Rev. Hosanna called the meeting to order at 7:00 p.m.
The minutes of the meeting of August 21, 1975 were corrected
by the recording secretary to state that Robert Hall was
promoted from Acting Lieutenant to Lieutenant in the Police
Department and not, as stated, in the Fire Department.

MINUTES OF THE MEETING OF AUGUST 21, 1975 AS CORRECTED.

Rev. Hosanna and the other board members expressed their
regret over the resignation of Recording Secretary Brenda
Jarrett. Rev. Hosanna told Mrs. Jarrett that her service
had been much appreciated by the Board.

John Criswell, Attorney for Mary Howard, apologized that
a hearing date had not been set for his client. The reason
for this, he said, was that he had not been advised of the
date of the board meeting at which the hearing date was
to be set.
Rev. Hosanna said that all employees are aware that regular
board meetings are held on the third Thursday of each month
un l ess otherwise posted, and the date is normally posted
throughout City Hall.
Rev. Hosanna asked if the City Manager would be involved
in the hearing. Mr. Criswell stated that the City Manager
would not be involved as a witness, but will be asked for
his point of view.

It was agreed upon that the hearing date for Mary Howard
be set for October 13, 1975 at 9:00 a.m. Notification
will be sent to all interested parties.

Rev. Hosanna read a letter from Warren Rahn which stafe-:t
that the EPBA voted to accept the Career Service Board's '-
impasse decision.

The board convened a hearing on Firefighters' overtime a·s
per the memorandum of understanding. Karl Nollenberger
and Richard Lorig were presentors for the City. Fire
Department Representatives were Austin Magers, Ralph
Sillivan, and Adrian Moll.
Mr. Nollenberger, after giving a brief history of over-
time, stated that the City was in agreement on all items
except overtime pay. He compared the cost to the City
on overtime paid on a 40-hour basis as opposed to a
56-hour basis.
Austin Magers said that the primary contention of the
Firefighters was that they feel that they should be paid
equal overtime as the police because their duty is
equally hazardous, even during overtime hours.
After hearing both from the City and the Firefighters, the
Board went into executive session.
Rev.Hosanna then read the Board's unanimous decision. They
had accepted the proposal of the City. The following will
become effective January 1, 1976:
Overtime for shift work in addition to
those regularly scheduled will be com-
puted on a 56 hour duty week wage basis.
When personnel work overtime on an emer-
gency call back basis, the overtime will
continue to be computed using a 40 hour
duty week wage basis. If a firefighter
on a full shift overtime basis works on
an emergency along with other firefighters
on a call back basis, he will be com~
pensated on the 40 hour basis during the
period of that emergency.

The upcoming Detective examination was discussed. Robert
Mammen has agreed to write it. 150 questions will be
presented to the City, from which 100 will be chosen.
Officers are to be given a written and an oral examination,

their score being the average of the two.

THE METHOD OF DRAWING UP THE DETECTIVE EXAMINATION AND
THE SCORING METHOD BE APPROVED.

Rev. Hosanna asked that each board member bring to the
next regular meeting the names of five people who W'O.uld ,
sit on the oral board for the Detective examination~
Mr. Lbrig announced the results of the employees' vote
for board member. Edward White received 126 votes,
Phillip Grim 49, and Orville Rice 14 votes. The election
of Mr. White to the Board leaves only one vacancy.
Rev. Hosanna suggested that a written request be made to
Mayor Taylor that he fill the vacancy and have a Council-
appointed Commissioner by the next regular meeting,
October 15, 1975.
Neither the Police Department nor the Employees'
Association were represented.
Under Commissioners' Choice there was no new business.
The City policy on the hiring of related persons was
discussed and it was decided that possibly changes may
be necessary in that policy.
Rev. Hosanna suggested that the City Attorney be asked that
a legal ruling, including information from the Equal
Employment Opportunity Commission, be presented to the
board at the next regular board meeting.
