CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION April 21, 2003 CALL TO ORDER The regular meeting of the City Planning and Zoning Commission was called to order at 7:00 p.m . in the Community Development Conference Room in the Englewood Civic Center, Chair Waggoner presiding. ..., Present: Adams, Krieger, Lathram , Roth, Waggoner Absent: Diekmeier, Mueller, Schum, Welker Staff: Senior Planner Langon Assistant City Attorney Nancy Reid II. APPROVAL OF MINUTES April 8, 2003 Chairman Waggoner stated the Minutes of April 8, 2003 were to be considered for approval. Ms. Lathram stated since she wasn't at the April 8 meeting she would need to abstain. Chair Waggoner stated a quorum was not available to approve the Minutes; therefore, a vote was postponed to a future meeting. Ill. STUDY SESSION Unified Development Code Chapter 16-6-1: Dimensional Standards Chapter 16-6-10 : Design Standards and Guidelines Ms. Langon thanked Mr. Roth and Ms. Krieger for attending the open house on April 16. The Commission went through Chapters 16-6-1 and 16-6-10 page by page identifying grammatical, spelling, consistency, and formatting errors, as well as discussed design standards. Chair Waggoner asked for clarification regarding the width of driveways in 16-6-1 :8(1 ). Ms. Langon explained the 12 feet or less in width for driveways is what is exempt from lot coverage. Anything over 12 feet would be included in lot coverage. The same principal applies to private walkways over 5 feet. Regarding page 4, Street Frontage, Chair Waggoner suggested the distance be measured linear rather than horizontal. The Commission agreed . 1 • • • Referring to Table 16-6-1 .1, Ms. Krieger stated there was no minimum floor area given on small lots . She suggested a 650 square feet minimum. The Commission agreed. Chair Waggoner asked for clarification on the 300 foot distance regarding obstruction of view on an interior or corner lot. Discussion ensued. Ms. Reid stated it appeared the other measurement for the sight distance triangle was missing . She stated she would attempt to clear up the language. Discussion ensued regarding height exceptions. The Commission agreed that spires , steeple, belfries, etc. should be for non-residential uses. With regards to porches, decks, terraces, and patios, Ms. Lathram asked that language be added to permit ground level patios and flatwork to encroach into the side and rear setbacks . Discussion ensued. Ms . Langon stated she would be out of the office for the next three weeks . She asked the members to assist her b y making notes and sample language of areas that need clarification . She stated she would not be able to make all the necessary changes before she left, but would provide Clarion with the Commission 's comments . The proposed schedule is that a complete public review draft of the entire UDC will be available for the Commission 's review on May 2 0. She reiterated that all the changes may not be included in that draft and again asked for the Commission 's assistance in reviewing the entire document and drafting language before the public hearings begin . Ms. Krieger stated the appeal process was omitted from the applicable procedure for desi gn standards. Ms. Reid stated she would look at previous chapters to ensure consistency. Discussion ensued regarding garage conversions into li v ing space . The Commission agreed that if a garage were converted to living space any driveway in a front yard would need to be removed since parking pads will be prohibited. With regard to 16-6-10:8(C), Ms. Krieger asked if three techniques was too restrictive. Discussion ensued. Ms. Lathram confirmed the standards were for new construction onl y . Ms. Langon stated an increase of 15 percent or 500 square feet, whichever is greater, would trigger the design standards. Discussion ensued regarding whether the entire fa<;:ade would need to change if the addition does not affect the front fa<;:ade . The Commission agreed that exception language should be added for non-affected, pre-existing conditions. Mr. Roth asked if 45 decibels for noise emissions was consistent with the City's Noise Ordinance. Ms. Reid stated she would check for consistency. Ms. Langon again urged the Commission to review the public review draft when it is received in May and to continue to make language suggestions before the public hearings begin . 2 • • • IV . DIRECTOR'S CHOICE Ms. Langon stated she would not be in town on May 6, the Commission 's next regularly scheduled meeting. She asked the Commission if they wished to meet in her absence. The Commission decided not to meet on May 6. Ms. Langon stated Lauri Dannemiller will be meeting with the Sheridan City Council and Planning Commission on May 6 to discuss the South Platte River Open Space Plan. Ms. Langon stated the Commission is welcome to attend that meeting, but that the main purpose of the meeting is for Englewood to listen to Sheridan's concerns and suggestions regarding the Plan . Ms . Langon reminded the Commission that the public hearing on the Open Space Plan was continued to May 20. V. ATTORNEY'S CHOICE Ms. Reid had nothing further . VI. COMMISSIONER'S CHOICE The Commission had nothing further . The meeting was declared adjourned at 8:50 p.m . 3
