I. CALL TO ORDER
The regular meeting of the City Planning and Zoning Commission was called to order at
7:05 in the City Council Chambers of the Englewood Civi c Center, C hair Roth presiding.

M r. Welker asked that on page 3 the initials NEC , SEC and NWC be spelled out. Mr. Roth
noted a misspelled name on page 3, next to last paragraph , Embre should be Embre y.

Mr. Graham, Senior Planner, was sworn in. He provided proof of notice in the Englewood
Herald on December 21, 2007 for the Public Hearing for Case #2007-12 to the Recording
Secretary.
He stated the subject of this Hearing is Amendments to the Unified Development Code
(UDC) which would add Hotel, Extended Stay as a definition under visitor accommodations
and add the use in the Light Industrial 1-1 Zone District.
He stated there is a community desire to have a hotel and currently there is a hotel inter-
ested in locating in Englewood. Through Amendments to Englewood Zoning Ordinance in
2004, hotels were eliminated as uses by right in several zone districts. In the previous form
of the Ordinances, uses were cumulative and if allowed in commercial zone districts they
were allowed in industrial. In this case, if they were allowed in B-2 they would be allowed in
the industrial districts. The changes from hotels as a use by right came about four years ago
and Staff has not had a case where a hotel has proposed to locate in Englewood since . The
interest by the Value Plac e Hotel in a location on Santa Fe Drive north of the old Cinderella
Twin Drive-in and south of Rob Roy Road has prompted Staff to come forward with the
change in the Zoning Ordinance to accommodate that use.
The Hotel, Extended Stay definition should occur in two places in the Ordinance: 1) under
visitor accommodations and 2) alphabetically under Hotel.
Staff proposes to add a definition that says: "Hotel, Extended Stay: A building containing
guest rooms in which lodging is provided in which access to guest rooms is primarily
through lobbies, courts or halls, with or without meals for compensation, which is opened
primarily to transient guests but may include a limited number of permanent guests and
where provisions are made for cooking in guest rooms." The main change is the provision
of cooking facilities in the room.
In summary he stated the changes requested tonight consist of two changes , adding the
definitions, and adding the "P" in the Permitted Uses table under 1-1 . He also stated Staff
would recommend this issue of whether hotel uses could be permitted in the MU-B-1, 1-2,
and MU-R-3-B zoning districts be considered further by the Pl anning commission. The se re-
commendations are not being asked to be adopted at tonight's hearing, only the Ordinance
changes.
Mr. Fish had a question regarding the H otel, Extended Stay definition. It states "where pro-
visions are made for cooking in guest rooms." Does that imply that they cannot be built
without cooking provisions? Mr. Graham sa id under this definition the units would all have
cooking accommodations. Mr. Fish asked if that was a requirement. Mr. Graham stated that
was correct. Mr. Fish stated his concern with the way the definition was written is that it is
required that the rooms hav e cooking accommodations. Do we want that? Mr. Graham
stated under the current definition of hotel, which is also being added to the 1-1 Zon e Dis-
trict, it does not require cooking accommodations . You would fall into only one of the cate-
gories, with or without cooking accommodations.

Chair Roth stated it appears parking requirements have been added, but did not see land-
scaping requirements, set backs , or height limitations in the industrial districts. Mr. Graham
stated there are no height restrictions in the industrial district. Parking requirements tend to
dictate the size of a building . Hotel, Extended Stay would be required to have the same
parking requirements as any other hotel. Currently, there is a landscaping requirement in
industrial. The developer will be required to do perimeter landscaping along the frontage
road , parking lot landscaping and the required open space for industrial zones . There are
no required set backs, but by virtue of the fire department, hotels end up providing large
set backs because the fire department needs to be able to get around the entire building.
Mr. Welker asked what restrictions of a similar nature are in the B-2 District. Mr. Graham
said B-2 has a height restriction of 60 feet, the same parking requirements, and a 1 5% land-
scaping requirement. Mr. Roth noted that 1-1 and 1-2 are the only zone districts that do not
have height restrictions. B-1 has a height restriction of 100 feet.
Mr. Welker asked if in an 1-1 District it matters whether there are setbacks and landscaping
requirements for an y structure. Mr. Bleile noted there is not that much landscaping in that
area currently, so why start it. Mr. Knoth agreed .
Mr. Fish said if he is reading the Staff Report correctly up until the Uniform Code was
adopted in 2004 hotels were allowed in Industrial Zone Districts. Mr. Graham stated that
was correct. Mr. Fish said for the entire timeframe until several years ago hotels could have
been built in that district. He asked if Mr. Graham had any historical knowledge as to what
people were looking for. Mr. Graham stated he has been working with Value Place. They,
like many of the extended stay hotels , have looked at industrial properties. Industrial prop-
erties are prime locations for extended stay hotel. ... business people want to be close to the
businesses and /or airports. This change came about some ten years ago so the omission of
hotels from industrial zoning four years ago, when the City 's Code was modified, was not in
sync with the industry . Mr. Welker said the desire to have a hotel in Englewood has been in
the Comprehensive Plan as far back as maybe 1979.
Chair Roth thanked Mr. Graham for his testimony and asked if there was anyone else who
wished to speak. There was no one .

TEL AND HOTEL, EXTENDED STAY AS A PERMITTED USE.
Mr. Bleile said he felt the market will dictate if an extended stay hotel is built and it is gen -
erally going to be nicer, even if taller, it will have fairly high design standards, and some
type of landscaping. He said he doesn 't feel that type of establishment will detract from the
value in an industrial zone .
Mr. Brick said Section 9 of the Comprehensive Plan which has to do with the environment,
not only greenhouse gasses , but beautification of the City of Englewood and calls out in
several places for landscaping by both businesses and other entities. He said he feels it is
important even in industrial area s, to look at some type of landscaping to beautify and in-
crease the value of the overall City. He said he feels the extended stay hotel is a great idea.
In Section 7 of the Comprehensive Plan , Business and Employment, Objective 5.2 says to
increase the value and appeal of Englewood's retail and industrial corridors in order to
stimulate economic growth. He said he believes Staff's proposal will do both .
Mr. Welker said having a hotel would be a benefit to the City, no matter where it is located.
There is a need for a facility such as this. He asked the members if there should be addi-
tional special restrictions for this use in the 1-1 District. Mr. Fish said he did not see the need
for further restrictions . Mr. Welker stated he supports the change . It's a smaller step than
looking at it in all the possible locations that the Commission will be looking at in future
months . Mr. Bleile agreed.
Mr. Fish said the definition for Hotel, Extended Stay requires cooking facilities in the guest
room. He said he would be more inclined to allow that to be optional, let the market
choose . Discussion ensued regarding the wording of the definition .
Mr. Brick amended the motion:

IV. CONSULTATION: ARCHITECTURAL INVENTORY FOR 2310 W HARVARD AVE
Mr. Graham said the Planning Commission is acting as the consulting party to determine
historical significance for the property at 2310 West Harvard Avenue . Mr. Graham said
Arapahoe County will be providing Federal funds to Habitat for Humanity for a project on
the site if they can determine they are not adversely impacting a historic amenity. He refer-
enced Arapahoe County's completed Architectural Inventory Form included in the meeting
packet. Their conclusion was that the property does not qualify to be on the National Regis-
ter of Historic Places. Arapahoe County is asking the members to agree or not agree with
their assessment.
