BRAUN MOVED , AND MRS. UHLINGER SECONDED, TO APPROVE THE MINUTES OF THE MEETING OF FEBRUARY 13, 1975, AND OF THE SPECIAL MEETING OF FEBRUARY 20, 1975. AYES: NAYS: The motion carried . Zartman. Braun, Uhlinger, Hanson None * * * * The first item on the agenda was a discussion of the requested revision in the job description for Sr. Account Clerk in the Utilities Department. Mr . Lorig, Personnel Director, stated that there was no requirement on typing speed included in the job description, and that a speed of at least 40 w.p.m. would be needed to fulfill the duties of that position. MR. BRAUN MOVED , AND MRS. UHLINGER SECONDED, TO APPROVE THE REVISED JOB DESCRIPTION OF SR . ACCOUNT CLERK IN THE UTILITIES DEPARTMENT. AYES: NAYS: The motion carried. Zartman, Braun, Uhlinger, Hanson None * * * * Mr. Lorig began the discussion of the Police Department promotional examinat'ons by stating that they did not fall under the current moratoriu on hiring because the two open positions, Sergeant and Lieutenant, were promotional positions. Somewhe~e down the ranks, after the promotional exams are completed, there will be two lower positions left op~n if the moratorium is still in effect. tt Mr. Lorig stated that he had met with Lt. Ron Frazier and Sgt. Robert Hall to discuss the upcoming test and the procedure to be followed in obtaining questions for the written portion of the Sergeant is exam. 184 The following are some of the suggestions for testing that were made by the commissioners, Mr. Lorig, and other Police Department employees who were present: 1. That the final score for the Sergeant's exam would be a composite of the written and the oral totaling at least 70%. All those taking the written portion would be allowed to take the oral also. In the past, only those passing the written were allowed to take the oral. The reasoning behind this was that some people excel in a written exam but do poorly in an oral, while others excel in an oral but do poorly in the written segment. This would give all applicants an equal opportunity to express their capabilities. 2. It was suggested that the questions be drawn up by a member of the staff of Arapahoe Community College. The test should consist of at least 100 questions, chosen from at least 150 submitted by the college staff member who draws up the exam. 3. The questions should have universally accepted answers so that the test would not be geared towards the college student type applicant. 4. All questions should be multiple choice rather than fill-in-the- blank so that there can be no dual answers to the questions. 5, Oral questions for both Sergeant and Lieutenant should be fairly similar for all applicants. Oral Board members should be instructed to ask their questions within a certain frame-work, but should not be given a list of questions that they must adhere to. 6 . Oral sessions will be tape recorded for future reference in appeal situations. 7. Oral Boards will consist of three persons from the police profession and one private citizen. Jerald Vaughn was present to request that the Board consider experience as an Englewood police officer, in lieu of rank, as a requirement for taking the promotional exam for Sergeant. He stated that, in his own instance, he would actually have eight years and six months as an Englewood police officer before he would be able to take a promotional exam, compared to other officers who, because they have a year in the rank of first class officer, would be eligible to take the exams after only four years. The reason Mr. Vaughn would have this amount of time in the department is that he quit for six months after he had already become a first class officer approximately three years ago. When he came back onto the force at that time he was required to begin again at the rank of fourth class. Mr. Lorig told the Board that in Section 5-3-12 .(d) of the Municipal Code it is stated that former employees may apply within two years of the termination for re-employment at their former classification. And in paragraph two of the same section it states that'~he department head and the appointing authority shall make such recommendations ~ 185 ' I ! I ~ ' ~, to the Board for re-employment as in their discretion they deem ap- propriate.'~ Mr. Lorig pointed out to the Board that this procedure had been followed with Mr. Vaughn. He was reinstated in the classification of Patrolman and, at the discretion of the department head, was placed in the rank of 4th class officer. MR. BRAUN MOVED, AND MRS. Frazier suggested, a g ain, that all applicants be allowed to take both the written and the oral portions of the Sergeant exam. MR. BRAUN MOVED, AND MR. Dr. Zartman sugg ested that the Board call a special meeting, after the legal opinion of the City Attorney has been received, to consider the aforementioned requests. It was decided that the meeting date would be decided upon later, but would be sometime after April 1. * * * * The next item on the a g enda was a further discussion of the proposed p sycholo g ical testing for entry level police officers and firefighters. At previous meeting s the possibility these applicants had been discussed. Arapahoe Mental Health had been used testing. of such tests being given to Mr. Lorig told the Board that by other communities for such Members of the Board expressed concern that novices or unqualified persons mi g ht do the testing at Arapahoe Mental Health because of the hi g h turnover rate there. It was g enerally felt that one qualif i ed psychiatrist or psychologist should administer all such exams to obtain the desired information. MR. BRAU N MOVED, AND MRS. The president of the Englewood Firefighters' Association, Ralph Sillivan, was the only official representative of an association present. * * * * Under Commissioners' Choice, Mr . Braun expressed his appreciation for the joint meeting with Council on the Affirmative Action program: Mrs. Uhlinger stated that she thought the proposed program was a good basis for affirmative action, and expressed her hopes that the other necessary ingredients would be added to make it a totally effective program. * * * * Under Personnel Director's Choice, Mr. Lorig told the Board that the first reading of the Affirmative Action program ordinance will be at the City Council meeting of April 7th. Also, he told the Board that the City Council wanted to meet jointly with the Career Service Board on April 14th to discuss the Board's ~ recommendation on a thirty day time limit for rendering decisions on matters brought before them. and also to discuss their feelings on having a Hearing Officer. Several of the members of the Career Service Board stated that they would be unable to attend that evening because of previous committments. They requested the Personnel Director to see what could be done about arranging another date. * * * * MR. BRAUN MOVED, AND MR.
