April 7, 2009
I. CALL TO ORDER

The regular meeting of th e City Planning and Zoning Commission w as called to ord e r at
7:0 7 p.m. in the Community Development Conference Room of th e Englewood Ci v ic
Center, Chair Bleile presiding .
Present: Bleile, Roth , King, Welker, Calonder, Krieger, Knoth, Fish , Brick, Kinton
Absent None

II. APPROVAL OF MINUTES
March 3, 2009
Due to the March 3 rd Minutes being inadvertentl y omitted from the meeting packet th ey
w ill be approved at the April 21 st meetin g.
Ill. UDC TEXT AMENDMENTS FOR THE NEW MEDICAL ZONE DISTRICTS

Mr. Voboril stated the Public Hearing for the UDC text amendments and the rezoning of
the medical district is scheduled for May 5, 2009. Staff has been working on assembling the
text. The City Attorney's office is currently reviewing the text and Public Works is working
on the legal descriptions for the districts . He referenced two large maps. The first map is the
original map of the district the Commission has previously seen and the second one shows
the same area with boundaries following existing property lines, keeps the medical campus
w ithin the same zone district and adjusts the boundary on the southern end . The second
map is the one that will be used in the rezoning process.
Ms . Reid asked if the boundaries shown are consistent with the Swedish PD . Mr. Voboril
stated he did not know at this time but would check .
The first text changes added two provisions to the section entitled District Regulations to b e
Uniform . The Commission approved the additions .
Next the Commission re v iewed the Table of Allowed Uses. M01 has been added to the
residential category and M 1, M2 and M02 added to Non-Residential. Each individual use
section was reviewed. The Commission asked that hospital use be removed from the

MUR3B and M01 sections. Ms . Reid will check to see is that is possible . The Commission
stated if it cannot be prohibited can it be changed to conditional?
Mr. Welker would like to see Bed and Breakfast a permitted use in MUR3B . Mr. Voboril
noted these amendments are for M 1, M2, MO 1 and M02 only. Since the MO 1 category is
included in the MUR3B category they would have to be separated to include Bed and
Breakfast in M01 and not in MUR3B. Ms . Krieger said there are only a few properties and
it makes no sense to go to a lot of work for just a few properties .
The Commission wanted to know what the meaning of "Dormitory" was. Mr. Voboril read
the definition. The Commission felt it does not apply and should be removed as an
Accessory Use.
Food vendor carts will be added as a Temporary Use in M 1.
A new line item will be added under Use Specific Standards for Residential Uses that reads :
6. One-unit dwellings in the M-1 and M-2 Zone Districts are permitted only as
replacement uses for one unit dwellings that existed on the effective date of this title. Ms.
Reid noted there already was a number 6 in the Code so the numbering would need to be
changed in the final version .
New line items will be added for Parking Areas, (Surface) and Parking Facilities, (Structure ).
The Commission agreed with both additions .
A new chart has been added entitled Table 16-6-1.1 a: Summary of Dimensional
Requirements for Principal Structures Located Within Medical Zone Districts and Overlay s.
Mr. Voboril reviewed the chart. Some members thought the chart was too complex and
others felt it was fine as is . Ms. Reid suggested dividing it into two charts. After discussion it
was decided illustrations showing where the zoning heights are located and one showing
where the special zoning for lots fronting Hampden, Jefferson and the 3500 block of Logan
and Clarkson would be helpful. Mr. Voboril stated he would add those. Mr. Roth noted
there was a footnote 6 in the chart, but none listed.
Sections were added to the Additional Dimensional and Developing Standards section
entitled:
• Maximum Retail Gross Floor Area Exemption
• Minimum Lot Size Exemption
• Setback Requirements
• Minimum Lineal Street Frontage
• Zone of Transparency
• Required Building Entrances

The Commission would like an illustration of the Maximum Ret ail Gross Fl o or A rea
Exe mption showing the arterial and collector streets. A diagram will also be don e for th e
Zone of Transparency. Under Required Building Entrances the Commission asked that th e
word units be remo v ed and building be added. Mr. Voboril stated after discussions with
Staff, the bulk plane requirements will not be enforced in the MU-B-1 , MU-B-2, M-1 , M-2,
M-0-1, M-0-2 or TSA zone districts.
Next, changes to Tabl e 16-6-1.2: Summar y Table of Dimension al Requir em e nts fo r
Accessory Structure s was discussed .
Driveway requirements in residential and non -residential were revi ewed . The Commis sion
approv ed of the changes.
Tabl e 16-6-4.1 a: Minimum Off-Street Vehicle Parking Requirements for M-1 , M-2 , M-0-1 ,
and M-0-2 Districts were reviewed. Mr. Welker asked if the parkin g stud y that w as b ein g
don e ha d been completed . Mr. Voboril said it had , but was ve ry di sa ppointing. Th e
Commission asked why the y had not seen it. The y were offered a cop y, but declined at thi s
time . Parking requirements will be based upon square footag e of th e lo t and ha ve bee n
adjust ed from what the current code requires . The Commission f elt parking shoul d b e
discussed further at the next meeting .
Th e Commission asked Mr. Voboril to work on a final copy of the am e ndm e nts and brin g
th at back to the April 2 1st m e eting for their review .
