Hosanna called the meeting to order at 7:00 p.m. MR. WHITE MOVED, AND MR. HANSON SECONDED, TO APPROVE THE MINUTES OF THE MEETING OF JANUARY 15, 1976. Ayes: Nays: Brundage, Hanson, Hosanna, Turner, White None The motion carried. * * * * Mr. Lorig announced that the City Council had reappointed Jo Ellen Turner for another term as Commissioner. He also noted that the employees would be electing a commissioner before the next meeting of the Board. The nominees are William Hanson and Leo Wedow. * * * * The subject of th e current ruling on Related Employees was discussed. Several problems were noted, among them relatives on the same shift within the same department, entry level appointment of relatives of City employees, the situations which now exist, immediate supervision of one relative by another, and marriage subsequent to hiring. A memorandum to the Board from Mr. Lorig on the subject of Related Employees was reviewed and discussed and four alternatives were proposed. From among the four proposals, the general consensus of the Boa~d was that the second alt e rnative be recommended to the City Council as a possible resolution. This would pertain to those employees that become related after employment or are eligible for promotional examinations that would place them in the same departments upon promotion. Entry level appointments of relatives to the same department would still be excluded." -242 - I MR. BRUNDAGE MOVED, AND MRS. TURNER SECONDED, THAT THE RECOMMENDATION BE MADE 0 THE CITY COUNCIL TO AMEND THE 1966 RESOLUTION ON RELATED EMPLOYEE . Ayes: Nays: The moti n carried. Brundage, Hanson, Hosanna, Turner, White None * * * * The next item on the agenda was the revision for the job classification plan. Mr. Lorig informed the Board that the process will take approximately two months. All positions will be completely updated. A form will be completed by each employee describing his/her job in detail, reviewed by his/her supervisor and department head, in such a way involving mid- management. * * * * Several upcoming examinations were discussed. The first was for Lieutenant in the Fire Department. The last examination was brought up and weaknesses pointed out, among them that tfie material used was not always from the editions of the books on the reading lists given to the candidates. The fill in the blank portion of the examination was extremely difficult to correct, and supervision qualification was not actually tested. Rev. Hosanna suggested that if the City went to an outside source to make up the test, such as Red Rocks Campus of the Community College, tmtthey be given specific guidelines to set up specific references for each question used. Mr. Brundage asked if other cities could be contacted for their examinations for the same position. It was brought out that not only were the cities reluctant to give out their tests, but that often the information asked for was not applicable to the City of Englewood. The possibility that officers on the Englewood Department submit questions from which the Personnel Department would draw up an examination was suggested. It was stressed that the officers would have to submit sources of reference for each question they submitted, being careful to use latest editions, or specific editions listed on the reading list. ~R. HANSON SECONDED, THAT OFFICERS IN THE FIRE DEPARTMENT WITH THE RANK OF CAPTAIN ON UPWARDS SUBMIT QUESTIONS TO BE USED FOR EXAMINATION, AND THAT THE PERSONNEL DEPARTMENT WOULD CHOOSE FROM AMONG THOSE QUESTIONS Ayes: Nays: The motion carried. Brundage, Hanson, Hosanna, Turner, White None * * * * -243 - The oral examination for Lieutenant in the Fire Department was discussed. Mr. Lorig recommended to the Board that the final score of each candidate bonsist of 50% written and 50% oral and the passing score be a 70% overall average. The oral board is to consist of individuals from fire departments in other communities artd one Englewood citizen. MR. BRUNDAGE MOVED, AND MR. WHITE SECONDED, TO APPROVE THE RECOMMENDATION THAT THE ORAL BOARD CONSIST OF INDIVIDUALS FROM OTHER FIRE DEPARTMENTS AND ONE ENGLEWOOD CITIZEN AND THAT THE WRITTEN AND ORAL EXAMINATION SCORES BE AVERAGED AND THE PASSING SCORE BE 70%. Brundage, Hanson, Hosanna, Turner, White None * * * * The discussion of the procedure for establishing an eligibility list for Driver/Operator/Engineer led to the suggestion that the final score be 50% from each the practical and the written portions. MRS. TURNER MOVED,AND MR. HANSON SECONDED, THAT THE PRACTICAL PORTION BE ADMINISTERED BY ANOTHER DEPARTMENT, AND THE WRITTEN PORTION BE SET UP THROUGH THE ENGLEWOOD DEPARTMENT F8R THE D/0/E ELIGIBILITY LIST. Ayes: Nays: The motion carried. Brundage, Hanson, Hosanna, Turner, White None * * * * The third examination to be arranged for was that of Laboratory Technician. Mr. Lorig recommended to the Board that it be strictly an oral examination, and the oral board consist of three laboratory technicians from outside the City and one Englewood citizen. MR. HANSON MOVED, AUD MRS. TURNER SECONDED, TO ESTABLISH THE ORAL BOARD FOR LABORATORY TECHNICIAN. Ayes: Nays: The motion carried. Brundage, Hanson, Hosanna, Turner, White None * * * * Both the Employees Association and the Fire Department had no new business for discussion. The Police Department was not represented. * * * * -244 - Under Commissioners' Choice there was no new business. Mr. Lorig, under Personnel Director's Choice, informed the Board that the survey phase of negotiations had been completed, and that the negotiators were in the process of making review of the City's financial condition. He also asked the Board for a motion concerning the Detective Examination, since the position was now defunct. MR. HANSON MOVED, AND MR. PFOHL Recording Secretary -248 - MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CAREER SERVICE BOARD OF COMMISSIONERS DATE: SUBJECT: February 26, 1976 Recommendation that the 1966 Council Resolution on "Related Employees" be changed. RECOMMENDATION: Unanimously approved: The Career Service Commissioners recommend to the City Council that the Resolution passed at its regular meeting held on the 5th day of December, 1966 be changed to read as follows: "Related Employees -The Board of Career Service Commissioners hereby adopt the principle that persons related by blood or marriage to City employees shall not, by that fact, be disqualified from employment with the City. Persons related by blo o d or marriage shall be permitted to work in the same department as long as they do not work in the same facility or on the same shift or under the immediate supervision of any person related to them. This shall pertain to those employees that become related after employment or are eligible for promotional examinations that would place them in the same department upon promotion. Entry level appoint - ments of related persons to the same department will be excluded. From and after the date of Council's approval of this provision, whenever tw9 employees within the same department in the same facility or on the same shift, intermarry, or become related in another manner, one of such employees shall be transferred to another job in his or her classification in the same department at another facility or onto another shift, or in the case of direct supervision of one related person over another, such supervision not being avoided by intradepartmental transfer,such employee shall be transferred to another job in his or her classification in another department at a grade not higher than he or she then held, providing there is such a job vacancy or, if no vacancy, he or she shall be placedon a re-employment list for a period of one year. Which of the related employees shall be so transferred or laid off, the time therefore and other employment details necessary to be arranged to carry out this policy shall be determined by the City Manager, subject to the right of appeal by the employee or employees involved to the Board of Career Service Commissioners." Recordin /ajp -249 - RESOLUTION NO. ---, SERIES OF 1976 A RESOLUTION AMENDING THE RESOLUTION PASSE D AT THE CITY COUNCIL MEETING HELD ON THE 5TH DAY OF DECEMBER, 1966, WHEREAS, the Board of Career Service in their meeting of February 26 , 1976, recommended that the Resolution passed at the Council meeting held on the 5th day of December, 1966, be amended. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, that the following be established: "Related Employees -The Board of Car eer Service Commissioners hereby adopt the principle that persons related by blood or marriage to City employees shall not, by that fact, be disqualified from employment with the City.
