department has notified the City a traffic signal at
West Quincy and South Santa Fe is warranted. Discussion ensued.
V. NEW BUSINESS.
A. Rules and Procedures.
Revised copies of the Rules and Procedures Manual were given members. The procedures of
annexation and rezonings were up-dated to conform with the Comprehensive Zoning Ordinance .
B. Hawthorne School.
Mrs. Romans stated the Hawthorne School was for sale; an inquiry has been made as to whether
or not a nursing home could be put in this building. It was indicated by the realtor that
any "sensible" use would be approved by the Zoning Board.
Discussion followed. Mrs. Romans was instructed to have a Land Use Study made of the area.
C. I .C.R.P.C.
Mrs. Romans reported the annual dinner meeting was scheduled for November 19th. Members
interested in attending were asked to make reservations.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY
PLANNING AND ZONING COMMISSION.
DATE: November 7, 1963
SUBJECT: Housing Code
RECOMMENDATION: The Commission remind the City Council that a Housing Code should be con-
sidered and adopted before the first of the year.

II. APPROVAL OF MINUTES.
Hill moved:
Miles seconded: The Minutes of November 7, 1963, be approved as presented.
The motion carried unanimously.
III. OLD BUSINESS.
A. Fout Subdivision Case #10-63B
The Planning Director stated the pre-preliminary plat of the proposed subdivision had been
discussed with the Fouts and Commission members two or three months previous. The Preliminary
Plat has been filed by Mr. Fout; Mrs. Romans reported that Mr. Monson has worked with Mr.
Costin on the Plat, and that most suggested corrections have been made. It was pointed out
that there might be a problem in hooking onto the sewer line on South Jason; it was also
brought out that Mr. Fout feels if it is necessary to re-align the existing sewer, that it
should be done at the City's expense. Discussion ensued.
Hill moved:
Carlson seconded: The Preliminary Plat be received and referred to proper Departments for
recommendation.
The motion carried unanimously.
B. Elks Lodge Case #13-63B
Mrs. Romans reported there had been no further contact from members of the Elks Lodge re-
garding the property in the 3100 block of South Galapago. However, Mr. Bill Young , repre-
senting the owners , has made inquiry about rezoning the property to I-1. Rezoning applica-
tions have been sent Mr. Young, but .have not yet been filed.
