REGULAR MEETING
July 7, 2009
I. CALL TO ORDER
The regular meeting of the City Planning and Zoning Commission was called to order at
7:04 p.m. in the City Council Conference Room of the Englewood Civic Center, Chair Bleile
presiding.

Mr. Roth noted in the motion the reference to fo rwarding to City Council should be

111 . APA TRAINING SESSION

Director White introduced Mr. Graham Billingsley, principle of Billingsley Consultants and
former President of the Colorado Chapter of the APA.
Everyone introduced themselves and provided a brief history of their time on the Planning
Commission.
At this time Mr. Billingsley began his power point presentation on "Planning History, The
Roots of Today's Decisions and Legal History, Takings".
Upon completion of the presentation Mr. Billingsley offered to answer any questions the
Commission might have.
Chair Bleile asked where the movement of redeveloping suburban areas and urban areas
are headed .
Mr. Billingsley said he felt the inner ring suburbs have a great deal of potential. Once you
get past the first ring it becomes very difficult.
Chair Bleile asked how inner ring suburbs take advantage of that growth opportunity in the
short term (2 to 5 years) and long term (5 to 15 years).
Mr. Billingsley said it will take some political will. A lot of communities are concerned about
density. Communities have to decide density is a good thing if done right. It comes down
to educating the people in the communities. He feels the front range has a long way to go .
People live in the suburbs for a reason.
Mr. Welker said for Englewood, redevelopment rather than new building is the game as we
do not have large areas of vacant ground, but higher density redevelopment is scary to the
• older citizens of the community.

Mr. Billingsley said the critica l thing almost every time is that there is a clear vision . Th e re
are always going to be a number of people in the community, and particularly those that
have been there for a while, who are not going to want to see that kind of change . It 's very
difficult and comes down to compromise . The question is how much do you compromise .
If you compromise too much you haven 't necessaril y done much good at all. He said the
general public throughout the nation is becoming more comfortable with the densification .
Almost every major city in the country saw significant population gains in the last decade.
In 1946 20 % of the population moved ever y year. In 2007 12 % moved every year. Mor e
people own homes today so the less mobile the population becomes .
Ms. Langon asked Mr. Calonder to comment on what he sees from a banking perspecti v e
in regards to home ownership . Mr. Calonder said banks are limited as to who they can lend
to as fewer and fewer people are qualified to obtain the loans. When banks were forced by
the government to make loans to unqualified people that produced the problems we're in
now. If the government stayed out of it we'd all be better off. Discussion ensued regardin g
the housing market.
Chair Bleile thanked Mr. Billingsle y for his presentation . He exited the meeting at this tim e.

Area Plan City Council Public Hearing held on Monday, Jul y 6 th. Second reading is
scheduled for July 20 th .

.~ Mr. Brick thanked Staff for arranging for Mr. Billingsley to speak at a meeting. He said
he enjoyed the presentation . He wou ld also like Mr. Hollingsworth to speak at a future
meeting regarding economic development.
Mr. Welker asked if Staff could schedule a time for the Commission to view the ULI video.
Mr. White said he would be happy to get that on the schedule .
The meeting adjourned at 8:55 p.m.
