BOARD OF CAREER SERVICE COMMISSIONERS

Rev, Hosanna called the meeting to order at 7:00 p.m.
On behalf of the Board, Rev, Hosanna welcomed new commissioner, Robert
Brundage.
MR. HANSON MOVED, AND MRS, TURNER SECONDED, TO APPROVE THE MINUTES OF THE
MEETING OF OCTOBER 15, 1975 .

Rev, Hosanna next introduced the new Police Chief, Robert Holmes~ Chief
Holmes stated he wished to meet informally with the Board for discuss ion of
various aspects of the Career Service Board and the Police Department ,
A meeting was set for Tuesday, December 16, 1975, at 9:00 a,m. in Conference
Room A,

The next item on the agenda was changes in Job Description Titles. This
item was deferred until the next meeting, since the Personnel Director,
Richard Lorig, has been unable to meet with the City Manager due to
conferences and illness.

Karl Nollenberger gave a brief background on the position of Office Manager
in the Utilities Department. Prior to February of 1974, the Utilities
Department had its own financial division. In 1974, however, it was com-
bined with the Department of Finance. As a result of that combination,
the Director of Utilities requested that a job description and title update
for the position of Office Manager be made. The Personnel Director, after
meeting with the Assistant City Manager and the Director of Utilities,
recommended a change in title to Administrative Assistant, with the grade
remaining the same.
The Career Service Bo..ard recommended that the proposal go on to the City

Council as a possible resolution.

TO THE CITY COUNCIL.

The next topic of discussion was the progress on the Detective Examination.
It was stated by Mr, Nollenberger that Robert Mammen, the author of the
written portion of the examination, will be making recommendations to
the Board on the appeals made on various questions by the participants
in the examination, The importance of the Board's confirmation of those
recommendations was stressed. It was decided that, once Mr. Mammen has
thoroughly reviewed the appeals, he would meet with the Board for discussion
and approval or disapproval of them by the Board.

Rev. Hosanna related the court decision on the Police Officers' appeal
on letters of reprimand to the Board. The officers involved were
Vaughn, Welbourne, and Reynolds. The decision was that the letters
be removed from the officers' Personnel files.

The City Attorney's memorandum regarding the legality of the ruling on
related employees was discussed. The Board agreed that clarification of
the memorandum by the City Attorney be requested of him, and that the
City Attorney be asked to attend the next regular meeting of the Board
for that purpose.

The Employees' Association was represented by Mrs . Freeman. She had
asked that, if possible, grievance hearings be held at times other than
working hours so that employees could attend without pr oblems of
scheduling/absence during working hours. Rev. Hosanna informed her
that the times for the hearings were arranged with the employee filing
the g r ievance .
Neither the Police Department nor the Fire Department were represented.

Under Commissioners' Choice, more citizen names were presented to the
Board by Mr . White . There was no other new business.

There was no new business under Personnel Director's Choice, since
Mr . Lorig was unable to attend the meeting because of illness.

WHEREAS, the Board of Career Service in their meeting of November
20, 1975, recommended that the position title of Office Manager be changed
